JOB CONTEXT:

Handicap International has been working in China for more than 14 years with the objective to improve the socio-economic inclusion of people with disabilities, especially in rural areas, trough pilot projects run in close cooperation with governmental partners, civil society and associations of people with disabilities.

More than 75 % of the 83 million people with disabilities in China are living in rural areas and, thus, are facing difficulties to access to services for people with disabilities. Only 33% of people with disabilities needing rehabilitation services receive them. Only 20% of people with disabilities needing assistive devices have access to such devices. The illiteracy rate of people with disabilities aged 15 or above is more than 40 %. As a consequence the average annual income per person with disabilities is less than half of the average national income per person.

The ongoing projects of the China Program are Institutional Rehabilitation, Community Based Rehabilitation, Access to Education, Promoting disability rights, Disability Gender and Sexuality and Mental Health. We also advocate for more quality services and better inclusion of Disabled Persons’ Federation (CDPF), the media and the academic sector.

JOB DESCRIPTION:

As a mental health technical advisor, you will work under the line management of the Operation Coordinator and will supervise directly the National Technical Officer.

As a key staff of the mental health program, your responsibilities will be thefollowings:

  • Provide a technical supportto define project strategy, implementation, monitoring and reporting in order to ensure the project actions are appropriate according to HI quality standards (30%)
  • Responsibility of the capacity building of national staff, 2 project partners and relevant stakeholders to facilitate sustainable inclusive society for people with mental health problems. You will ensure project team and partners staffs are skilled and equipped to perform in their role (35%)
  • Capitalization and knowledge management; your mission will be to improve the quality and appropriateness of the project actions(25%)
  • Mobilization of the national and regional professional network to address the broader needs for technical support within the program (10%)

CANDIDATEPROFILE:

  • You have a master degree in Psychology or social work
  • You have proven experience of at least 5 years in NGO working in development intervention, if possible in South/East Asian Countries, and have already worked in the field of disability and inclusive development
  • You hold knowledge in project management, in training methodologies and knowledge of the rights based approach public health approach and prevention.
  • You have an ability to demonstrate tolerance, patience, flexibility and self-reliance

REQUIRED LANGUAGESKILLS:

You are fluent in English. Knowledge of Mandarin Chinese would be a distinct advantage

JOB ENVIRONMENT:

Our head office is located in Beijing and we are currently operating in the provinces of Beijing and Yunnan.

You will be based in Kunming (capital city of the Yunnan Province – 3 hours flight from Beijing). Yunnan in one of the poorest Chinese provinces dependent on agriculture, tourism and tobacco production. Through Kunming is becoming a well-developed capital there is no international school.

Due to the favourable security conditions, this position can be accompanied (spouse/children) subject to obtaining their visa. HI will not vouch for obtaining spouse/ children visa due to some external constrains.
