SENIOR PROJECT MANAGER

Background

With the completion and initial certificationof St Helena’s airportthe key focus is developing an Island wide sustainable economy based on tourism.

Enterprise St Helena(ESH) is responsible for promoting and facilitating economic and commercial development for the benefit of Saint Helena which includes promoting the development of local businesses, attracting international investment, and developing the island’s tourism sector as the main driver for economic growth.

The Island is rich in heritage, is environmentally important, has some stunning scenery and is warm and welcoming. Investment opportunities include Tourism accommodation, food and beverage, retail as well as experiences; sports fishing, diving, golf, walking, guiding, experiential etc.

The Island is an open economy that needs and therefore welcomes, expertise and capital; it is easy to invest, whether to start or develop existing businesses. A British Overseas territory, St Helena is a very stable and reliable environment, has the added benefits of a tropical climate and is very safe and friendly.

Enterprise St Helena is an arms’ length organisation created in 2012, with a wide remit to promote private sector development based on Tourism, upskilling Saint Helenian’s, assist and finance local businesses and attract inward investment. It has a complement of 31 members of staff that include a highly skilled Business Development Team and Commercial Representatives in both South Africa and in the UK. The organisation is funded on a project programme basis, which is jointly supported by the St Helena Government (SHG) and the UK Department for International Development (DfID).

A component of the organisation’s project programme is the development of capital infrastructure which supports the growth of private sector opportunities, and/or enhances the Tourism product, such as the re-use of redundant buildings or the identification of land which may be utilised for commercial purposes. In this respect the organisation works closely with the regulatory authorities within SHG, namely the Crown Estates and the Land Planning and Development Control departments, to release and renovate suitable crown assets delivering economic development to support the estates strategy, in compliance with planning regulations.

Enterprise St Helena is looking for an experienced Senior Project Manager to join the team who is able to managethe delivery of construction projects from conception through to completion. The Senior Project Manager will have a broad skill base and be expected to develop drawings, guide a project through planning processes, programme, cost, negotiate, oversee construction and manage the handover to the end client.

Summary of Role
Reporting to the Director of Policy and Social Enterprise the Senior Project Manager will have overall responsibility for all operational and technical aspects of multiple discipline and/or larger scale projects, typically in the building construction and maintenance sector.
Job Accountabilities

Responsible for using best practice methodology to create project plans to deliver economic growth opportunities, whilst ensuring that value for money is achieved and that the projects are delivered within the approved budget and to the agreed specifications.
Fully accountable and responsible for leading project/s, typically in the building construction and maintenance sector, in delivering the best results in terms of quality, cost and timescale.
Responsible for the day to day management and training and development of the Tourism Projects Manager. ;
To define project scope and objectives to ensure the that potential contractors are made aware of what is expected of them;
Management of ESH’s property portfolio which consists of two office buildings, two small business parks (8 to 12 units), a small industrial park (4 units), a town centre market building (13 units), and a Tourism and Hospitality Training establishment (small B&B scale), including advising the ESH Board on project progress and the identification of new opportunitiesto support economic growth;
Working with the Procurement and Capital Programme Manager to ensure that best practice is applied during the process of procurement and selection of professional services and contractors. This will include ensuring that all agreements with implementing agencies and contractors are prepared, negotiated and agreed upon;
Lead on the drafting and preparation of tender documents to ensure that Health & Safety codes and procedures are adopted by contractors;
Execute project management work such as site management, supervision of contractors, co-ordination of stakeholders, monitoring and managing programme of works, quality and cost control as well as certification of works and contract payments;
Ensure that sustainable construction practices are applied wherever possible;
Strategy & Planning:
To identify suitable sites for economic development in collaboration with the relevant stakeholders. To prepare detailed feasibility studies, option appraisals, funding options, procurement options, construction schedules, project execution plans and facilitating their eventual development by the private sector.
Work in partnership with the Saint Helena Government (SHG), Crown Estates office and planning authority to release and renovate for re-use suitable crown assets delivering economic development to support the estates strategy, in compliance with planning regulations.
To prepare and develop designs and briefs in order to exploit opportunities that can support the Islands growth and sustainability.
Work closely with the St Helena Tourism Office and relevant stakeholders to identify and facilitate the execution of tourism related construction and/or maintenance projects (for example viewing areas, and the Hospitality Training Centre) in order to enhance the Island’s tourism offerings.
On multi-tenanted sites, co-ordinate and liaise with the Business Development Team and various external stakeholders including tenants and Elected Members;

To ensure all projects are continually monitored and progress in line with budget.
Reporting/Tracking
Using Microsoft Project and QS Plus software to develop construction programmes, to be managed using PRINCE 2 methodology.
To prepare, maintain and submit clear and concise activity/progress reports.
To be proactive in routinely tracking the progress of the team against project plans/commitments
To maintain and update all Enterprise St Helena administration records relating to projects.

Overview
This role calls for a person that has experience of managing construction and other site development projects up to a value of £1m.
Attributes / Essential / Desirable
Education / Training / Qualifications / Educated to HND level or equivalent in a construction related subject / Membership of a professional body, e.g. Chartered Institute of Building
Knowledge, skills and experience / Experience of developing construction programmes using Microsoft Project or similar software packages
Experience of quantity surveying using QS Plus or similar software
Experience of managing construction projects in line with PRINCE2 methodology or similar
