Principal
The Council shall employ a Principal, who shall enforce the statutes of the state of New Mexico, the rules of the Secretary of Public Education, and the policies of the Governing Council.
The administration of the school system in all aspects is the responsibility of the Principal, whose functions shall be carried out in accordance with the policies of the Council.

Qualifications and Responsibilities of the Principal
The Principal position requires at least a Master’s degree in any discipline and New Mexico licensure in school administration and teaching. Experience with developing standards and curriculum, teaching, government contracting, public relations, educational law, school finance and the 1999 Charter Schools Act are desirable.
The Principal will be appointed by the Governing Council and may be removed by a majority vote, for just cause, whenever in its judgment the best of interests of Mosaic Academy are to be served by such action. The Governing Council will supervise the Principal’s position.
Essential Responsibilities:
The Principal is responsible for the day-to-day operations of Mosaic Academy.
The Principal will:
Develop, implement and maintainschool policies and procedures.
Monitor for adherence to all school, state and national regulations, school policies and procedures.
Assess appropriateness of school services and programs.
Coordinate, attend and report at all meetings of the Mosaic Academy Governing Council and staff meetings.
Take ultimate responsibility for the recruitment and selection of applicants for school-based positions.
Be accountable for student achievement, budget management, expenditure of funds, dissemination of information, school communications, and the development, implementation, and evaluation of the EPSS, and other school business.
Comply with state-approved Code of Ethics of the Education Profession and uphold and enforce rules, administrative directives and regulation, Governing Council policies and local, state and federal regulations.
Establish and maintain an effective learning climate in the school.
Supervise assigned staff in the areas of curriculum, attendance, building and grounds, discipline and development of school.
Establish programs and communication procedures to encourage committee participation, student organizations, community support and extra-curricular activities.
Supervise the preparation and retention of all records and reports. Submit all required reports to district and state.
Supervise the coordination and implementation of the Mosaic Academy instructional program and ancillary and operational support programs and assist in their development.
Additional Duties:
Form and meet with or appoint individuals to meet with all committees in a consistent and timely manner.
Articulate and facilitate the implementation of the Mosaic Academy Mission, Goals and Objectives.
Maintain professional relationships and work cooperatively with staff, the Governing Council, Friends of Mosaic Academy foundation, representatives of the Aztec Municipal School District and the community.
Maintain professional competence through professional development
Team teach as appropriate.
Communicate effectively and accurately.

Evaluation of Principal
The Governing Council shall evaluate the Principal at least once each year. Evaluations are confidential. The evaluation(s) shall relate to the Principal’s duties, responsibilities and progress toward established goals.
The Governing Council and the Principal shall meet at least twice for informal evaluations. These informal evaluations will enable the Governing Council and Principal to assess performance and progress toward goals.
The Principal and the Governing Council shall begin the evaluation process in February with the expectation that it will be completed by the end of March. The evaluation process shall include a self-assessment completed by the Principal and evaluations from each members of the Governing Council. The Principal shall also present the EPSS plan and supporting documents. In addition, the Principal shall circulate evaluations for a full 360º Review of the Principal’s performance that includes input from the following stakeholders:
- 18 parents
- The Superintendent of the Aztec Municipal School District
- 1-2 members of the community (not including an employee, parent or student of Mosaic Academy)
- 18 students currently enrolled with Mosaic Academy, and
- All current staff members of Mosaic Academy.
The evaluation forms with an explanatory cover letter shall be distributed to the stakeholders with an addressed stamped return envelope. The completed evaluations shall be returned to the personal address of the Secretary of the Governing Council. All evaluations shall be kept confidential.
The Governing Council shall meet in Executive Session during a Special Meeting to synthesize the self-evaluation, the Council members’ evaluations, and the stakeholders’ evaluations to fully and constructively assess the Principal’s performance, progress on the strategic plan and the Professional Goals and Development Plan.
To enable the re-employment decision to be made in a timely manner, the completed written evaluation shall be presented to and discussed with the Principal in an executive session with the Council prior to any re-employment decision by the Council.
A copy of any written evaluation shall be given to the Principal during the executive session called to discuss the evaluation. If in disagreement with such evaluation, the Principal may respond in writing to the Council within fifteen calendar days.
Upon the conclusion of the evaluation, the Council will determine contract status. The terms of the contract will be determined by April 30.
The synthesis of the evaluation data, evaluation and any comments by the Principal shall become a part of the Principal’s confidential personnel file. All specific stakeholder input shall be destroyed.

The Mosaic Academy Governing Council invites you to participate in the evaluation process of the Principal. We deeply value your feedback and thank you in advance for taking the time to respond.
The Principal is evaluated on an annual basis by the Governing Council. A copy of the Principal’s qualifications and responsibilities are attached for your review.
A key component of the Principal’s evaluation is the 360 review process. The 360 review process provides an opportunity for a variety of individuals to participate in providing confidential feedback to the Governing Council in regards to the development of the Principal’s annual evaluation.
The Principal is required to select individuals from the following groups:
- 1-2 Individuals from the Community (excluding employees, parents and students of Mosaic Academy)
- The Superintendent of the Aztec Municipal School District
- 18 randomly selected parents of students at Mosaic Academy
- 18 randomly selected students at Mosaic Academy
- All staff at Mosaic Academy
Please complete the attached “Principal Evaluation” and return in the enclosed, addressed envelope. If you have no knowledge or are unable to rate the Principal in any of the bulleted criteria in the evaluation, please do not complete that item and leave it blank. In addition, comments are encouraged. Please feel free to make comments with bulleted items or under recommendations at the end of the evaluation. Individual responses will remain confidential and your signature is not required.
The Governing Council will meet in an executive session to review and summarize the responses received. Once summarized, the individual responses will be destroyed to ensure confidentiality is maintained. The summary of responses will be considered by Governing Council in development of the annual evaluation and shared with the Principal at the time of annual evaluation.

School Based Management
All staff of MosaicAcademy will be members of the school’s Site Based Committee. This committee will provide input into the daily operations of the school, which will be considered for educational and administrative decisions.

School District Annual
Accountability Report
The Principal shall prepare the annual Accountability Report as determined by the Public Education Department containing such information and surveys as may be required by the state statute or administrative code. The Governing Council shall review and finalize the report for submission to AztecMunicipalSchool District to be included in the District-wide annual report to the Public Education Department. This report, titled “The School District Report Card”, shall be disseminated in accordance with guidelines established by the Secretary of Public Education.
