Site Induction Record for Delivery Drivers

PURPOSE

To ensure the safety of delivery and pick-up vehicle drivers and their offsiders while they are on the site and to advise them of Laing O’Rourke Health and Safety requirements for the specific site and their obligations. Upon completion of the Delivery Driver Induction a hardhat sticker [refer to Australia Hub Site Signage style guideline] shall be issued or alternatively an eInduct Visitor Card will be issued each visit to site.

SCOPE

All persons involved in making deliveries to a Laing O’Rourke site or pick-ups from site (concrete, scaffolding, plant, waste, rubbish, etc) are to complete a Laing O’Rourke Drivers Induction as a minimum. This includes the driver’s offsiders and passengers.

PROCEDURE

Introduction

Projects and Workplaces are required to establish to what extent delivery drivers are to be inducted. Below is a guideline insert project specific requirements here

·  Delivery to the Site Office i.e. mail / parcel deliveries: as documented in Project / workplace Risk Assessment and requirements communicated.

·  One off delivery onto site: Delivery Drivers Induction, and inducted into the Site Safe Working Method Statement (SWMS) for loading and offloading.

·  Regular Deliveries onto site: Delivery Drivers Induction or full Site Specific Induction as determined by Project/workplace Risk Assessment, and inducted into the Site SWMS for loading and offloading

·  Note: Deliveries which require an element of work ie. Concrete trucks where the pump is operated by the driver may require the driver to undergo a full Site Induction to enable him to work and move around site areas; determined by Project/Workplace Risk Assessment.

Drivers Induction Process

Laing O’Rourke Site Management Team Members who organise vehicles to make regular deliveries or pickups to/from site are to provide all suppliers/drivers with a copy of this document along with instruction the Driver is to complete a Laing O’Rourke ‘Driver’s Induction’ before coming to site.

Subcontractors wishing to organize delivery or pickup vehicles must coordinate these activities with Laing O’Rourke Site Management team and follow the site specific agreed procedure.

All Drivers who are required to complete a Laing O’Rourke Drivers Induction shall:

·  Read this document and attend a Driver Induction before entering site.

·  Return the completed Induction Record (page 5) to Laing O’Rourke Staff at the site office.

·  Supply a copy of their General Induction Card (where required) and Driver’s License to Laing O’Rourke Staff at the site office.

·  Have the mandatory Personnel Protective Equipment (PPE) with them before entering site, (For required PPE see General Site Rules on page 2).

Non-Compliances with Procedure

Should it be detected that a delivery driver has not undertaken a Drivers Induction, the driver may be instructed to leave the site and complete a Drivers Induction before any loading or offloading is allowed to take place

Construction Health and Safety Plan (CHSP)

Health and Safety requirements for the worksite are set out in the Construction Health and Safety Plan (CHSP) that is available in the site office

GENERAL SITE RULES

All drivers shall:

·  Wear mandatory site PPE:- safety Helmet, safety boots with pierce resistant mid sole, safety glasses, long sleeve hi-vis shirt, long trousers, gloves.

·  Remain with their vehicle unless directed by a Laing O’Rourke member of staff.

·  Adhere to the site speed limit (5 kph) and site Traffic Management Plan

·  Ensure flashing light is turned on while on site

·  Comply with all reasonable direction given by Site Management team members.

·  Not expose themselves to a fall; safe access and fall protection must be in place for all activities

·  Keep out of the “line of fire” while loading and offloading

·  Report all incidents, injuries, dangerous occurrences, hazards or near misses, immediately to a Laing O’Rourke Site Management Team member.

·  Use a Spotter while reversing vehicles

·  Be subject to alcohol and other drug testing on site entry, randomly or with cause in line with the relevant Primary Standard.

Delivery vehicle requirements

·  Flashing light and reversing beepers fitted and in good working order

·  Vehicle horn that is in good working order and is able to be used as a warning device.

·  Loads covered and secured as required in Primary Standard 04 (Loading and Offloading Vehicles)

·  Spring loaded chain binders must not be used

Vehicle Loading Cranes (VLCs)

·  High Risk Work License class CV required for VLCs with 10 metre-tonne capacity

·  Verification of Competency required for ALL VLC operations

·  OEM manual, maintenance & service records of VLC must be available with the vehicle

·  VLCs must not be used for pick and carry operations

·  Operations requiring slinging techniques require a High Risk Work License class DG

EMERGENCY EVACUATION PROCEDURES

·  A SIREN WILL BE SOUNDED CONTINUOUSLY

·  SITE MANAGER/EMERGENCY COORDINATOR WILL COORDINATE THE EVACUATION

·  YOU MUST IMMEDIATELY RESPOND TO THE SIREN AND ALL REASONABLE DIRECTIONS FROM PERSONS ON SITE.

·  MOVE YOUR VEHICLE AWAY FROM ANY ENTRANCE/ ROADWAY TO ALLOW EMERGENCY SERVICES TO GAIN ACCESS

·  DO NOT RUN. WALK CALMLY AND QUICKLY USING THE NEAREST ACCESS TO EVACUATE THE SITE.
