PROJECT AGREEMENT
between the
GREAT LAKES INDIAN FISH AND WILDLIFE COMMISSION
and
THE UNIVERSITY OF WISCONSIN - MADISON
LAND INFORMATION AND COMPUTER GRAPHICS FACILITY
I. Background Statement
This Project Agreement dated this 31st day of January, 2000, by and between the School of Natural Resources College of Agriculture and Life Science, University of Wisconsin - Madison Land Information and Computer Graphics Facility, hereinafter called LICGF, and the Great Lakes Indian Fish and Wildlife Commission of Odanah, Wisconsin, hereinafter called GLIFWC, shall establish the conditions and material obligations of the parties hereto, under which LICGF and GLIFWC shall establish a project to pursue natural resource information acquisition and modeling for the mutual benefit of both parties. This agreement is established to facilitate research into regional ecological systems and sustainable natural resource use in the ceded territories, and to provide training for GLIFWC staff in the use of GIS systems.
II. Relation To GLIFWC/UW-Madison Cooperative Agreement
This project agreement to establish an Environmental Modeling Unit is consistent with the goals stated in the Cooperative Agreement between GLIFWC and the University of Wisconsin - Madison, dated January 31, 1995. That agreement is hereby incorporated herein. This Project Agreement and the obligations of the parties hereunder shall be construed to be consistent with the Cooperative Agreement.
III. Scope of Work
A. GLIFWC. GLIFWC shall:
(1) provide an individual or individuals to carry out the work identified by the attached job description. Dr. John Coleman, GLIFWC's Environmental Section Leader/Environmental Modeler shall be one of the individuals;
(2) provide research equipment for the work under this agreement;
(3) be responsible for directing the work to be investigated by Dr. Coleman;
(4) provide an opportunity for Dr. Coleman to collaborate with the LICGF staff, including providing periodic updates on research progress, co-authoring research papers, and participating in LICGF's activities as appropriate and as time allows;
(5) provide occasional access to research equipment for LICGF staff training and demonstrations; and
(6) provide hardware, software and data, or the funds to acquire data, needed to create GIS coverages for the ceded territories of WI, MI and MN.
B. LICGF. LICGF shall:
(1) provide office space to Dr. Coleman and up to 1 full time assistant performing duties under this agreement;
(2) provide office space for additional staff at a reimbursement rate of $3,500 per full time position per year.
(3) provide suitable space for the installation of research equipment provided by GLIFWC;
(4) provide access to LICGF’s Geographic Information Systems (GIS) equipment and local area networks;
(5) provide ordinary office, telecommunication, and GIS supplies;
(6) provide access to LICGF's office equipment and occasional clerical support;
(7) provide a University appointment to Dr. Coleman for access to UW-Madison facilities such as libraries and computer resources;
(8) provide in-house expertise in spatial data analysis and use of spatial data software; and

(9) cooperate on grant writing and publication of research results, through peer review, where appropriate.
IV. Work Plan
The parties shall fulfill the Scope of Work, section III. above, during the Period of Performance of this agreement, section VII., below.
V. Faculty Project Specialist
None.
VI. Final Products
GLIFWC and LICGF shall collaborate to produce non-technical articles for GLIFWC and University of Wisconsin - Madison media describing work being performed under this agreement.
VII. Period of Performance
This agreement will be effective beginning January 1, 2000 and will end on December 31, 2000.
VIII. Payment Terms
A. Payment Terms
GLIFWC will pay to LICGF the sum of $7,000.00 as a base facility fee (office space for up to 2 full time persons, supplies, and equipment use). LICGF will be paid $3,500.00 on or before February 28, 2000 and $3,500.00 on or before July 31, 2000.
GLIFWC will pay to LICGF the additional sum of $1,750.00 per person per 6 month period for additional facility fees incurred by the addition of personnel during the calendar year.
B. Other Expenses.
No other services, equipment, supplies, or compensation will be provided by either party except as negotiated between the parties when the need arises.
IX. Termination.

This agreement shall be automatically terminated if GLIFWC's Public Law 93-638 contract with the Bureau of Indian Affairs is for any reason terminated or if GLIFWC's funding for this agreement is for any reason withdrawn or made unavailable by any agency of the United States Government or by any other person or entity.
Either party may terminate this agreement upon 30 day written notice to the other. In the event of termination before the Period of Performance ends, GLIFWC and LICGF shall determine the amount, if any, which is due either party (for costs already incurred or compensation prepaid) as a result of this agreement and the party owing shall reimburse the other party accordingly.
X. Individuals Responsible for Implementation
A. For GLIFWC, the responsible individual shall be Dr. John Coleman, Environmental Section Leader/Environmental Modeler.
B. For LICGF, the responsible individual shall be Dr. Stephen Ventura, Assistant Professor, University of Wisconsin-Madison Land Information and Computer Graphics Facility.
XI. Progress Narrative
Progress narrative requirements shall be developed for any joint projects that are identified. No such projects have been identified to date.
XII. Financial Report
None required.
XIII. Disposition of Equipment
Equipment purchased with GLIFWC funds remains with GLIFWC; equipment purchased with LICGF funds remains with LICGF. No equipment is anticipated to be purchased jointly. If any such equipment is purchased, the disposition of that equipment shall be negotiated between the parties.

XIV. Rights in Materials
The coverages and other work products created under this Project Agreement will be the property of GLIFWC, but may be made available to LICGF for educational or research purposes upon request.
