PRESENTATIONS

Update on the Sheriff Search and Rescue Conference – Rick McComas, Jeff King

Rick stated the conference is May 14th – the 20th at the Klickitat County Fair Grounds. The attendants will be 800 or more throughout the week. Jeff King explained the purpose of the conference is to provide quality training at a reasonable price to the volunteers. There are also paid staffs, Sheriff Deputies and administrators that come for management training. Rick Johnson stated the K-9 officer will be attending the classes on K-9 emergency vet care. The Department will also be taking advantage of several training classes.

Farmers Market requested to be postponed until April 2nd council.

Public Property Use Agreement-Bluegrass Festival

Public Property Use Agreement-Festival of Speed

Larry explained that John Ozman – Volcanic Promotions would like to use Ekone Park for their camping during the Festival of Wheels. They estimate 225 athletes from 10 different countries will be attending the festival. Some will camp in Ekone Park while others will set up RV’s at Maryhill, Peach Beach, the two RV parks in town and the motels. Volcanic Promotions will provide liability insurance listing the City of Goldendale as additional insured. They ask in return for waiving the rental fee the City of Goldendale will be considered a sponsor of the event and will be included in the advertising.

It was moved by Council Member Andy Halm, seconded by Council Member Guy Theriault, to approve the application for use of Ekone Park sectors A and C for the Festival of speed June 26th thru July 2nd 2012 and waive the rental fees.

Use of Airport Agreement – RC Flyer Group

Larry explained that Will Byers would like to host an event for remote-control (RC) model airplane enthusiasts and is requesting the use of our airport. He came and met with the Mayor and Department Heads and the date we came up with was Labor Day weekend. About 200 pilots would be expected for the first year event.

Gary Erickson stated that he spoke with Will this morning and he wants to emphasize on war birds as they get the biggest draw. According to Will, the first event is always the one that needs to make it and he believes this event site could be the biggest fly in on the west coast.

It was moved by Council Member Gary Hoctor, seconded by Council Member Lucille Bevis, to approve the application for use of the airport for a model airplane fun fly event from August 31st thru September 2nd 2012

Mayor Baze asked for council approval to table until after the executive session. Council agreed.

Planning-Only Grant Application Agreement with Calvin Jordan

Larry explained that at the town hall meeting there were a lot of comments about planning for a community center. The following day it was discovered that a CDBG planning-only grant application is available. The purpose of the grant would assist the city in determining the need and potential for a community center. The recommendation is that council approves an agreement with Calvin Jordan Associates to prepare a planning-only grant.

It was moved by Council Member Gary Hoctor, seconded by Council Member Andy Halm, to authorize the Mayor to execute an agreement with Calvin Jordan Associated, Inc. to prepare a planning-only grant application in an amount not to exceed $4,800.00 subject to the CDBG eligibility threshold.

Jail Contract Agreement with Klickitat County Sheriff

Rick reminded council that in December our contract was extended for three months while going through the process of negotiating a new contract. The costs have gone up but we believe we have a fair agreement and recommended councils approval.

It was moved by Council Member Gary Hoctor, seconded by Council Member Guy Theriault, to authorize the Mayor to execute an agreement for incarceration of city prisoners with Klickitat County which will expire December 31, 2013 with the option of a one year extension.

It was moved by Council Member Gary Hoctor, seconded by Council Member Guy Theriault, to approve a capital outlay purchase of a new utility truck for Public Works from Ray Schultens Motors in the amount of $24,692.00.

Lease Purchase Agreement for Two Copiers

Larry explained that the leases have expired on the copiers we are currently using at City Hall and the Police Department. We considered all three proposals that was received and have chosen Bohn’s Printing.

It was moved by Council Member Gary Hoctor, seconded by Council Member Andy Halm, to authorize the Mayor to execute a five year lease agreement with Marlin Leasing for the purchase of two Konica Minolta Bizhub C452 color copiers.

It was moved by Council Member Gary Hoctor, seconded by Council Member Guy Theriault, to table the Bluegrass Festival public property use agreement until the next meeting.

Mindy questioned if there was any reason that we couldn’t go forward and approve the application. After some discussion, Tom Ireland came forward, not liking to override the committee chairperson, stated that in order to move this forward he asked if council so moved his thought is to approve the same as last year. Gary still feels that we need to hear from the chairperson to discuss which option they prefer.

Gary amended the motion to table this item until the next meeting but to hold the dates for the Bluegrass Festival use of Ekone Park. Guy seconded the motion.

Mindy reported that the community meeting was awesome and it was great to see the amount of people that participated.

Larry stated that the date for the next Town Hall meeting is April 10th. Clean up day has been scheduled for the 14th of April. The Home and Garden show is the third weekend in April.
