EC PAR Processing Procedure

1.Introduction

1.1.Executive Summary

This document describes the process the Engineering Committed (EC) should use to process Project Authorization Requests (PAR). This process was created to determine subcommittee (SC) applicability and support of the PAR and to work with PAR authors to implement suggested changesto the PAR prior to initialization of an EC ballot.

1.2.Scope

The Secretariat will seek to follow this procedure whenever possible. The process described herein is not binding on the EC or Secretariat. For required procedures of the SCTE Standards Program, refer to the latest version of the “Manual of Operating Procedures of the Society of Cable Telecommunications Engineers (SCTE) Standards Program.”

1.3.Benefits

This process should result in PARs that are more closely aligned to SCTE strategy and in decreased approval time.

This document is not intended to be published, but will be shared with interested parties upon request.

1.5.Areas for Further Investigation or to be Added in Future Versions

None at this time.

2.PAR Processing Process

2.1.Subcommittee Identification and Assignment

Upon receipt of a PAR, the Secretariat should trigger a consultation request with the chair(s) of the subcommittee(s) most appropriate to the work.

The consultation should determine if the proposed work is most appropriate for one of the SCs represented.

If no appropriate SC is included in the consultation, 2.1 should be reinitiated with more appropriate SC chair(s). The Secretariat may also solicit guidance from the EC Chair.

If no appropriate SC can be determined, the PAR should be referred to the full EC for discussion.

2.2.Determination of Applicability of the PAR as Written

The Chair of the SC selected in 2.1should determine if the PAR should be considered by the EC as written of if it should be revised. One reason to consider a revision could be to consider a class of technology rather than a specific implementation.

The SC Chair may consult with others as desired.

The SC Chair may consult with the PAR author as desired.

2.3.PAR Processing

2.3.1.SC Selected and No PAR Changes Suggested

If the SC Chair agrees the work is applicable to his/her SC and no PAR changes have been suggested, the Secretariat should send the PAR to EC for ballot.

2.3.2.SC Selected and PAR Changes Suggested

If the SC Chair agrees the work is applicable to his/her SC but suggests that changes be made to the PAR, the Secretariat should contact the PAR authorand determine if the author is willing to withdraw their original PAR and support the revised PAR.

2.3.2.1.PAR Author Agrees to the Changes

The Secretariat should ballot the revised PAR along with documentation showing evidence of the original PAR and the author’s willingness to withdraw his/her original PAR and support the revised PAR.

2.3.2.1.PAR Author Does Not Agree to the Changes

The Secretariat should ballot the original PAR along with documentation showing the correspondence with the author.

The Secretariat should ballot the revised PAR along with a note that the revised PAR was created in response to a submitted PAR (along with a specific reference to that submitted PAR).
