The County Council met in Joint Executive Session with the County Commissioners onApril 12, 2016 at 5:00 p.m. at the Putnam County Courthouse. Darrell Thomas opened the meeting and the pledge to the flag was given.

FINANCING FOR 911 SOFTWARE PROJECT

Three proposals were received from three financial institutions- First Financial Bank, First National Bank, and NSSB.

Commissioner Rick Woodall asked if the $960,000.00 is the correct amount for the project. Dave Costin said that the $726,963.00 will not change and he has a contingency built in. The Quotes are as follows:

-FIRST FINANCIAL BANK

10 year fixed at 2.47%, one-time fee of $1,000.00, and no pre-payment penalty.

-FIRST NATIONAL BANK

Line of credit at 2.19% after one year payment of interest on draws, then will be converted to a 10-year at prime, plus .19%. As of 3-16-16, prime is 3.25%. No fees and no pre-payment penalty.

-NSSB

10 year fixed at 2.5% no fees, and no pre-payment penalties- can also do a line of credit and convert to a fixed loan at the end of 1 year with interest payment being made.

Dave Costin also said that the quotes are good for four and a half months.

Larry Parker asked if the budget for E-911 will need to be supplemented by County General for 2016.Mr. Costin said that is still unknown at this time,based on fees collected on phone bills and what the county receives from thestate.

The Commissioners will award the bid for financing at the May 4, 2016 meeting.

PUBLIC SAFETY TAX

Larry Parker made a motion to advertise an ordinance and later withdrew his motion.

The Council asked Trudy Selvia to prepare and advertise the ordinance before the next Council meeting.
