In attendance: Carla Bangert,Bob Yoder, Kinton Fowler, Kathy Whitney, Gary Rinehart, Barbara Way, Heather Berg, Don Kane, Vera Davidson

President Carla Bangert called the meeting to order at 9:37 am.

Approval of the 07-SEP-02 meeting minutes:

  • Kinton moved that the September minutes be approved as written. Motion passed.

NEW BUSINESS

Wynn Curtis discussed his perception that the stop-work order he received from the county was as a result of the board turning him in. The Board advised him that they had no involvement; a county inspector noticed his property while driving by.

COMMITTEE REPORTS

Architectural:

  • The committee approved one application last month for Riis.
  • Unfinished Shed: A letter was sent to Mike, and the owner of the house, that the 10 month time limit had expired. Kinton will advise them they have 30 days to complete.
  • A stop-work order was issued by CoumbiaCounty on the Miller property. No permit was acquired for grade and fill over 50 yds. AdditionalState Issue: fill too close to the waterway.
  • Residents have complained that dirt, logs, vehicles, and trash in the street make it difficult to drive on Ridgeview Dr. County has been called once already.
  • Wynn was notified that his dock is floating free in the lake, but he hasn’t retrieved it. Dock is now tied to the public dock on the island. Bob will let him know it needs to be moved within a week.

Security:

  • No report

Personnel:

  • No report

Executive Secretary:

  • Campfire pit liners: Members that ordered a regulation galvanized steel pit liner can pick them up this weekend from 1:00 to 4:00 at the fire station. Tips and requirements sheet also available upon pick up. See the regulation fire pit that has been installed at the fire station for an example of how to assemble.
  • Help digging holes and installing gravel is available from the caretaker for a $40 fee to cover the backhoe operation. Interested members should contact Barbara C. to be put on a list.
  • Thanks to John Van Dyke for donating a truckload of gravel.
  • Dues collection: 29 past due notices mailed 10-Oct.

CC&R Revision Committee:

  • Kinton & Chris reported that the committee has reviewed the policies, and will propose that the board delete policies that are regulated by the state, or already stated in the CC&R’s. Gary recommended that they put the authority to make policy in the CC&R’s, and maintain the policies as separate documents, so it will be easier to revise individual policies when necessary.

Insurance Committee:

  • Don reported that our Broker received only one quote on basic liability, for $1M instead of $2M. The $10,133 premium is 10% higher than last year, but under budget. He accepted it since we have no choice.
  • The new $2520 premium for property insurance, is also under budget.

BOARD REPORTS

Treasurer:

  • Total Operating Expenses: $7,825 over budget.
  • Total Bank Balances: $330,144.
  • Special Assessment: Accounting to be confirmed with Jack Jenkins
  • Vera distributed line item budget guidelines for each director’s budget, and advised them to inform Barbara C. the amount and category whenever it is spent, for accounting purposes.
  • A member requested an estimate of what the dues will be next year. Vera estimates that it will increase to $1000/yr. This will build up our cash reserves to avoid any more special assessments.

Legal & Special:

  • Past due report shows 42 accounts past due, for a total of $40,900.40
  • Lot to be deeded to lake: Documents submitted by owner’s attorney - no liens reported. Gary moved that we approve the gift so it doesn’t go in foreclosure (would cost us $3000). Motion passed.

Social:

  • Next Clubhouse Party: Kathy reported that flyers have been posted and will be attached to the newsletter, for the next lake-sponsored event, a Halloween party on 26 October. Requested volunteers to donate goodies, and to help set up that morning.
  • Cabin crawl: Date set for Dec. 14; four hosts confirmed so far.

LongRange Planning:

  • No Report

Building & Grounds:

  • Bob noticed different meter rates from the electric company on the 4 pump stations and asked Lou Perkins to investigate. It was determined that we should not be charged the higher industrial rate, and WOEC agreed to lower our charges, saving us $1000/yr.
  • Installed a culvert
  • Burned the Yard Debris Pile
  • Fixed Tomasso’s Yard Light
  • Thank you to Trudy Scott who donated several tools to the club.
  • One of the pump stations probably has a leak that we need to fix. Will get a quote to rebuild. Caretaker is learning preventative maintenance.

Dredging & Weeds:

  • Barbara W. reported that the second bathometric study has been scheduled in the first half of November. Mark Sitzma has been authorized to have a boat with motor on the lake for this purpose.
  • Kyle from Aquatechnics hasn’t submitted a final weed plan yet. It was suggested that this would be an excellent undergraduate student project. Need to research how to cover the cost.
  • Dredge: Rebuilding projects ongoing. Engineering consultation planned.
  • Dredge Pipe will be moved when Gary’s boat gets fixed.

Caretaker:

  • Mike reported that the water plant ran 17 days last month, made 929,000 gallons.
  • Average level in the water tower: 118,000 gal.
  • Average Turbidity: .09 (very good)
  • September Weather: high 87, low 35. 21 sunny days, total rain .9 inches.
  • Will be trying some new chemicals this month that Scott Schulda loaned him.

OLD BUSINESS

  • Barbara W. announced the Fall Festival Variety Show/Auction, benefiting the Mist Birkenfeld Helping Circle, at the MistGrade School Sat. 10/19 at 6:00 pm.
  • A member asked if Meeting Night Bingo had resumed. Kathy has not scheduled it yet, but interested parties should call her and she will schedule it again if there is enough interest.
  • Gary will call the REO committee back together to begin the property sales. Can anyone beat our quote of $450 for FOR SALE signs with FLRC logo?
