BOARD OF EDUCATION REGULAR MEETING

MONDAY, DECEMBER 14, 2015 – 5:30 P.M.

The regular meeting was called to order at 5:30 p.m.by Amber Christensen, President presiding.

Roll Call was taken by District Clerk:

District Personnel Present: Brian Schmitt, Superintendent; Brian Edmister, PK-5 Principal; Brian

Guests: Approximately 50 guests were in attendance, elementary & HS students and two architects

The Pledge of Allegiance was recited.

Presentations to the Board:

·  Kellie Schmidt & students – gave presentations on Iroquois Nation and longhouse project

·  Alva Robbins presented overnight trip requests, Marching Band to Cedar Point, Ohio 5/27-5/28/16 and Jazz Band to Chicago, Illinois 4/13-4/17/16.

·  Amber Christensen recognized Area All-State students with a certificate: Shaquay Ely, Zac Clendenin, Zach Deichmann, Nolan Coble, Aaron Holmes, Moriah Clendenin, Victoria Babbitt

·  Dr. Brian Schmitt presented capital project information with a power point presentation and handouts. There was also a presentation from Jeff Robbins and Mike Saglibene, Hunt Architects on building project. There was a lengthy discussion on the proposed project with several questions from guests in attendance on the proposal to renovate the music suites and the need for a new fitness center/internet café. Dr. Schmitt and Board members explained the need for a STEM / STEAM room. The Board will further review the scope of the project before it is finalized for voter approval.

APPROVE MINUTES: Motion made by Josh Shannon, seconded by Amy Werner - BE IT RESOLVED that the Board of Education of Genesee Valley Central School approves the Board of Education minutes of the Regular Board Meeting dated November 16, 2015 as submitted.

ADMINISTRATOR’S REPORTS: Copies of the written report were available

FINANCIAL REPORTS: District Treasurer’s Written Report by submitted Ms. Ostrander

APPROVE AGED TAX EXEMPTION: Motion made by Tim Hand, seconded by Pat Johnson - BE IT RESOLVED that the Board of Education of Genesee Valley Central School approves to continue the Allegany County Aged Exemption at $12,000 income level, sliding scale.

VOTE: Yes 7, No 0, Abs. 0 Motion carried.

ACCEPT TREASURER’S REPORTS: Motion made by Josh Shannon, seconded by Tim Hand - BE IT RESOLVED that the Board of Education of Genesee Valley Central School accepts the following treasurer’s reports as submitted: Scholarship Fund 11/1-11/30/15, Risk Retention (U.I. Reserve) 11/1-11/30/15, Capital Fund 11/1-11/30/15, General Fund – Steuben Trust 11/1-11/30/15, School Lunch Fund 11/1-11/30/15, Payroll Account 11/1-11/30/15, Agency Account 11/1-11/30/15, Special Aid Account 11/1-11/30/15, Extra-Curricular Activity Account 11/1-11/30/15.

APPROVE WARRANTS: Motion made by Pat Johnson, seconded by Dean McKnight - BE IT RESOLVED that the Board of Education of Genesee Valley Central School approves the following Accounts Payable Warrant Reports as submitted: School Lunch Fund #5, Federal Fund #5, General Fund #6.

APPROVE AFFORDABLE CARE ACT RESOLUTION: Motion made by Dean McKnight, seconded by Amy Werner - BE IT RESOLVED that the Board of Education of Genesee Valley Central School approves the following resolution for Affordable Care Act:

WHEREAS, the Genesee Valley Central School District maintains a group health plan for its employees (“health plan”); and

WHEREAS, the Genesee Valley Central School District is required to offer coverage under its health plan to eligible full-time employees pursuant to the Patient Protection and Affordable Care Act (“ACA”) effective in 2015; and

WHEREAS, the Genesee Valley Central School District employs persons for variable hours whose full-time status must be determined pursuant to guidance issued under the ACA beginning on July 1, 2015,

NOW THEREFORE BE IT RESOLVED, that the Genesee Valley Central School District hereby is, authorized and directed to establish and maintain procedures for the purpose of compliance with the ACA, including but not limited to the following:

1.  For variable-hour employees, the Genesee Valley Central School District shall establish a 12-month standard measurement period beginning May 1 and ending the following April 30;

2.  The initial measurement period for new variable-hour employees shall be the 12-month period beginning on the date of hire and ending on the anniversary date thereof;

3.  The administrative period following the standard measurement period is the period beginning May 1 and ending June 30;

4.  The administrative period for new hires will begin at the end of the initial measurement period and end the first of the month following 30 days after the anniversary of hire, at which point the initial stability period shall begin;

5.  The stability period, during which time a variable-hour employee’s status as eligible or ineligible for health plan coverage is fixed, is the period beginning July 1 and ending June 30.

