Thanks for your email for the CAUL Subscription renewals for 2011. Below are answers - in red, to your questions raised:

The pricing for 2011 has been increased by only 2% as follows:
The full price for University Libraries (Australia) is $6335 (+GST)
Consortium members receive a 20% discount – $5070 (+GST)
New subscribers will attract an additional 5% discount - For their first year's subscription taking the price to: $4820(+GST)
1.Renewal pricing for current subscribers - 20% discount on full price subscription i.e.$5070 +GST
2.Options for new subscribers - with incentives for the group for widening the subscription circle - Extra 5% discount for new subscribers on Renewal price for current subscribers of $5070 would reduce further to $4820 +gst.
3.Options for trialling current and new services -Free trials available.
New services currently nearing conclusion of development, such as federated searching, annotation tools, searchable full text and new reporting services will all be included in the one subscription price.
New Subsets are now available such as the Anthology of Criticism and the Children’s Literature Digital Resources Project, Australian Popular Medievalism, Australian Popular Fictions, Screenlit. AustLit alsohosts the Teaching Austlit. Resource.
My preferred timing for 2011 subscriptions:
z. Pay supplier before Christmas (if we handle the invoice)
y. Invoice subscribers in November (ditto)
x. Receive group invoice from supplier by October 31 (ditto)
w. Confirm renewals and new subscribers by September 30
v. Call for renewals and new subscribers by August 31 (or earlier if
possible)
u. Receive 2011 pricing from suppliers by July 31 (or earlier if
available)Payment arrangements are endorsed by AustLit.
2011 proposed amount to be invoice will be 36 Australian Universities $182,520 (+GST) and 2 NZ Universities $10,140 (no GST). Please note that The University of South Australia have paid up to 31/12/2010 in 2007 and have included them in the 36 to be invoiced for 2011. Please see in file attached the current list of 38 subscribers for 2010.
Licence/Agreement conditions:
Please include with your pricing a copy of your current licence for CAUL members. Please include the date that the licence was last updated so we can check for any changes.

I would be grateful if you could highlight the clause/s in which the following are addressed:
Use of content in course-packs The Licensee may incorporate parts of the Licensed Product into printed Coursepacks.
or electronic reserve & linking direct to article level:A Member may include parts of the licensed Product in an electronic reserve that is accessible only by Authorised Users.
Perpetual access conditions (for subscriptions to journals and books.) N/a
Participation in LOCKSS/CLOCKSS/Portico, or plans to participate. COUNTER compliant statistics, and level of compliance.
We are not currently counter compliant but we provide full statistical use analysis through their administration account attached to consortium members’ subscription.
If the above are not included in your current licence/agreement, please include a statement of your current policy.
Automatic Blocking of IP address/ranges:
Since 2007, more publishers implemented automatic blocking of individual or ranges of IP addresses for perceived excess downloading. In some cases, the IP address concerned was the institution's proxy server
address. In some cases, the whole institution was blocked from access. In some cases, there was no prior notice of blocking. On the positive side, in some cases there was advance notice, I (as consortial coordinator) was copied in on the notice, the blockage was temporary, the blockage was restricted to the offending IP address, the proxy server was exempt from blockage.
In an endeavour to improve the communication between publishers and subscribers on this issue, we would appreciate it if you could advise me of your policy and procedures in relation to action for perceived excess downloading, including a link to where this information is available on your web site.
(I did ask this question last year, and received very few responses.)
This is not relevant to AustLit as we do not have perceived excess downloading limits
