ELECTORAL ADMINISTRATION ACT 2006 – REVIEW OF POLLING PLACES AND POLLING DISTRICTS: REPORT OF THE LEADER OF THE COUNCIL
1. PURPOSE OF REPORT
1.1 To consider the recommendations from the all party Polling Places and Polling Districts Working Group.
2. DECISIONS REQUIRED
2.1 That Council approve the following:-
(i) the revised scheme for Polling Places and Polling Districts prepared by the Working Group (Appendices A, B, C and D); and
(ii) authorise the Council’s Returning Officer to implement new arrangements for all relevant Elections carried out in the Borough from the 1st January 2008 for a 4 year period.
3. BACKGROUND/INFORMATION
3.1 The Electoral Administration Act required every Local Authority to carry out a review of its Polling Districts and Polling Places.
3.2 Council, at its meeting on the 24th July, approved the appointment of a 5 Member cross party Working Party to investigate and prepare a scheme.
3.3 All candidates/agents involved in the 3rd May 2007 Elections, including the elected Ward Councillors, have been consulted along with all other political parties operating in the Borough.
3.4 Presentations have also made to all of the Area Committees and electors throughout the Borough have been invited to make comments on the arrangements via the Council’s website boroughofpoole.com.
3.5 The Working Party has now met on 6 occasions and unanimously agreed the proposed scheme as detailed in:
Appendix A – Adjustments to Polling Districts;
Appendix B – Polling District sizes;
Appendix C – Preferred Polling Station locations; and
Appendix D – Map outlining the boundaries of the Polling District/Places (not available electronically).

Hamworthy WestA / · Move properties in Walcheren Place/Rockley Park area from AB to AC
Hamworthy East
B / · Split BB into 2 new Polling Districts (BB and BC)
· Move properties between Hamilton Road and Blandford Road from the new BC to BA
· Review the area to the south of the Ward when full details of the new developments are known
Poole Town
C / · Move the properties between Park Lake Road and the railway (including the Walking Field Lane ‘eco-village’) into CD
· Split CC into 2 new Polling Districts (CC and CF) and move part of Poole Quarter into CF
· Split CB into 2 new Polling Districts (CB and CG) with CG to include properties in the centre of the Ward
Parkstone
D / · Create new Polling District (DF) to take properties from the south of DA and DB
· Re-align the boundary between DD and DE along Sandbanks Road
· Make slight changes to a few boundaries to allow electors on each side of the same street to use the same polling station
Penn Hill
E / · Move the properties in the Lodge Close area from EC to EB
Canford Cliffs
F / · Create new Polling District (FE) across the centre of the Ward, to take properties from the south of FD and the north of FC
Branksome West
G / · Alter Polling District boundaries so that GD contains all the properties east of Alder Road, GA contains the properties to the north of the central area and GB those to the south of the central area
Branksome East
H / · Split HA into 2 new Polling Districts (HA and HD), principally divided by the railway line
Alderney
I / · Alter Polling District boundaries of ID, IE and IF, splitting the area south-west of Herbert Avenue by reference to safe crossing points, and where possible allowing electors on each side of the same street to use the same polling station
