1. INTRODUCTION
This document is designed to assist organisers of the North Barrier Branch Junior State Team with a list of obligations
and expectations that can guide those involved, including, but not limited to competitors, team managers,
officials, officers and chaperones.
North Barrier Branch requires that all those involved in the team are aware of the contents of this document so
they can effectively fulfil their roles.
This booklet has endeavoured to cover all aspects of team management based on previous years to ensure the
smooth, stress free management of this event.
2. OBJECTIVES
The Long term Objective of the North Barrier Branch Junior State Team is to:
•To grow surf lifesaving with in the North Barrier Branch measurable by Clubs retention of junior members into the senior active age groups
The Short term objectives of the North Barrier Branch Junior State Team are to:
•encourage junior members to set and work towards competition goals
•improve the surf sports skills of junior members
•provide members with competition experience
•provide competitors with opportunities to compete in team events and individual events
•encourage teamwork and promote good interclub relationships
•provide a fun and rewarding experience
•encourage junior members to choose surf life saving as a sport and club of choice
23 . PROPOSED TEAM MAKE-UP
It would be envisaged that the NBB Junior State Team would have a trial period of three years from 2015 through to 2017 (SLSQ has given prior approval for 3-year trial).
The proposed make up of the team would be as follows;
Team Management
- Team Manager
- Assistant Team Managers (2) – 1 Beach and 1 Water
- Water Coach
- Beach Coach
- R&R Coach
- Age Managers (10) 1 per age per gender & Assistant age managers (5)
- Gear Steward / Water Safety coordinator
- Clothing Coordinator (non traveling role)
- There will be a requirement from parents to act as Water Safety and Officials throughout the Championships.
- All above positions may be required to act as the NBB Junior Team Chaperones
Team Competitors
- The NBB State Team will be selected after the U11-15 selection carnival as per the selection criteria in section 9at the NBB Championships.
- A maximum of Eight Twelve Competitors per gender ,gender, per age group (group. Comprised of maximum 812malesmales (Top 46 beach, Top 64surfwater) and maximum 812 females (6 beach, 6 water) (Top 4 beach, Top 4 surf) with selectors/branch team coaches able to withdraw competitors if they feel that the conditions and competition are beyond their abilities).
- Competitors who are selected in the team are able to crossover between water and beach events outside of the area they are selected primarily for. That is if a competitor is selected as a water competitor, they can be nominated for individual beach events and vice versa
- Reserves must meet the minimum requirements as set out in Section 89.
R&R
- Top 2 junior two person teams and achieve a score of six or lower to be eligible for selection
- Top 2 under 15 two person teams and achieve a score of six or lower to be eligible for selection
- First five person team and achieve a score of ten or lower to be eligible for selection
TEAMS
- Teams will be selected from results at the NBB ChampionshipsU11-15 selection carnival, no changes will take place to teams unless the competitor is unable to compete. If team changes are needed they must be made by the Team manager and Coach of that arena in conjunction with the relevant age manager.
- All teams Board rescue and all age relay teams will be selected after training daysthe selection carnival.
NBB teams nominations will be limited toare restricted U11in U11, (Both Teams and Individual), U12,U13,U14, U13, U14 & U15[H1](Teams and Ironman, 1 & 2 KM run). Team number restrictionsrs will be released by SLSQ in due course.

34 . ACCOMMODATION & TRANSPORT
All selected members of the team are to arrange and fund their own travel and accommodation at the SLSQ
State Youth Titles. The NBB will not be supplementing any costs associated with competing at the SLSQ State Youth Titles.
5 .4.EXPRESSIONS OF INTEREST
Expressions of Interest are to be sent out to all eight NBB clubs and their Junior Activity Chairpersons for distribution to potential NBB Junior Team Competitors and NBB Junior Team Officers. Expressions of interest are to be returned to the NBB as detailed below.

65. GEAR AND EQUIPMENT TRANSPORTATION
Each member will be responsible for organising the transportation of all Junior Branch Teamtheir own equipment that they require from
Townsville and Mackay to the State Carnival and between the team accommodation and the beach daily if
required. Clubs will be asked to assist with extra gear such as tents, water coolers and rescue tubes and organise the transport of this equipment from their home club to the state carnival and return to the their home club.
7.6. RESPONSIBILITIES
76.1. TEAM MANAGER / ASSISTANT TEAM MANAGER
•Abide by the Code of Conduct - Team Managers, Age Managers, Chaperones and the SLSQ Chaperoning
and Supervision of Minors Policy
•Attend the North Barrier Branch Executive Committee meeting and answer any questions that may arise
••Ensure all decision making and voting is transparent and minuted
•Produce a (monthly) newsletter to keep team members informed
•Liaise with SLSQ Regional Administration Officer to set up Branch team on Surf Guard in advance of
nominations
•Enter team nominations into carnival manager
•Assist any competitors with travel arrangements including accommodation, meals and gear transport
•Oversee all aspects of North Barrier Branch Junior Team management
•Be very familiar with the Competition Entries and Final Bulletins
•Oversee water safety responsibilities during training and competition
•Liaise with appropriate personnel to celebrate team success through media outlets
•Finalise the team by submitting reports to the North Barrier Branch Executive and arranging letters of
thanks.
