Expression of Interest for
Environmental and Social Impact Assessment Study
ThePalestinian National Authority (PNA) has received a grant from the French Development Agency for a proposed project for Gaza Stripfor solid waste management (SWM). To prepare for the project, the PNA designated the Municipal Development and Lending Fund (MDLF)to manage thepreparation activities related to the project including the Environmental and Social Impact Assessment(ESIA).
The MDLF is now seeking the services of a highly qualified consultantfirm to conduct an independent Environmentaland Social Impact Assessment Study (ESIA) of the proposed Gaza Solid Waste Management Project.
Thescope of work of the assignment includes the following tasks:
Task 1-Review of Policy, Legal and Administrative Framework;
Task 2-Project Review and description;
Task 3-Base-line Data for Environmental and Social Impacts of the Proposed Project;
Task 4-Preparation of Environmental and Social Impact Assessment Studies;
Task 5-Analysis of Alternatives and Scenarios; and
Task 6-Preparation of Environmental Management Plan and a Resettlement Policy and/or Framework/Resettlement Action Plan(RPF/RAP).
Task 7-Support the owner in obtaining the EIA Approval.
TheMunicipal Development and Lending Fund (MDLF) now invites eligible consulting firms to indicate their interest in providing theabove mentioned services in the Gaza Strip. Interested Consulting firms must provideinformation indicating thatthey are qualified to perform the services (description of experienceon similar assignments,availability of appropriate skills amongst staff, experience of work in similar conditions, etc.). The Consulting firms arerequired to submit financial and operational profile (presentations, brochures, key figures, examples of similar work, references,etc.) along with their expression of interest.
After ashortlist is set up, based on the expressions of interest received, a consulting firm will be selected in accordance with theprocedures set out in the MDLF Procurement Manual which is based on the World Bank Procurement Guidelines. The selection ofthe consultant shall be in accordance with the Quality and Cost Selection (QCBS) procedures as defined MDLFmanual .
