ROLE PROFILE

TITLE: Child Poverty and Food Security and Livelihoods Technical Consultant
TEAM/PROGRAMME: PDQ Team / LOCATION: Niamey, Niger (50% minimum travel to field offices)
GRADE: TBC / CONTRACT LENGTH:1-3 months
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Child Poverty and FSL Technical consultant willprovide strategic technical support to SCI Niger’s Child Poverty and FSL programming. The consultant will provide interim support to ensuring the quality and impact of Child Poverty and FSL humanitarian and development programming. The consultant will support the country office sectoral representation and coordination with the government and with national and international development and emergency response partners and serve as the interlocateur between SCI Niger and head office and regioanl technical supporters. The consultant will act as the technical lead on assessments, programme design and budgeting, proposal development, program kick-offs, reporting, and support recruitment and procurement processes. The consultant will support the implementation and execution of activities in all food security and child poverty projects for SCI Niger to ensure they are started and completed on time and are impactful for children and communities. The consultant will also analyzethe capacity building needs of existing country programme staff and help design and support capacity building plans and trainings for those staff.

KEY AREAS OF ACCOUNTABILITY :
Programme Support
  • Lead on technical Child Poverty and FSL assessments (including market assessments) in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
  • Work with the Programme Development and Quality (PDQ), Operations, and Field teams to develop sector response plans and master budgets and contribute to Save the Children’s overall country and humanitarian response strategy, leading on defining the strategic axis of food security, resilience, early warning systems, social protection, safety nets and overall livelihood support, encompassing the preparation of situational analyses, gathering contextual and policy information, and establishing indicators.
  • Work closely with the PDQ, Ops and Field teams to support program development and for all Child Poverty and FSL programming and activities, including the development of high quality concept notes and proposals, engagement with head office, government, NGO, local and donor partners.
  • Support Operations and Field Teams to esnure timely and quality programme implementation, including monitoring against logframes and implementation plans;contribute to field office team members’performance and work plans.
  • Work and support field teams to prepare timely programme and donor reports and support teams to ensure SCI, donor and government compliance.
  • Work closely with the Operations and HR teams to identify FSL staffing needs (both national and international) for emergency programmes, and contribute to ensuringcomprehensive recruitment, induction and training of new staff.
  • Work with field implementation teams to identify programme supply needs and coordinate with the logistics team to put in place timely procurement plans.
  • Work with procurement, operations, finance and other teams to ensure appropriate modality of aid transfer and an accountable cash transfer mechanism is in place.
  • Work closely with the MEAL team to put in place a sector and project MEAL plans, ensuring this links to reporting requirements.
  • Work closely with the MEAL accountability leadsto put in place activities are considered in programme design to ensure feedback from all relevant stakeholders.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
Capacity Building:
  • Identify learning and training opportunities for Save the Children staff and partners and work as a coach, mentor and role model for field and other national FSL staff.
Representation & Advocacy & Organisational Learning:
  • Ensure that Save the Children's work is coordinated with efforts of other agencies and the Government, and take a leadership role within national and interagency coordination forums, ensuring the specific needs of children are being addressed. This may involve taking the lead in coordination working groups.
  • Take the lead and coordinate with the MEAL and Communications teams to document lessons learned and results for wider dissemination.
  • In collaboration with senior programme staff and partners, assist in advocacy activities that target decision-makers at all levels.
  • In collaboration with SCI colleagues, contribute to learningand evidence gathering and sharing relevant to global programme and advocacy objectives.
  • Identify opportunities and material to contribute to communications and media work

QUALIFICATIONS
  • Education to MSc/MA/ level in a relevant subject or equivalent field experience
  • Fluent French and good English speaking and writing skills required

EXPERIENCE AND SKILLS
Essential
  • Significant senior level experience working in FSL and Child Poverty programming, including direct experience in implementing cash transfer programmes, HEA approach, market analysis and economic recovery, community and national early warning systems.
  • Previous first phase emergency response experience is essential
  • Previous experience in managing a team and coaching
  • Previous experience in project management
  • Experience of and commitment to working through systems of community participation and accountability
  • Demonstrated monitoring and evaluation skills
  • Ability to work both in an advisory and a hands on implementation capacity
  • Proven capacity to supervise, train and coach staff
  • Strong influencing skills,experience in representation and advocacy in external forums
  • Experience of preparing successful funding proposals for donors
  • Ability to write clear and well-argued assessment and project reports

  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
Desireable
  • Knowledge and / or experience in using COD and EMMA / MIFIRA
  • Familiarity with nutrition surveys
  • Experience with developing and designing Social Protection programmes
  • Specific experience of designing and managing DFID, USAID, OFDA, BPRM, EU and ECHO projects
  • Specific experience of working in consortia projects