APPROVE CONSENT AGENDA: Motion made by Tim Hand, seconded by Josh Shannon - BE IT RESOLVED that the Board of Education of Genesee Valley Central School approves the consent agenda items as follows:

1.  Approve volunteers for the 2015-16 school year: Linnea Lindberg under the supervision of Alva Robbins, Nancy Houle under the supervision of Alva Robbins, Amanda Robbins under the supervision of Alva Robbins, Joy Caldwell under the supervision of Alva Robbins, Dawn Covert under the supervision of Racheal Fleming, Jacob Bannerman under the supervision of Jim Schneider.

2.  Approve the overnight trip request from Jenn Turybury for Grade 8 to Washington, DC from March 10, 2016 – March 12, 2016.

3.  Approve CSE/CPSE Recommendations as presented.

APPROVE SUBSTITUTES: Acting on the recommendation of the Superintendent – Motion made by Amy Werner, seconded by Fred Grusendorf - BE IT RESOLVED that the Board of Education of Genesee Valley Central School approve the following substitutes for the 2015-16 school year:

-  William Murphy of Angelica as Bus Driver, pending fingerprint clearance and 19A driver certification.

-  Lois Lounsberry of Bolivar as certified substitute teacher.

-  Cory Higby of Angelica as non-certified substitute teacher, pending fingerprint clearance.

APPOINT TEACHER AIDES FOR B’BALL: Acting on the recommendation of the Superintendent – Motion made by Josh Shannon, seconded by Pat Johnson - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints Lynn Kunz and Courtney Lewis as Teacher Aides for the Boys Modified Basketball team for the 2015-16 season as per students’ IEP, rate of pay shall be $10 per hour.

APPOINT MECHANIC/BUS DRIVER: Acting on the recommendation of the Superintendent – Motion made by Tim Hand, seconded by Dean McKnight - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints Michael Robbins as Mechanic / Bus Driver effective December 31, 2015, rate of pay shall be $18.00 per hour. (Replaces Shawn Bliven)

APPROVE MATERNITY LEAVE OF ABSENCE: Acting on the recommendation of the Superintendent – Motion made by Amy Werner, seconded by Josh Shannon - BE IT RESOLVED that the Board of Education of Genesee Valley Central School approves a maternity leave of absence for Brittany Scholes for the period of February 1, 2016 – April 22, 2016, using 15 sick days, remainder unpaid leave.

VOTE: Yes 7, No 0, Abs. 0 Motion carried.

APPROVE LEAVE OF ABSENCE: Acting on the recommendation of the Superintendent – Motion made by Tim Hand, seconded by Pat Johnson - BE IT RESOLVED that the Board of Education of Genesee Valley Central School approves the request from Heidi Stroud for a maternity leave of absence for the period of March 28, 2016 – July 4, 2016, using available sick and personal time (approximately 45 days) and the remainder shall be unpaid.

APPOINT LONG-TERM SUBSTITUTE MONITOR: Acting on the recommendation of the Superintendent – Motion made by Josh Shannon, seconded by Pat Johnson - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints Courtney Voss as long-term substitute monitor for Kim McDowell until her return. The rate of pay shall be $61 per day as per Board policy, no benefits.

APPROVE EXTENSION OF PROBATIONARY APPOINTMENT: Acting on the recommendation of Superintendent – Motion made by Tim Hand, seconded by Pat Johnson - BE IT RESOLVED that the Board of Education of Genesee Valley Central School hereby agrees that the probationary period of Nicole Norasethaporn be extended for a period of six (6) months which will extend the end of the probationary period to June 30, 2016. (Due to NYS Library Certification not being issued by original tenure date).

APPROVE AGREEMENT TO EXTEND PROBATIONARY PERIOD: Acting on the recommendation of the Superintendent – Motion made by Tim Hand, seconded by Amy Werner - BE IT RESOLVED that the Board of Education of Genesee Valley Central School approves the Agreement with Nicole Norasethaporn, GVEA Teacher’s Union and Genesee Valley Central School to Extend the Probationary Period for Nicole Norasethaporn from January 4, 2016 to June 30, 2016.

EXECUTIVE SESSION: Motion made by Pat Johnson, seconded by Amy Werner - BE IT RESOLVED that the Board of Education of Genesee Valley Central School suspends the regular order of business at 9:40 p.m. to enter into executive session for the purpose of two personnel matters (tenure status update and Superintendent’s evaluation).

RESUME REGULAR ORDER OF BUSINESS: Motion made by Tim Hand, seconded by Amy Werner - BE IT RESOLVED that the Board of Education of Genesee Valley Central School resumes the regular order of business at 10:19 p.m.
