We have come a long way since our first services opened in Bridgend, supporting the resettlement of people from the long stay psychiatric wards of Parc and Penyfai hospitals into homes in the community. JOB DESCRIPTION

Post: European Social Fund Senior Project Co-ordinator

Reports to: Head of Employment Services

Contracted Hours: 37 hrs per week

Salary: £27,000 per annum

Office Base:Cardiff (NewLink) with travel across Cwm Taf

Date: Project Funding August 2016 – August 31st 2018

Holidays:26 days annual leave plus bank holidays.

Holidays increase by 1 day for each year of service up to a maximum of 30 days.

Background:

The Out of Work Service (OOWS) is delivered in partnership between Gofal and NewLink Wales; across the Cardiff and Vale and Cwm Taf Health Board areas providing individualised mentoring and support for people aged 25 or older; who are recovering from Substance Misuse and/or Mental Health issues and are long term unemployed or economically inactive.

The OOWS will complement and enhance existing treatment, support and care services, through the provision of additional mentoring support; that focusses on helping people to move on and thrive through inspiring self-confidence, nurturing self-reliance, developing new skills, acquiring qualifications and ultimately achieving economic independence through paid employment.The scheme has been supported by the European Social Fund through the Welsh Government.

Job Purpose:

Assist the project manager, through the organisation and control of project processes, to ensure the smooth and efficient functioning of the service and compliance with European Social Fund requirements.

Main Responsibilities:

  • Keep abreast of ESF eligibility, monitoring and reporting requirements, attend supplier meetings and assist with determination of service requirements.
  • Assist the HES in the development and implementation of service processes and procedures.
  • Monitor and report on project compliance to ESF eligibility and monitoring requirements.
  • Ensure service compliance to ESF publicity requirements.
  • Establish and maintain suitable systems to track the progress and variance of the project against identified targets and report on project activity.
  • Support the HES to identify and manage delivery priorities.
  • Effectively and accurately communicate relevant project information from the contractor to the delivery team.
  • Assist the Head of Employment Services (HES) in the drafting of ESF beneficiary claims.
  • Prepare and make available documents required for external audit.
  • Conduct internal ESF publicity, monitoring and compliance audits.
  • Assist the HES in providing support and direction to the delivery team.
  • Deputise in the absence of the HES.

Essential / Desirable
Experience of co-ordinating services or projects for people and communities. / 
Experience of team support and co-ordination. / 
A relevant professional qualification in project management. / 
Experience of developing and maintain processes and procedures to high standards. / 
