Reporting Format Gram Sabha

(To be submitted by Officers to the Ministry of Panchayati Raj)

Background:73rd Amendment to the Constitution of India accorded constitutional status to Panchayats by inserting Part IX to the Constitution. As per Article 243 (b) of Part IX of the Indian Constitution “Gram Sabha means a body consisting of persons registered in the electoral rolls relating to a village comprised within the area of Panchayat at the village level.”

Gram Sabha is an institution to promote public participation in rural local governance including participation in identification of works, selection of beneficiaries, implementation, monitoring, social audit of schemes and programmes for economic development and social justice in Gram Panchayat area.

From 21st to 24th April meeting of Gram Sabha is proposed to be organised in all the Gram Panchayats to celebrate National Panchayat Day as part of Gram Uday Se Bharat Uday Abhiyan.

Officers of the Government of India and respective State Governments attending these Gram Sabhas are required to submit a report to the Ministry of Panchayati Raj in prescribed format on or before 26th April 2016 (E mail: ). The observations should be specific, clear and preferably typed.

  • The role of women in rural development (women in leadership positions, role of women SHGs, women’s issues, gender budgeting etc.)
