L3 CSW expects cost or pricing data packages to be submitted in accordance with the instructions provided in FAR Table 15-2 (reference FAR 15.408). While this guide follows Table 15-2, it is not all inclusive, and it is the responsibility of the offeror to ensure compliance with federal regulations.

  1. Provide the following data and information in one concise PDF file (in addition to the complete PDF file, include an Excel version of the bill of material)

  1. A cover sheet as outlined in FAR Table 15-2 I (A) (an example is provided below)

  1. An index appropriately referencing all elements of the proposal

  1. A pricing breakdown including all cost line items , rates, factors and fee percentage applied

  1. Quantity pricing at requested quantity levels

  1. General ground rules and assumptions used in planning and estimating costs

Materials and Services
  1. A consolidated bill of material (CBOM) in your proposal, as well as an electronic version (in Excel). The BOM should include, at a minimum: part number, part description, supplier, quantity, unit of measure, unit cost, and extended cost

  1. A COST ANALYSIS for each subcontractor that is required to submit certified cost or pricing data (please consult with the L3 analyst if this is required)

  1. A PRICE ANALYSIS and all necessary supporting documentation (quotes received, PO history, etc.) for each of the top cost items on the BOM that represent 80% of the material costs (if the count of item numbers that represent 80% is greater than 10, please discuss with the L3 analyst). In the price analysis, use the analysis methods detailed in FAR 15.404-1(b)(2)

  1. A breakdown of costs and fee for all Interdivisional transfers (see FAR 31.205-26(e))

  1. Support demonstrating that Interdivisional transfers at price qualify for an exception under FAR 15.403-1(c)

  1. Basis of estimate for any factors applied to the material costs (supporting details, calculations, etc.)

Direct Labor
  1. Time-phased breakdown of labor hours by labor category

  1. A BASIS OF ESTIMATE (BOE) narrative for each labor category, including the tasks each specific category performs for this effort, as well as the rationale, calculations, and assumptions to establish the estimated hours. If historical data was used as a basis, provide the historical data and rationale supporting its applicability and rationale for any adjustments made to the historical data

  1. Current labor rates by labor category, including the method of calculation, and identify any escalation factors used

  1. BOE for any factors applied to the labor hours or costs (supporting details, calculations, etc.)

Indirect Costs
  1. Indirect rates used and how they are applied in the proposal. Indicate and provide detail supporting how the rates were computed, including calculations, methodology, and rationale

  1. If the DCAA/DCMA has audited the rates used in the proposal, include the audit report letter

Other Costs
  1. BOE and calculations for pricing of all other costs (e.g. consultants, shipping, rework, travel, etc.)

Royalties
  1. If royalties exceed $1,500, provide all data as indicated in FAR Table 15-2

Facilities Capital Cost of Money
  1. Form CASB-CMF, and show the calculation of the proposed amount (preferably on DD Form 1861)
