DX Advisory Committee Report

June 29, 2010

to the

American Radio Relay League

Board of Directors

Submitted by:

Coy Day, N5OK

Chairman, DX Advisory Committee

Introduction

The DX community is alive and well in spite of the lack of significant sun spots. This is demonstrated by a continued interest in DXCC programs with: applications increasing 8%; QSL cards being shipped increasing 11%; LoTW activity over 287,000,000 QSOs; and DXpeditions actively occurring around the world.

We were surprised by the resignation of the DXAC Chair, Bob Allphin, K4UEE and will miss his leadership.

Feedback from the DX Community

We continue to hear favorable comments about the rapid turnaround at the DXCC desk. It appears that the backlogs and long delays of previous years are fixed. The ARRL BOD and DXCC desk deserve credit and thanks for successfully addressing that situation.

There is considerable excitement about the possibility of adding new DXCC entities when several islands in the Netherlands Antilles change their political status October 10, 2010.

DXAC Study of Digital Mode DXCC Changes Completed

On May 29, 2009, the DXAC received the following task:

The Programs and Services Committee asks the DX Advisory Committee to consider possibilities for accommodating all the digital modes within the DXCC program. Questions that could be considered (but not limited to) are: The addition of a new award, either endorsable or not, for
additional modes; the addition of mode endorsements for the RTTY award; renaming the RTTY award to Digital and leaving the rest unchanged; start dates for any new awards; impact of present and future awards on band planning and use; and impacts upon DXpeditions.

The study was completed and the recommendations forwarded to the P&SC.

Committee Happenings

On a sad note, the committee lost the Southwestern Division representative and one of its most valuable members when Dr. Vinson (Vince) Thompson, K5VT, passed away on April 24th after a short bout with leukemia.

We asked for and are glad to say that Greg Widin, KØGW, was assigned as the Board liaison to the DXAC for another year.

We are pleased to have the following distinguished DXers join the DXAC membership:

Ron Dohmen, NØAT, Dakota Division

Dave Thompson, K4JRB, Southeastern Division

Ned Stearns, AA7A, Southwestern Division

Several requests were addressed to the committee from the DX community asking us to re-address issues that were settled in the past. We looked at these and considered it a good exercise but will make no recommendations concerning them. These included entity status for 4U1VIC and counting the 1994 BS7H operation.

Due to several suggestions by DXAC members that we consider some new DXCC awards, we forwarded a request for tasking to the P&SC as follows: Per paragraph 6e of “The Rules and Regulations Concerning Advisory Committees,” we hereby propose that the DXAC be tasked to review the current DXCC awards program to include the consideration of possible new awards and make recommendations to the Programs Services Committee as to their findings.

FinalComments

The committee is active with a great deal of expertise and stands ready for any possible tasking.

Respectfully submitted,

CoyDay, N5OK
