GraftonCity Council Proceedings

January 13, 2014

Mayor John W. Bork convened the regular meeting of Grafton City Council at 7 PM at GraftonCity Hall. Answering roll call were Linda Koschmeder, Tom Kruger, Kyle Tabbert and Jon Stevens. Visitors were Bruce White, Michael Schaub and Nancy Walk. Tabbert motioned, 2nd by Kruger to approve the agenda. Motion carried. Koschmeder motioned, 2nd by Tabbert to approve the minutes from the December 9, 2013 regular meeting. Motion carried.

Mayor Bork welcomed the new council members. Because Tyler Johanns is moving to Minnesota, we have one vacant council seat. Kruger motioned, 2nd by Stevens to appoint Michael Schaub to fill this vacancy. Upon roll call vote, all council members voted aye. If no Grafton Residents file a petition asking for a special election by January 28th, then this appointment is permanent until the next pending election.

Mayor Bork appointed the following City Officers and Board Representatives for 2014: City clerk/treasurer, Joann Nichols; City Superintendent, Chris Kruger; City Attorney, Mark Walk; Community Center Bar Manager, Todd Trettin; Fire Board Representatives, Kyle Tabbert & Michael Schaub; Landfill Board, Jon Stevens and Tom Kruger (as alternate); Worth Co. Emergency Management Board, Duane Tabbert; Winn-Worth Betco Board, Linda Koschmeder; Mayor Pro-Tem, Kyle Tabbert; John Bork serves on the Assessor’s Board and the E911 Board. Tabbert motioned, 2nd by Koschmeder to approve the 2014 City Officers and Board Representatives. Upon roll call vote, all council members voted aye.

Correspondence had been put in the council member’s folders previous to the meeting. Clerk presented the financial reports and bills due to date. Stevens motioned, 2nd by Kruger to accept the financial reports as presented and pay all bills due to date. Motion carried.

City superintendent reported he has been working on putting up the new street signs. If anyone is interested in having any of the old signs, let Chris Kruger know. Old signs are a popular item right now. The town will gladly accept any donations for the signs. He reported he has found storage space to store items when the old city shed is torn down. He will be working on projects in the Community Center that will save energy.

Nancy Walk, city library director presented the Fiscal ’15 library budget. Kruger motioned, 2nd by

Stevens to approve the library’s budget with the town contributing $10,000. Motion carried.

Various items for the Fiscal ’15 budget were discussed. Clerk will have the proposed budget prepared for the February meeting.

Ideas for the next round of WCDA grants were discussed. An update was given on donations received to date for the turkey statue.

Bids were reviewed for a possible electric update.

Resolution # 2014-1 was presented. This is to approve the Updated Inspection and Maintenance Plan for Grafton’s electric system. Kruger motioned, 2nd by Koschmeder to approve this plan. Upon roll call vote, all council members voted aye. Resolution #2014-1 is passed and approved. Clerk will file the plan with the Iowa Utilities Board.

Under new business, it was suggested the town could use more campsite hookups. We currently have three. It may help to rent out the community center more easily since we do not have any type of lodging in town.

Kruger motioned, 2nd by Stevens for adjournment. Motion carried and meeting adjourned at 9:15 PM.
