UP NORTH COMBINE LTD.

Part One of the Up North Combine A.G.M. was held on Tuesday 19th December 2017 in Plains Farm WMC, Sunderland, Tyne and Wear at 7.30pm. Apologies were received from Mr C Rawson- Senior Vice President and Newcastle West

Federation.Other Federations not in attendance were Sunderland & Dist and Middlesbrough & Dist.

Agenda

No. 1. Minutes. Minutes of previous AGM. (Circulated to all Federations).

No. 2. Applications

(a)Heworth HS asked to resign from Mid Tyne Federation and to join Gateshead Federation. An objection was received from Mid Tyne sec. South Shields that permission be refused an amendment was proposed by

Gateshead sec.S.E.Durham that permission by given. The amendment was carried 8 Feds to 6.

No.3.Race Programme(See attached programme)

  1. It was proposed ShottonTrimdon sec. South Shields that an alternative race programme be accepted. This was defeated 5 Feds -15.
  2. It was proposed ShottonTrimdon sec. South Shields that at the fourth channel race we also fly an official inland race. This was defeated 3 Feds- 17.
  3. It was proposed Tynemouth North,ShottonTrimdon, East Cleveland, and Wansbeck Federations an alternative race point to Eastbourne be found. If not possible then Lakes-Maidstone should be used. This was defeated 9 Feds to 11.
  4. It was proposed ShottonTrimdonsec.S.E. Durham Federations that no Nationals can be flown under 200miles to Sappers Corner Garage. This was carried 13 Feds to 7.
  5. N.E.Counties proposed that the Inland Nationals be flown from Eastbourne or Maidstone only. This proposal was withdrawn.
  6. It was proposed Sunderland Premier sec. Tees ValleyFederations propose the Yearling National to be put back into the race programme, and flown on the same weekend as Bourges. This was defeated 8 Feds.-11
  7. It was proposed N.E.Counties sec. Teessidethat there be no comeback races shorter than Peterborough. This was defeated 8 Feds – 11.
  8. It was proposed Hartlepool sec. Houghton that the fourth channel race be Bourges. This was defeated 5 Feds-15.
  9. Wansbeck Federation proposed that Reims be replaced with a 500 mile race. This proposal received no sec.
  10. Northumberland Premier Federation proposed that the Channel programme remain as in 2017. This proposal

will remain in place due to earlier voting.

  1. It was proposed Northumberland Premiersec. South Shields that Bourges be liberated on a Thursday. This was defeated 5 Feds-15.
  2. East Cleveland Federation proposed an alternative race point be found instead of Bourges. This proposal was omitted due to earlier voting.
  3. Sunderland Premier Federation propose that Bourges be replaced with Tours. This proposal was omitted due to earlier voting.
  4. N.E.CountiesFederation proposed that Bubwith be replaced with Pontefract.This was omitted due to earlier voting.
  5. Houghton Federation proposed the following race programme. The old bird programme to remain the samebut alter the young birds so the YB National can be brought forward by 1 week: Bubwith, Bubwith, Worksop, Oakham, Peterborough, Rivenhall, Maidstone, Bubwith. This proposal received no sec.
  6. It was proposed ShottonTrimdon sec Northumberland Premier that for the first 4 young bird races Federations have a choice of Sandhutton, Wetherby or Worksop. This was carried 17 votes-14.
  7. It was proposed ShottonTrimdonsec. Tees Valley that the last young bird race be flown from Worksop.

This was defeated 13 votes – 15.

  1. It was proposed S.E.Durhamsec. Middlesbroughthat Federations are only allowed to choose their own race point for the first race, all birds to go to the same race point after the first race. This proposal was omitted due to earlier voting.
  2. Northumberland Premier proposed that young bird racing finish at the National, deleting the last race from the programme. This proposal was omitted due to earlier voting.
  3. N.E.Counties Federation proposed that the YB National be flown from Eastbourne.This proposal received no sec.
  4. N.E. Counties proposed one convoy one convoyer. This proposal was omitted due to earlier voting.

