Custer County Commissioner Meeting

Date: December 30th, 2014

Chairman Lampert called the meeting to order at 8:00 a.m. with the Pledge of Allegiance. David Hazeltine, Jim Lintz, Phil Lampert, Mark Hartman, Tracy Kelley, State’s Attorney, and the Auditor were present.

The Board moved to approve the agenda with the following additions:

· Discussion of STP offer under Highway

· Grading Permits under Highway

· Revised Resolution 2014-11 under work session

· Add legal/negotiations to executive session

· Request to rescind contingency transfer motion of 9-2-14 under work session

Motion carried. In the following proceedings, all action taken was first duly moved and seconded, received a unanimous vote of the Commissioners without dissenting vote or abstention, unless otherwise stated.

Minutes

Travis Bies moved and Jim Lintz seconded to approve the minutes of the December 10th, 2014 commission meeting as presented. Motion carried.

Declaration of Conflict of Interest - None declared.

Gary Woodford, Highway Superintendent

-Gary received a letter from the SD DOT offering the ability to exchange their federal Surface Transportation Program allocation funds for state funds for use in highway needs. Gary would like to use the funds for the purchase of gravel in 2015.

-A discussion was held about the cost of installing 911 addressing signs and the correlation of the fee charged for an approach permit. The Board requested that the Department Heads do a county wide review of fees and costs and present their findings to the Board at their next meeting.

Troy Schmidt, GIS Director

-Troy requested that the Board authorize him to give GIS map layers to the SD State 9-1-1 Coordination Board for use in the SDNG911 system. Mark Hartman moved and Dave Hazeltine seconded the authorization. Motion carried.

Elmer Claycomb, Planning Director

Mark Hartman moved and Travis Bies seconded to approve the following re-plat to adjust the lot line between two parcels and create an easement so both parcels have access to an existing well near LH Road Legal: LH Subdivision – A Plat Lots 1 & 2 of LH Subdivision, Containing all of the SW ¼ SW ¼ and SE ¼ SW ¼ of Section 15, T4S, R7E, BHM, Custer County, SD ApplicantS: Lola Duda & Lane Madison. Motion carried.

Search & Rescue Director Appointment

- Dave Hazeltine moved and Jim Lintz seconded to appoint Rick March as the Director of Custer County Search and Rescue effective January 1st, 2015. Motion carried.

Executive Session- Personnel/Legal/Negotiations

Travis Bies moved and Jim Lintz seconded to go in and out of executive session at 9:24 am and adjourned at 10:35 am. Motion carried

-Mark Hartman moved and Dave Hazeltine seconded to approve an indigent claim for burial costs in the amount of $2,000. Motion carried.

-Travis Bies moved and Jim Lintz seconded to authorize Tracy Kelley to extend easement offers to landowners in the proposed RPZ at the airport. Motion carried.

Mail Call/ General Business

-The Board acknowledged the following:

-A letter from US Dept of Agriculture advising the Board that they will be moving the Hell Canyon Ranger District employees to 1019 North 5th St. in Custer in April 2015.

-A letter from the Town of Hermosa asking Custer County for a land swap. Tracy Kelley, States Attorney, will be sending a letter addressing this request.

Annual Budget Resolution 2014-11 Revised

-Total tax levy for the county in 2015 was changed by a Revised Resolution to 3.305 for General and .585 for Building. This is an increase of .003 to the total levy. Dave Hazeltine moved and Jim Lintz seconded to approve the change to the levy resolution. Motion carried.

Human Resources/Personnel

-Jim Lintz moved and Travis Bies seconded to approve the hire of Christine Browning as Deputy Auditor III with a starting wage of $10.75 per hour effective December 8th, 2014. Motion carried.

-The Board acknowledged the retirement of Patricia Winter as Deputy Auditor II effective December 24th, 2014.

Auto Supplement

-Mark Hartman moved and Dave Hazeltine seconded an auto supplement

to the Search & Rescue budget 101-227-429.00 in the amount of $1,498.31 for the purchase of a snowmobile using revenue from the sale of county property 101-374.00. Motion carried.

Reset Commission Meeting Date

The Commission meeting date set for May 13th, 2015 has been reset to May 12th, 2015.

Rescind Contingency Transfer Motion

-Jim Lintz moved and Dave Hazeltine seconded to rescind a motion made on September 9th, 2014 that authorized the Auditor to make a contingency transfer to the Maintenance budget in the amount of $10,000 for the purchase of a floor polisher. Motion carried.
