Discussion / The Board of Regents will be implementing a new two-step process for program proposal review. The first step will be a mini-proposal for review by the BOR. If the BOR approves the initial submission, the institution will be allowed to submit an in-depth program proposal at the second step for Board review and approval. The guidelines for the new process should be in place by January 1, 2012. The BOR has requested that all institutions hold additional new program proposal submissions until January. All new program proposals will be evaluated on new criteria including, but not limited to, facility usage and financial implications. The Board has promised to review at least one new program proposal for each institution, which is currently at the Board by the end of the calendar year. Each institution will determine which program is the top priority for review during this time period. KSU currently has 3 programs at the BOR for review. The new criteria are effective retroactive to July 1, 2011. All new programs are being reviewed under the new criteria; however, the BOR believes they have enough information in the current proposals to review them without having to return to the institution for more information.
Each institution will be held responsible for submitting only those proposals, which they believe, meet the criteria of the BOR. When considering proposals, institutions should determine which programs will have the most economic impact. Program need can no longer be based on number of students alone.
KSU will be discussing, once we have further details, the process going forward by which we will be handling and prioritizing new programs.
