  1. Project Rationale:

The BLW Program is an initiative of the Department of Education (DepEd) Camarines Sur, whereby Alternative Learning System (ALS) programs are conducted with a more localised, barangay-based approach. Barangay Literacy Workers cater to out-of-school youth and adults (OSYA) in their own barangay, providing learning opportunities to the members of their community, particularly in regard to literacy and livelihood skills. BLWs help recruit OSYA and encourage their participation in ALS lessons.

BLWs assist DepEd in achieving the ALS vision:

Every person in each barangay having the knowledge of, access to, and opportunity to participate in educational programs, which will allow them to achieve their personal learning goals and, therefore, their unique potential.

  1. Project Description:

OBJECTIVES:

  • Expand the reach of ALS throughout the______District;
  • Improve community awareness, access to, and participation in education;
  • Increase the number of Elementary and Secondary A&E Graduates;
  • Aid the eradication of illiteracy.

PROCEDURE/ACITIVITES:

  • Passing of a municipalResolution to Adopt the Provincial Ordinance institutionalizing the BLW position, and securing funding of BLW honoraria, materials and initial set up of Barangay Learning Centers;
  • Recruitment of suitable candidates as BLWs, with the assistance of Barangay Captains;
  • Training of BLWs;
  • Establishment of Barangay Learning Centers;
  • Recruitment and enrolment of Learners by BLWs in their barangays.

DESIRED IMPACT AND OUTCOME OF THE PROJECT:

With the recruitment and training of community members as BLWs, it is expected that a greater proportion of the OSYA in ______district will be aware of and have access to ALS programs, thus increasing overall participation. The BLW will not only facilitate the education sessions, but also advocate for ALS programsand encourage greater community engagement in education. It is expected that the increase in participation will lead to a higher number of A&E passers. The long-term impact of the BLW Program is envisaged as an overall decrease in illiteracy, with the potential for eradication of illiteracy in ______district.
