Application

This unit describes the skills and knowledge required to apply awareness of access and equity issues to organisational design, facilities, functioning and processes. Individuals will recognise the impact of disability and other diverse backgrounds on access requirements relevant to an organisation and its environment.

This unit applies to individuals who manage organisations in various industries, with employees, customers and clients with diverse backgrounds and needs. Those undertaking this unit would have roles and responsibilities including planning and changing organisational environments, policies, processes and resources.

1. Develop awareness of accessibility requirements and standards / 1.1 Access current legislation, industry accessibility standards, codes, and compliance requirements, and identify obligations for the organisation.
1.2 Identify and access sources of information on the effects of disability and accessibility requirements of people with various disability.
2. Assess current organisational accessibility / 2.1 Apply understanding of disability and accessibility requirements to identify current barriers to access that exist within physical and operational aspects of an organisation.
2.2 Assess current organisational compliance with relevant accessibility requirements, legislation and standards.
3. Determine changes to be made to organisation to promote access / 3.1 Identify opportunities for improving accessibility within physical and operational aspects of an organisation.
3.2 Identify best practice access solutions, including new developments in design and alternative technologies that can be applied to meet organisational access requirements.
3.3 Determine changes to be made to the organisation and its practices to improve accessibility.
3.4 Seek feedback from internal and external stakeholders to confirm viability of proposed access solutions, with respect to customer and organisational requirements.
4. Implement accessibility improvements / 4.1 Implement identified changes within scope of own role.
4.2 Seek approval and support from management responsible for changes to be made to organisational environment and operations that are outside the limits of own role.
5. Evaluate outcomes and make updates to accessibility improvements / 5.1 Evaluate success outcomes from accessibility changes made, in accordance with organisational requirements.
5.2 Outline and implement any further improvements to be made to ensure organisational accessibility.

Performance Evidence

Before competency can be determined, individuals must demonstrate they can perform the following according to the standards defined in this unit’s elements, performance criteria and range of conditions:

  • Apply compliance requirements to specific organisational context, to determine organisational obligations under current accessibility and anti-discrimination legislation, standards and codes.
  • Determine to what extent an organisation is currently meeting compliance requirements under identified current legislation, standards and regulations.
  • Analyse and confirm requirements for access and use specific to organisational context.
  • Apply the Principles of Universal Design to the physical and operational aspects of an organisation.
  • Outline barriers to access that need to be addressed within an organisation.
  • Develop practical solutions that effectively address identified opportunities to improve accessibility, leveraging best practice findings and technological developments where appropriate.
  • Consult with internal and external stakeholders, such as customers, colleagues or access experts, as needed to test solutions, confirm suitability, and implement changes.

Knowledge Evidence

The candidate must be able to demonstrate knowledge to effectively complete the tasks outlined in the elements and performance criteria of this unit. This includes knowledge of:

  • Current access and anti-discrimination legislation and regulations, including:
  • Disability Discrimination Act 1992.
  • Current version of the Web Content Accessibility Guidelines.
  • Current state and territory anti-discrimination legislation.
  • The different types of disability, as outlined in the Disability Discrimination Act 1992.
  • Environmental and structural factors that create barriers to access for people with disability.
  • The Principles of Universal Design.
  • Domestic and international best practice solutions to barriers to access and use.
  • Tools and tests that can be utilised to test the accessibility of websites and other online content or digital platforms.
  • Assistive technologies that can help address access needs.
  • Alternative and augmentative communication strategies.

Assessment Conditions

Assessment must be conducted in a safe environment where evidence gathered demonstrates consistent performance of typical activities experienced in the context of the relevant sector’s work environment. Competency should be demonstrated in a range of actual or simulated work contexts, and include access to:

  • Current legislation, regulation and codes of practice related to diversity and inclusion.
  • Workplace policies and organisational practices related to diversity.
  • Internal and external organisational stakeholders to be consulted with about access solutions.
  • Information regarding impact and outcomes from implemented accessibility changes.
