  1. BUSINESS

A.Approval of October 9, 2013 General Board Meeting Minutes (McClendon)

Motion by LorraineLopez, seconded by YvonneSpence, to approve the minutes as presented. Motion passed unanimously.

B.Approval of July 18, 2013 General Membership Meeting Minutes (McClendon)

Motion by SandraEdwards, seconded byJose Jasso, to approve the minutes as presented. Motion passed unanimously.

C.Approval of Treasurer’s Reports July-September (Spence)

Motion by LorraineLopez, seconded by SandraEdwards, to approve the Treasurer’s Report as presented. Motion passed unanimously.

D.Swearing In – CindyHeidorn, Central Division Trustee (Jasso)

JoseJasso volunteered to swear CindyHeidorn in as Trustee at her office in Ceres.

E.Introduction of new Central Division Board Members (Jasso)

Introductions were made around the table.

F.2014 General Membership Meeting Dates (Lopez)

Lorraine Lopez gave the following General Meeting dates for 2014: January 16 in Turlock, March 20 in Merced, May 8 in Bakersfield, July 17 (need city), September 11 in Lathrop and November 20 in Chowchilla. Executive dates will be given at the next Executive Board Meeting in December.

G.Scholarship Award/s (Lopez)

This item was carried over to the next meeting.

H.Update – Central Division Rules and Regulations (Jasso)

CCAC adopted a universal-type of policies and procedures. Each Division is required to update their own to mirror the State’s to create a uniformity along the divisions. Central Division’s is due by December 2013. Miranda Lutzow volunteered to assist.

I.Central Division Basket for Annual Conference (Jasso-Trustees)

JoseJasso encouraged members to forward any suggestions to the Trustees.

A.Legislative Committee Report (Ortiz)

This item was carried over to the next meeting.

B.Report out on Goal Setting and State Board Meeting (Jasso/Lopez/Martin)

A special award was created to honor the late Pat Hammers. Only truly merited submissions will be recognized. The state contracted with a new software provider to host the website that should improve its functionality. The CCAC booth has been reauthorized for the next League of California Cities Expo. There was discussion and concern over clerks using the list serve before utilizing reference materials first, such as the City Clerk Handbook or even by contacting another city clerk from another city. The State Board encourages more clerks to do so and only use the list serve after all other avenues have been exhausted. The state received 2 RFP’s that had solicited services to evaluate the entire structure of the CCAC and its divisions. And finally, the state renewed MaureenKane’s contract for TTC, Technical Tract for Clerks.
