Updated Minutes from 6/18 Commissioners’ Meeting

1) Games on KentIsland and Bowie –

I thought I had e-mailed everyone the results of the vote on playing games at KentIsland and Bowie, but apparently I did not. My apologies. The vote was 10-10. However, what was not explained to us at the meeting was that the County requires an 80% approval on this type of issue. Consequently, we will not be playing at KentIsland and Bowie.

2) No-Fault Forfeits -- As many of your are aware, our current system for paying refs for forfeits is a Rube Goldberg affair that is a great deal of trouble for all involved -- assignor, refs, commissioners and GLAAAC officers -- for what actually amounts to a total payment each year that is petty cash. We voted to go to a "No-Fault" system which would work like this: each organization will pay a non-refundable forfeit deposit. Based on the number of forfeits over past 3 years, $3 per team should cover this. This will be used to set up a "forfeit bank" from which GLAAAC will make the payments to the refs. Refs will be paid from the bank no matter who is at fault: assignor, Rec and Parks, commissioner, or coach. If very little of the bank is used in a given year, we'll carry it over and reduce the fee for the next year. Julia Brandenburg of Central volunteered to help administer this.

3) Website -- We set up a GLAAAC website that will allow us to broadcast e-mails, among other things. Joe Weiss is administering this. We will also use it for Senior League registrations.

4) Official's Pay -- We voted to increase payment for officials to make it more competitive with other areas (i.e., single Pee Wee refs are paid $60 per game in BaltimoreCounty.) Next year's pay for refs will be:

Pee Wee$30

Middie$40

All Junior and Senior $50

We also voted that if one ref does not show to pay the single ref a full double fee.

5) Freshmen and Senior League -- All high school Freshmen will be required to play in the Senior League and will not be allowed to play in the Junior League. However, in extraordinary circumstances, they can be allowed to play Junior ball if they request and are granted a waiver by Rec and Parks.

6) Bilderback Tournament -- We voted to support the Bilderback Tournament next year, mainly through the use of our web site for team and player registrations. Susan Portner of St. Marys/Annapolis and Mike Thompson of Broadneck volunteered to help organize this.

7) Junior Tournament -- Everyone agreed that our first year for the new full game, full team Junior Tournament was a great success. Special thanks to Gwen Philhower and the Bucs for hosting the 2nd round games. We voted to go to a graded, single-elimination format next year, probably A-B-C rather than the single pool. Gwen volunteered to help organize the tournament next year.

8) Costs for Next Year --
