I would like to thank you all for the new year wishes bestowed on our team here, and wish the same to all of you.
First of all, I would like to state that the department as assured to us in their letter No. Misc.-1/308/2007-PPC (Pt.I) dt. 23.12.2008 has taken some steps regarding our long pending demands,
The department has sent a proposal to the Ministry seeking relaxation in the DR vacancy of PEX’s so as to accommodate the deserving/ eligible Trex & Pas working in adhoc or I/C status. They have also sent the letter seeking Rs. 5400/- grade pay for PEX’s who have put in four years of regular service. We are pursuing this issue in the Ministry. In the meantime, the seniority lists sent to UPSC for convening the DPC in the cadre of JTS was objected to by the three programme associations i.e. PSA, PSWA and AUPO. The department had called a meeting in this regard on three different dates i.e. 12.1.2009, 19.1.2009 & 29.1.2009. Even though we did not agree with AUPO & PSWA on bringing in any new criteria/issue for holding the review DPC, nevertheless in order to speed up the review DPC process, have agreed to the decision that the department shall now seek clarification from the Ministry on some issues raised by AUPO & PSWA.
I had a fruitful meeting in AIR, Jaipur on 26.12.2008, when many issues were raised, predominant among them being review DPC in the grade of JTS and ACP for Trex’s. We are doing our best to pursue these issues, but since all the above mentioned issues are now pending in the Ministry, we have to now collectively exert pressure on the Ministry if our efforts are to bear fruit.

The association is in the process of preparing a mock seniority/eligibility list to be submitted to the department. This list shall be based on clear DoPT guidelines. In this context I wish to thank the efforts of T.Arunan, Trex, Hyderabad and Kamlesh Mishra, Trex, AIR, Ahmedabad for their help in streamlining this list. We have also digitized the SSC merit list of the 1986, 1988, 1990, 1992 and 1994 batch of Trexes which we shall be uploading for viewing by our members. The list has the rank’s of select list(SL) holders only and not the reserve list holders.
The association has also opposed the casual regularization scheme being considered by Prasar Bharati (as per their communications dated 5.5.2008, 21.5.2008, 21.5.2008 & 29.1.2009) as this process very clearly goes against the Supreme Court of India landmark judgment in Uma Devi case. (SLP No. 9103-9105/2001 judgment dated 10-4-2006)
As you all are aware of the cabinet decision on 29.1.2009 (cabinet note is available on our website), we think that some crucial issues having a bearing on all our futures are to be discussed thoroughly and then we may approach the CEO regarding our stand on the large number of vacancies in the programme secion. In this context, it has been decided to call for a special one day sessionof the National Executive at New Delhi on 28.2.2009 (Saturday). This is a very crucial meeting and hence I request all the National Executive Committee members & special invitees to attend it. The arrangements for boarding are being made. Any clarification can be made from me or the GS regarding this session.
