GENERAL RESPONSIBILITIES
This position serves as the Director of Housing Programs (DHP) for the Fort Walton Beach Housing Authority (FWBHA) to oversee all work related to Public Housing and Section 8 Case Managers.
MAJOR DUTIES AND RESPONSIBILITIES

The DHP may perform other duties as assigned including work in other functional areas to cover absences or relief, to equalize peak work periods or otherwise balance the workload.
- Oversees the application process and annual re-examination process of Public Housing and Section 8 programs.
- Maintains accurate Public Housing and Section 8 waiting lists, ensuring past clients with outstanding debts are not re-admitted.
- Enforces and monitors overdue accounts, notifies program participants of infractions, and assists in eviction / termination proceedings.
- Ensures Public Housing and Section 8 staff leave time is properly authorized and recorded while ensuring adequate program coverage.
- Resolves and mediates complaints, visits, and counsels program participants, obtains additional assistance as needed, and follows up to ensure satisfactory resolution.
- Provides and writes reports on all aspects of program operations and status of Housing and Urban Development (HUD) reporting requirements (MTCS, PIC, Action Plans, etc.) lease violations, criminal activity, delinquency notices, turnover rates, unit availability and inspections to the Deputy Director, Board of Commissioners as requested and regularly scheduled meetings.
- Ensures tenant rent determination information is processed electronically to avoid sanctions.
- Develops and implements a monitoring system to ensure tenant income discrepancies are rectified in a timely manner as reported to FWBHA by HUD.
- Acts as a liaison between the FWBHA, residents, landlords, governmental officials, and others; coordinates and communicates clearly and accurately FWBHA requirements.
- Designs and implements a marketing program for Public Housing and Section 8 to achieve acceptable levels of program utilization.
- Designs and implements a monitoring system to ensure work is performed in accordance with HUD guidelines and governmental regulations.
- Designs and implements an educational program of Section 8 landlords.
- Ensures delinquent accounts are reported to the Credit Bureau and other appropriate agencies per Board of Commissioners directives.
- Fosters a good public image for the FWBHA, establishes and maintains good working relations with HUD, other employees, officials of local, state, and other federal agencies.
- Remains abreast of and implements changes in regulations and policies, ensures adherence by other employees in the department.
- Works closely with Finance Director to ensure accurate calculation and posting / payment of utility charges and security deposits refunds for Public Housing and Section 8 rental payments.
- Performs quality control inspections for Public Housing and Section 8.
- Remains abreast of PIH Notices from HUD related to housing programs.
- Attendsmeeting, conferences, workshops during both regular and business hours and after hours, local and out-of-town.
- Attends BOC meetings, explains housing matters, and prepares minutes.
- Remains abreast of changes related to personnel law and other matters, implementing changes into agency policy.
- All other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of supervisory principles and practices.
- Knowledge of federal laws and regulations to programs administered by FWBHA.
- Knowledge of local, state, and federal and agency regulations, guidelines, and policies related to personnel as well as housing matters that affect FWBHA.
- Knowledge of Housing Quality, Uniform Physical Characteristics or other standards enacted by the Department of HUD.
- Ability to communicate effectively, both orally and in writing.
- Ability to understand, calculate, and explain financial and population statistics.
- Ability to use internet to research policy questions, download forms and notices, and upload data to HUD and other agencies.
- Ability to prevent and solve problems within assigned authority.
- Ability to organizes documents, maintains accurate records (including computerized tenant accounting records), and prepares reports.
- Maintains a high degree of integrity and loyalty toward to the PHA and its residents.
- Maintains tactful, courteous relations in stressful situations.
- Understands, implements, and enforces local, state, and federal laws and regulations.
- Reads and understands all contracts related to Public Housing and Section 8.
- Ability to organize, prioritize, delegate and monitor work of self and subordinates.
- Supervises and trains personnel.
- Coordinates work with other employees and other agencies.
- Skill in utilizing Windows-based word processing, spreadsheets, and other programs.
- Ability to train others in the use of computer programs.
- Ability to understand and track contract progress.
- Ability to plan, organize, and coordinate individual work with that of others.
- Ability to prevent and solve problems independently within assigned authority.
- Abilityto make quick, accurate decisions and take responsibility for decisions.

- Possession of a valid State of Florida Driver’s license or ability to obtain one with three months of employment.
- This is a salaried exempt full-time position subject to benefits as outlined in the FWBHA personnel policy. Loss or exhaustion of funding may necessitate termination of employment.
- Employment is “At Will”. Per the State of Florida, an employee may be dismissed or discipline without notice or cause, at the discretion of employer.
- Employee must be and remain free alcohol and drug abuse.
- Employee must have and maintain a clean conviction record.
- Ability to be insured under the Authority’s fleet insurance carrier.
- Ability to be covered under the Authority’s fidelity bond.
DESIRED EDUCATION/EXPERIENCE
Bachelors’ Degree from an accredited four-year college or university with a major in Business Administration or Public Administration,and/or five years of experience in the field of public housing, or any combination of education and experience that meets the knowledge, skills, and abilities to carry out the duties and responsibilities for the position. Successful completion of a course in HUD Uniform Physical characteristic standards (or other HUD published guidelines) required within the first eighteen months of employment. Understanding of the requirement of Public Housing Assessment System (PHAS) and the Section 8 Management Assessment Program is also required.
WAGES
This is an FLSA Exempt position. Starting salary is negotiable and based on experience. Increases are based on merit and cost of living and budgetary constraints.