No. 4. Groups and Liberations.

  1. It was proposed N.E.Counties, Teesside and Wansbeck Federations 5 cuts with 20 minute intervals. This was defeated 5 Feds -15.
  2. It was proposed S.E.Durham sec. Northumberland Prem. that for all races from Peterborough onwards, the birds are liberated in 2 groups, split East & West (1,4 & 6 then 2 & 5). This was carried 11 Feds – 8. This proposal will also be placed on Part two of the AGM for clarification.
  3. East Cleveland Federation proposed all group 6 to go the first four yb races together. This proposal was omitted due to earlier voting.
  4. East Cleveland Federation proposed that all Federations in group 6 who are at the same race point for the first 4 yb races be liberated together. This proposal was omitted due to earlier voting.
  5. If liberations remain in 3 groups then S.E.DurhamFederation wish to be liberated with group 4 in the first liberation. This proposal was omitted due to earlier voting.
  6. Hartlepool Federation do not want to be liberated with group 6. This was defeated due to earlier voting.
  7. ShottonTrimdon Federation proposed that Teesside Federation to go back to group 6.This proposal received no sec.
  8. It was proposed Northumberland Premiersec. Gateshead that cut off times for liberations must be adhered to at all times with no exceptions. This was defeated 2 Feds-18
  9. It was proposed Teesside sec. FerryhillDistno liberations from France before 7am. This was defeated 2 Feds – 18.
  10. N.E.Counties proposed the times in the handbook to be adhered to. This proposal was omitted due to earlier voting.

No.5. Sections

  1. It was proposed Ferryhill & Dist. sec. S.E.Durham that Ferryhill join Section 2. This was carried 13 Feds to 7.

No. 6. Any Other Business

  1. It was proposed Sunderland Premier sec. Hartlepool Federation that the Up North Combine to fully withdraw from the North of England Homing Union and go self-sufficient. This was defeated 2 Feds-18
  2. It was proposed Coquetdalesec. Teesside that the observers are cancelled. This was carried17 Feds - 2
  3. It was proposed Sunderland Premier sec. South Shields that the best two bird performance to be changed from the average velocity to total points won. This was defeated 5 Feds – 15.
  4. Coquetdale Federation proposed that the UNC adopt to carryout drug testing. (The UNC cannot implement a drug programme without NEHU Approval).Confirmed.
  5. It was proposed Tynemouth North sec. Sunderland Premier Federation that if we continue to race from Eastbourne, despatch should be on a Thursday evening. This was carried 16 votes- 15.
  6. It was proposed Middlesbrough & Dist. sec. Northumberland Premier Federation that all liberations and conditions at race points are filmed and uploaded to social media i.e. Facebook. This was carried 18 Feds -2.
  7. Northumberland Premier Federation proposed all velocities be calculated on clocked in times (no closure of race for hours of darkness. (This proposal would be in breach of NEHU rules.) This proposal was withdrawn.
  8. Northumberland Premier proposed that a programme be put in place for continued upgrading of wagons. This is already in progress
  9. N.E.Countiesproposed thatconvoyers/staff/mechanics and drivers wages to be reduced from 52 weeks to 26 weeks.This proposal received no sec.
  10. N.E.Counties proposed the agenda of each meeting to be sent out to Club Secretary’s.This proposal was withdrawn.
  11. It was proposed N.E.Counties sec .Sunderland Premier that web cams be fitted to record all liberations. This was defeated 7 Feds to 10.
  12. Wansbeck Propose that the Convoyer to go to all channel races. It was agreed he will except for Bourges.
  13. It was proposed Tynemouth North Federation sec. East Cleveland that drivers to check baskets and sign a sheet from each club picked upto say that there were no damaged baskets when loading. This was defeated 9 Feds to 10.
  14. It was proposed by SED that baskets to be returned as soon as possible in week after race. It was agreed this will be done where possible.

  1. It was proposed S.E. Durham Federation that the Combine to recompense clubs for baskets lost when in their care. It was agreed that more care will be taken.
