  1. INTRODUCTION

NECTA on its 78th meeting held on 5th February 2010 authorized the official announcement of Form Four results and the Qualifying Test (QT) which was done in October 2009. A total of 3, 330 centers were used for Examinations in contrast with 2, 647 which were used in 2008.

  1. QUALIFYING TEST (QT)
  2. Registration and Attendance

A total of 25, 040 students were registered for the QT exams in which girls were 14, 735 and boys 10, 305. In the year 2008 a total of 23, 266 students were registered for the QT exam. In this case there was an increase of 1, 357 students equal to 5.83% compared to 2008. A total of 22, 281 equal to 88.98% of the registered attempted examinations.

2.2Results of the QT Examination

A total of 6,892 students (30.93%) of those who attempted the examination passed while in 2008 it was 27.03% hence an increase 3.90%.

3FORM FOUR EXAMINATION RESULTS (CSEE) 2009

3.1Registration and Attendance

  1. All Examinees

A total of 351, 152 were registered for Exams out of which 167, 591 (47.73%) were female students and 183 561 (52.27%) male students. In 2008 registered Examinees were 241, 472. So registered Examinees increased by 109,680 (45.42%)

Those who attempted the exams were 339,925 equal to 96.80%

  1. School Examinees

A total of 254, 260 school Examinees were registered, female Examinees 116 583 (45.85) and male 137 677 (54.15). Last year (2008) a total of 166 443 students were examined hence an increase of 87, 817 school examinees equal to 52.76% compared to 2008.

Those who attempted exams were 248 336 (97.67%). A total of 5924 (2.33%) did not attempt exams.

  1. Independent Examinees

A total of 96 892 Examinees were registered, female 51, 008 (52.64%) and male 45, 884 (47.36%). In 2008 registered Independent Examinees were 75, 029 equal to 29.14% compared to those who did the exam in 2008.

A total of 91, 589 Examinees, 48, 375 being female and 43, 214 male attempted the exam. A total of 5, 303 (5.47%) did not attempt the exam.

4RESULTS OF THE FORM FOUR EXAMINATIONS

  1. School Examinees

A total of 173, 323 school examinees passed the 2009 Exams, female being 74, 696 (67.59%) and male 98, 627 (76.75%). In 2008 a total of 126, 617 (83.69%) passed the Exams.

  1. Independent Examinees

A total of 49, 477 Independent Examinees passed the exams which is equal to 52.12% of those who attempted the exams. Out of these female were 25, 044 (51.87%) and male 24, 433 (56.64%). In 2008, 41, 803 (59.01) passed the exam.

5.PASS RATES BY DIVISION DISAGGREGATED BY GENDER

Pass Rates by Division for school examinees indicate that a total of 42, 672 (17.85) passed at I-III Division. Female who passed at this level were 13, 788 (12.47%) and male 28, 884 (22.48%)

8EXAMINATIONS WHOSE RESULTS WERE BLOCKED

NECTA blocked the 2009 Form Four exams for:

  1. 7, 242 Examinees who attempted exams but had not paid fees. There results will be released upon payment of outstanding fees including penalties to be paid in a period of two years. After this period their results will be deemed null and void as per section 52 (b) of the Exams Regulations.
  2. 2 examinees who attempted exams with similar personal details. Their results will be held until they submit required particulars.

9EXAM RESULTS NULLIFIED DUE TO EXAMINEES LACK OF REQUIRED QUALIFICATIONS

NECTA blocked the 2009 Form Four exams for:

  1. 53 school examinees who attempted exams without required qualifications. Schools in which the examinees attempted exams and their numbers are as follows: SO649 Mkwese Sec.School (25), SO644 Ruruma Sec.School (15), SO844 Thaqalain Sec.School (06), S1243 BishopKisanjiSecSchool (05), S3623 St. Vicent Sec school (1) and SO629 Edmund Rice Sinon (01).Some of the examinees had faked their form II exams and the rest had submitted fake information.
  2. 5 examinees whose names had been removed from the Registered list who however attempted the exams.

10NULLIFIED EXAMS DUE TO CHEATING

405 CSEE Examinees and 05 of the QT Exams were nullified based on section 52 (b) of the Examination regulations after evidence revealing that they had cheated on their 2009 exams. The type of fraudulence revealed and the number of examinees is as follows:

  1. The centers revealed in this acts and whose behavior could lead to mistrust of Exam centers will be given a severe Warning and if they continue with these acts NECTA will cancel their registration.
  1. NECTA would like to warn examinees against participating in fraudulent behavior and those who look for fake exams instead of proper revisions. Of those whose exams were nullified due to their answers being related to the extent that it is confidently abnormal, 3 examinees had similar answers which were entirely unrelated to the questions. At the same time, one examinee confessed that he/she had obtained a fake Basic Mathematics exam as quoted below:

“Mathematics was the first exam so most of us believed that the ‘possibles’ could have actually been the ‘real possibles’ My friend gave me Math questions which I solved and took with me to the exam room but they were untrue and without knowing I copied them on my script”

  1. EXAMINEE WHOSE EXAM WAS NULLIFIED DUE TO THE USE OF ABUSIVE LANGUAGE ON THE SCRIPT
  1. One Examinee from Kadoto Sec School wrote very abusive words on the Biology 1 Script. This is an Examination Offence in accordance with section 5 (13) of the Examination Regulations as quoted below:

“Written responses to any examination questions which carry words, drawings, or pictures connected to sex or abusive language in such a way that it becomes offensive shall constitute an examination offence and a candidate who committees such an offence shall be punished by the Council”

  1. Writing offensive and/or abusive language on the script is a disciplinary issue and therefore NECTA will not tolerate any such examinees. So, future examinees must avoid use of offensive language on script or issues not related to the exam questions.

12CENTERS WHOSE REGISTRATION FOR INDEPENDENT EXAMINEES WERE NULLIFIED

  1. NECTA has nullified registration for independent examinee centers: P0822 Sinza Itebe and P1276 Dar es Salaam Prime in Dar es Salaam due to violation of Examination regulations. During the 2009 Form Four Exams, the centers had more examinees exceeding the capacity of the centers which led to disturbance during examinations in which examinees were transferred from time to time.
  1. Owners of all independent examinee centers must be careful and must follow the regulations otherwise NECTA will nullify their registration.
