EXPRESSION OF INTEREST FOR ENGINEERING SERVICES RELATING TO BOP PACKAGES FOR HYDRO POWER STATIONS

BHEL is executing large number of Hydro Power Plants on EPC & turnkey basis involving design & supply of all BOP (Balance of Plant) packages in addition to the equipment of main generating units.

“Expression of Interest” is invited from interested reputed, technically & financially sound parties who can offer Engineering Services for tendering and procurement of equipments for the following packages. (Each party has to qualify separately for individual package.):

BOP Package for

1. / Electrical workshop
2. / Mechanical Workshop

Optional Package under consideration

1. / Public Address System
2. / CCTV, Security & Surveillance system
3. / Communication system

Details of Engineering Services required for tendering and procurement of equipments for the BOP packages are as follows

Pre Tendering Engineering services required for

1 / Study of customer’s Tender specification
2 / Listing of Customer’s specification details that requires clarification
3 / Compilation of Data/Information required for preparation of data sheets, write-ups and calculation of Costs
4 / Preparation of technical data sheet and write-ups based on customer’s specification and compilation of price list of Equipments listed in on customer’s specification
5 / Preparation of draft QA Plan

Post Tendering Engineering services required for

1 / Study of Contract Specification with reference to BHEL’s offer
2 / Preparation of draft technical specification for procurement of equipment
3 / Listing and grading of the probable suppliers of Electrical & Mechanical Workshop Equipments.
4 / Modification of QA Plan, if required
5 / Technical scrutiny of offers and preparation of technical comments and technical comparison chart
6 / Compilation of comprehensive shipping list from vendors including storage conditions

Vendor Selection Criteria for Engineering Services required for BOP Packages

  1. Vendor should have a office in Mumbai with proper IT & Communication facilities
  1. Vendor should have staff having experience in one of the following areas
  2. O & M experience of Power/Process Plant
  3. Power/Process Plant QC
  4. Power/Process Plant Material Management
  5. Electrical Test Lab Experience
  6. Electrical Test Lab Equipment Procurement
  7. Electrical Workshop of Power/Process Plant
  8. Mechanical Workshop of Power/Process Plant
  1. Organizational Strength of the vendor
  2. Staff Strength – at least 10 persons
  3. Staff having experience in Related Engineering – at least 1 qualified Engineer/Diploma holder with a minimum experience of 5 years
  4. Should be able to depute staff with related experience at BHEL, EMRP, Andheri, Mumbai works as and when necessary
  5. Preference would be given to vendor who can provide Notebook Computer with Net connectivity to their staff who are deputed at BHEL works
  6. Should have the infrastructure required for submitting the relevant documents in soft copies & hard copies.

The present requirement for these BOP’s may be for 4 to 6 Hydropower projects annually, which is likely to increase to 6 to 8 projects in the next 2-3 years and 10 to 12 projects in the next 5-6 years.

Vendors will be short listed after reviewing their technical capabilities, financial soundness, capabilities, experience, qualifying criteria, quality systems & other strengths which may also be followed by visit of BHEL team, if required, to establish vendor’s credentials before final decision on qualifying for registration with BHEL.

The short listed vendors shall be asked to complete the other formalities for registration in BHEL
