The President thanks Mr. Cheriani for the perfect hosting of the meeting.

The President and the Secretariat of FERVER thank Eurovetro for the smooth organization of the meeting in Milan, as well as the dinner the evening before. Considering the number of participants, this location can be kept in mind for the future.

The President welcomes Mark Wilson for his first participation to the Steering Committee. He introduces himself as the new managing Director of Berryman & Sons for 7 months.

The order of business is approved.

  1. Review of the action list
  • Visit card FERVER: Baudouin Ska mentions he got no request for preparing the PP-lay-out based on input from members in local language. He confirms his availability to do so, and also confirms the introduction of the new logo of Paté Green Solutions.
  • Visit of Saint Gobain div. float glass: Pieter Bartels confirms the visit of Saint Gobain took place at the site of Maltha Lommel. The flat glass industry was working in the past only with virgin material. They want to use more and more recycled material from laminated glass. Even traces of PVB can be accepted (effect on the color of glass, and increase in CO2 emission). The demand for external cullet grows slowly, but the trend is irrevocable. According to Raf Vanswatenbrouck, the situation is similar for other producers of flat glass. Another trend is the increase in contacts between producers of float glass and hollow glass. The first are asking for cullet to reduce the CO2 emission and the second want float glass waste toreduce the lead content. Thanks togreat confidence between the companies, controlsare very limited. The float glass industry encounters problems of traces of metals in fines. Translation of the press articles: one article has been translated, the second one not yet.

  1. EU-funding’s – Life + program: principal decision and timing

Hans De Belder presents shortly the history of the Life + program: the first program started in 2007, and the 6th program has been published. Proposals have to be submitted on the 26th of September 2012. After selection, the projects will start in July 2013 for 3 year. The budget to allocate is 276.106€ to finance 50% of the projects.

50% of the budget is allocated to projects on nature conservation and biodiversity.

The budget is furthermore allocated per country. The global budget allocated to Belgium is 10.106€

If FERVER wants to submit a project, it would be on Communication and Information. Documentation on it will be soon available, ad the budget available is approximately

700 000 to 1.106€.

The administrative charge of this program is quite high, and the preparatory work for submitting a project is not covered by the program.

The meeting asks Hans De Belder to prepare a short summary of the possible FERVER project, covering as already explained the collection of glass, and the alternative uses of cullet. The project hast to take into account the objective of the European Union to standardize the collection systems of waste in Europe. It is clear that such a project requests the full support of all the FERVER members.

  1. End of Waste glass

a)Next TAC Meeting delayed: the TAC meeting first foreseen end 2011 and already postponed to the 4th of May wasagain postponed to the 9th of July. The reason of this new delay is unknown. This TAC handles all the issues of the Waste Framework Directive. Near the 3 files on EOW (Glass, Paper and Copper), the issue of the climate factor (to correct the energy efficiency calculation for incinerators of waste) will also be discussed. It seems difficult to reach a consensus on that point. Also for EOW Paper, the re-introduction of the Tetrapack packaging in the scope is under discussion.

b)Contacts with the Commission and the JRC on the Forum document:B. Ska had the opportunity to meet Mr. A. Villanueva (JRC) to give additional explanation on the Forum document, and more specific on the apparent contradiction between point 1 (use of the term “furnace ready cullet”) and 4 (enlarging of the scope): the reference to the word “furnace” is a quality reference, not a reference to a specific and limited process/application. The document has also been sent to the Commission, to Mr Diaz Del Castillo.

c)Contacts with the TAC members on the Forum Document

Members are asked to contact their national representative in the TAC meeting. It would be preferable to do it shortly before the TAC meeting. The secretariat will summarize the results of the contacts at national level on the website (who contacted who, when, result of the meeting).

Raf Vanswartenbrouck reports that he got a written document from the Flemish administration confirming the non-waste status of FRC (Furnace Ready Cullet).

It is the same in the United Kingdom as in Portugal, and there even for export. In Germany, as from the 1st of June 2012, the carriers of FRC will have to bring the “A” symbol (Abfall = waste) on trucks. It means that the transport companies will have to be licensed for the transport of waste.

In The Netherlands, there is some discussion on the necessity to be licensed as waste treatment facility for glass ovens installations. It was not the case for the last 25 years, but AGC was recently asked to get a waste storage permit, creating confusion on the market.

  1. Pb survey

The first global results (without identification of the plant or the country) are presented and discussed by the meeting.

The Pb content of the green fraction is higher than in the flint fraction. Possible explanation:

  • Up to 90% of cullet is used in the production of green glass
  • In the past, the refused flint fraction with high content of Pb was added to the mix/green fraction.

Other elements to consider:

  • Pb is normally for 90% present in flint.
  • The green fraction in Germany contains much flint glass
  • In The Netherlands, the mix fraction has to content a minimum of 85% of green glass
  • The average lead content of the green fraction in Germany is 100 – 150 ppm, and 80 – 90 ppm in UK
  • The lead content of the Heineken bottles has to be for 100% below 100 ppm

B. Ska also presents the launch event of Glass Alliance Europe, where FERVER is invited. He will not be able to participate. The form for participation will be sent to the members.

  1. Sustainability and Flat Glass: progress report and further actions

Concerted action has still to be taken on sustainability. U. Ix confirms his will to lead this initiative.

On the flat glass issue, the Commission imposes no mandatory obligation of pre dismantling of the glass fraction in End of Life Vehicles (ELV’s), even if the Directive on ELV’s asks in Annex I “to remove glass in order to promote recycling”. The pre dismantling is neither mandatory in Belgium nor in The Netherlands, but well in Portugal. France is finalizing a new decree making it mandatory.

P. Bartels confirms the yearly market of flat glass of ELV’s is approx. 7 000 ton in The Netherlands, and 5 000 ton in Belgium. In France, it is above 25 000 ton.

Problem is the absence of any take back scheme specifically for car glass. No take back scheme also means no financing system to cover the collection.

  1. Revision of the FERVER Bylaws

Anew updated version with eventual modifications to the Bylaws has been prepared by Hans De belder and Baudouin Ska, and submitted to the accountant for control and fine-tuning. It will not be possible to finalize the new text for the General Assembly, but the objective remains having a final document for the Board meeting at the end of the year.

  1. Potential new members

Baudouin invited the two potential members in Finland and Sweden for the General Assembly in Dublin, but they both declined the invitation. Kjell Haakon will try to get the reason, and to evaluate their real interest to joint FERVER.

The possibility to find members in Turkey is submitted to the assembly. It seems that the glass recycling business is in the hands of very small companies, or managed by the glass producers themselves.

  1. Financial issues: results 2011, Budget 2013, Payment member fees 2012

The global results for 2011 are presented to the participants. Some remaining points will be clarified before the General Assembly in order to approve the final result for 2011.

A first draft of the Budget 2013 is proposed, and will be fine-tuned by the secretariat with the President, Vice-president and Chair of the Steering Committee.

The secretariat of FERVER booked payments of 63 000,- € as members’ fees for 2012. A reminder will be sent to the members before the General Assembly.

The Saturday program will be finalized very soon, and the lunch will be organized in the Yacht Club of Dublin.
