Introduction

All applicants are requested to read the introductory comments below and the accompanying explanatory document prior to completing this application form. Specific instructions for completing sections 1, 2, 3 and 4 are included in the explanatory notes at the back of this form.

In addition, please pay careful attention to the Selection Criteria outlined at page 11 of the Programme Guidelines as they correlate with the questions asked in this application form.

Please note that two unbound signed copies and one electronic version of the completed application form and all relevant supporting documentation should be returned to Pobal no later than 5.00 p.m. Friday, the 18th July 2008.

NB:Proposed projects must be fully completed by the 30th June, 2011.

Applicationsare invited from an individual organisation or from a consortium of organisations. Where an application is received from a consortium, it will be necessary for the consortium to nominatea lead organisation which will accept contractual responsibility for all financial accounting and reporting and for project reports to Pobal.

All applications that, in the first instance, meet the eligibility criteria will be appraised by a Project Selection Committee. The Minister for Justice, Equality and Law Reform will make the final decision on project funding.Successful/unsuccessfulapplicants will be informed of the outcome of the selection process not later than end of September, 2008.

Successful projects will enter into a contract for the period specified in the project application form.

During the projected lifetime of the project, promoting organisations will be required to comply with the financial and reporting requirements of the Department of Justice, Equality and Law Reform and the European Social Fund. Failure to provide satisfactory evidence of compliance with these requirements will result in the withdrawal of funding.

Funding will only be available towards project costs incurred once contracts have been signed by all relevant parties. There will be no exceptions to this rule. Funding will not be available towards project costs incurred before this time.

Applicants should take particular note of the documentation that must be submitted with this application form, as outlined in the checklist on page 16.

Incomplete and/or late applications cannot be appraised and will be deemed ineligible.

EXPLANATORY NOTES FOR COMPLETING APPLICATION FORMS

Introduction

Applicants should demonstrate their ability to deliver the proposed project making reference to project management and financial control issues. Clear project objectives are advised.

Prior experience in project management should be highlighted together with commitment to tackling gender and social inclusion issues. Evidence of experience in the design and delivery of a comprehensive training and/or educational programme with clear pedagogical methods and, where appropriate, accreditation and progression strategies should be outlined.

Project promoters must be registered for tax purposes and be able to produce a current tax clearance certificate or have charity status. There are four sections to this application form as follows:

Section 1

Where the application is from a single organisation, please supply contact and background details on your organisation as requested in Qs. 1.1 – 1.12.

Where the project involves a partnership or consortia arrangement, it is necessary to nominate a lead organisation that will undertake contractual responsibility for project management, financial accounting and reporting requirements. The details of the lead organisation are required in Qs 1.1 – 1.12.

Question 1.2 A nominated person must be available for phone contact during the assessment period, in July/August 2008, to answer any queries arising from this application.

Question 1.13 – 1.18 Details on the partner organisations. Applicants should provide evidence of engagement with all partners and/or state sector on the development, implementation and management of the project.

In the event of a successful outcome, we recommend that a signed agreement outlining the respective roles and responsibilities of all the organisations involved in this proposal be in place prior to the signing of contract.
