Job Description

1. / PURPOSE OF THE ROLE
1.1 / To be responsible for opening and closing of a number of the Town Council owned community buildings, setting up for hirers as required. This role will also include ensuring that the community buildings are maintained and cleaned to a good standard, taking into account at all times Health & Safety and Fire Safety. Representing Great Dawley Town Council in the public eye, hirer and visitors.
2. / MAJOR TASKS
2.1 / Building Safety
– when on duty assume responsibility for the security and safety of all Town Council owned community buildings which currently include Dawley Town Hall, Dawley House & Library and The Hub.
2.2 / Room Management
– When on duty assume responsibility for the preparation of the Main Hall & Meeting rooms; and the maintenance and security of equipment used in those rooms. This will include (as appropriate)the setting out and subsequent removal after usage of tables, chairs and other equipment provided in the venue, ensuring this equipment is stored and secured in the correct manner.
2.3 / Health and Safety
– Ensure that safe working practices are carried out on a daily basis and responsibility is taken regarding use of PPE, COSHH, risk assessments,etc, for both the community buildings and the equipment.
2.4 / Fire Safety
– To assist the Asset & Facilities Officer to do weekly fire safety checks, maintain a good knowledge of the building, location of fire extinguishers, fire evacuation procedure and Fire exits.
- To act as a fire marshal, if required, to assist with the emergency exit of the building with and for hirers.
3. / JOB ACTIVITIES
3.1 / Building Caretaking
3.1.1 / Safety & Security
-Opening the building and deactivate the alarms; ensuring all heating and power systems are operational.
-Ensure the security of the building at the close of day, and after each event if necessary, including shuttering and setting the alarm systems.
-Retaining custody of keys at all times.
-Liaison with the Asset & Facilities Officer to ensure there is sufficient staff to cover when the buildings open and closing requirement, including evenings, weekends and staff holidays.
-To act as a 2nd keyholder in the event of an emergency and if necessary to attend the building out of hours if required by the organisations out of hours key holders, Police or Fire Service. This will not require attending site alone.
-Complying with Great Dawley Town Council policy and procedures relating to Health & Safety in and around the building, including the logging of all incidents, near misses or concerns.
-Generally, keep a watchful eye on the buildings at all times and notify the Asset & Facilities Officer of any risks or concerns in relation to the security or health & safety of the building.
Maintenance & Cleaning
- Liaising with the Asset & Facilities Officer and using the operating manuals supplied, develop a good working knowledge of the general systems and their functions in order to ensure that they operate at peak efficiency.
- Liaising with the Asset & Facilities Officer to create a suitable cleaning schedule to include the following areas
* All toilet facilities, including floor, tiles and mirror
* Kitchen and bar areas
* Tables and chairs
* Check that all consumable items (toilet rolls,soap,paper towels etc.)
Havebeen replaced.
-Liaising with the Asset & Facilities Officer on a weekly and monthly basis to systematically test the fire alarm and emergency lighting in accordance with the manufacturers and fire safety regulations and keep proper records of these tests.
3.2 / Hall & Room Management
3.2.1 / -On a daily basis, check the building diaries kept in the office and set out rooms as required by the hirer, including the provision of equipment as requested by the hirer.
-At the start of each shift clean and tidy hall, rooms, toilet area & foyer used the previous evening and put away equipment not required.
3.3 / General
3.3.1 / - Signpost any potential bookings to the Asset & Facilities Officer and deal courteously and efficiently with visitors.
- Whilst on duty, deal with the receipt of goods and such carrying and distribution, as may be necessary, and to assist with the moving of furniture, stationery, equipment,etc, within the building.
- To ensure that refuse is taken to the bin store throughout the day and that recycling bins are put out in the designated collection points on a weekly basis.
- Oversee the tidiness of the bin store, ensuring that it is kept tidy and secure.
- To undertake such other tasks, duties and responsibilities in relation to the buildings as required by the Asset & Facilities Officer.
4.0 / CONTACTS
4.1 / - Report directly to the Asset & Facilities Officer and work co-operatively with other Great Dawley Town Council members of staff.
- Regular contact with service providers and agencies operating from the buildings, with businesses, clubs, organisations and other members of the community using or wishing to hire the buildings.
5.0 / HOURS OF WORK
5.1 / - In general, the buildings are open from 8am until 9.30pm, Monday to Friday. The buildings will also be open at weekends as bookings require.
- Hours of work will be on a rota basis, out of hours work is paid at normal rate.
- You will be required to work a number of Town Council events throughout the year, on occasion these events are held in the evenings and weekends.
- In the event of staff shortage (including holiday/sickness) the post holder may be required to work additional hours to ensure that the Town Council community buildings continue to function as necessary.

Person Specification

1. / EXPERIENCE
Some experience of general cleaning, building maintenance and general proficiency with building management would be desirable but training will be provided.
2. / SKILLS AND ABILITIES
- Excellent communication skills.
- Customer service skills.
- Confident and able to work on own initiative to prioritise and deal with changing demands and ensure work is completed on time and to a high standard

- Has a commitment to running community buildings and services.
- Excellent interpersonal and customer care skills.
- Prepared to go beyond expectations in order to raise standards and add value.
- Help facilitate the Town Council events.
- Complete any other tasks directed by the Clerk and/or Asset & Facilities Officer to meet the business need.
- Able to work flexible hours -prioritising the needs of the community buildings management.