76.2. HEAD COACH / BEACH, WATER & R&R COACHES
•Abide by the Code of Conduct - Coaches, Officials and the SLSQ Chaperoning and Supervision of Minors
Policy
•Meet with all coaches and age managers to put a training program in place
•Provide competitors with recommended training times, sets, motivations
•Produce a schedule of training, rest etc. for competition event
•Ensure all gear and equipment meets requirements and will pass any scrutineering
•Take a lead role in nominating competitors for team events
•Finalise the team trip by submitting reports (including Branch Annual Report) and letters of thanks where
appropriate.
67.3. AGE MANAGER (AM) / ASSISTANT AGE MANAGER (AAM)
•Abide by the Code of Conduct - Team Managers, Age Managers, Chaperones and the SLSQ Chaperoning
and Supervision of Minors Policy
•Attend team meetings
•Work with Head Coach to implement an appropriate training program for age group
•Liaise with competitors and their families to ensure that all competitors are catered for
•Liaise with Head coach on competitor’s recommendations for team events
•AM & AAM may be asked to act as chaperones
78. SELECTION COMMITTEE
The North Barrier Branch Junior Branch Team Selection Committee will comprise of the following voting
members and will meet at a predetermined time during the North Barrier Branch Championships:
•NBB Director of Surf Sports or their Deputy Director of Surf Sports
- Team manager
- Representative from each club
The Selection Committee will be presented with a list of endorsed competitors as well as results from the NBB Championships and North Australian Championships in points per placing format with the North Australian Championships to have a score weighting of 1.5 times points per placing. Placing points are 1st place – 6 points, 2nd place – 5points, 3rd place – 4 points, 4th place – 3 points, 5th place – 2points, 6th place- 1 point.
The North Barrier Branch Director of Surf Sports or Deputy Director Surf Sports or their delegate will act as
chair of the meeting. Minutes will be recorded at all team management meetings. Conflicts of Interest (i.e. member's own children up for selection) must be declared prior to the start of the meeting. Each member of the selection committee will view all endorsed competitor and official applications and a vote will be taken after each candidate is presented.
The selection committee has the discretionary decision on special cases and can issue a wild card nomination to a competitor. An example where this could be used is if a competitor moved from outside the NBB to a club in the NBB after the selection carnival and wished to be part of the NBB team and submitted an expression of interest. If they had proven results from outside the NBB, the selection committee at their discretion can offer the competitor a wild card place.
The decisions of this selection committee are final and must remain confidential until the team is
announced.
Breaches of confidentiality will be dealt with by the North Barrier Branch Executive committee.
98. SELECTION RULES AND REGULATIONS
Team Management
If any of the below requirements are not met, the person will be deemed ineligible for selection.
In order to be eligible for appointment, all persons over the age of 18 MUST:
• Hold a current Blue Card or Exemption card which is recorded on SurfGuard
• Be a financial member of a Queensland surf lifesaving club
• Be willing toMust read and sign the relevant Code of Conduct form
• Obtain club endorsement
• Complete the required paperwork (EOI) and submit by the due date
• Experience in the area they are nominating for
• A surf lifesaving award especially due to the need to provide proficient water safety during training
The following specific conditions apply;
Team Manager
- Submit a nomination prior to the NBB AGM
Assistant Team Manager
- Submit a nomination for Assistant Team Manager (as per Team Manager)
Team
Coaches
- •Submit a nomination for Team Coach (as per Team Manager)
- •Hold a minimum of a current Level 1 (or equivalent Development coach) or higher Surf Coaching Accreditation which is recorded on SurfGuard
Age Managers & Assistant Age Managers
- •Submit a nomination for Age Manager and hold the Age Manager's qualification
recorded on SurfGuard
Competitors and reserves
In order to be eligible for selection, the following requirements must be met:
- Complete expression of interest form before NBB U11- 15 selection carnival.
- Compete at the North Barrier Branch Championships (compulsory)[H2]U11-15 selection carnival and/or have competed at the North Australian Championships or submit reasonable excuse for non attendance in writing
- Competitors must place in the top 6 to be considered for selection in the NBB team. This does not automatically guarantee selection into the NBB team.
Competitors must place in the top 4; reserves must place in the top 6.
- Be a financial member of a NBB club
- Have completed the age award by the nominated date
- U15 /( U14 competing in under 15 team events if required ) to have completed the required patrol hours before 31st December and have these hours recorded into Surfguard
- Selection will be made by the agreed method (points ) with all results entered to come up with a total score to determine membership of team. 2 carnivals to be used for selection of NBB youth team.
- Carnivals that are to be used for the selection process are NBB U11- 15 selection carnival and North Australian Championships. NBB U11- 15 selection carnival to have a weighting of 1 on agreed selection method and North Australian Championships to have a weighting of 1.5 on agreed selection method.
Competitors who are unable to meet any of the selection criteria will have the opportunity to apply in writing to the selection committee stating the reasons why they should be part of the NBB State Team. Whilst the selection committee will review these requests , the decision made will be in the interests of the NBB State Youth Team.
Acceptable reasons for non attendance at selection carnival
– competing at a regional, state or national level sporting carnival
- Injury with note from Medical Practitioner (Doctor, Physiotherapist, etc.)
10.UNIFORM PACK
All members selected for NBB Youth team will be required to purchase team clothing,clothing; this will consist of the following:
COMPULSORY ITEMS:
- 1 x long sleeve beach shirt
1 x hat
- 1 x togs (girls two or one piece, boys jammers)
- 1 x vest
- 1 x competition cap (supplied by NBB and a deposit paid per competitor for return of cap)
OPTIONAL ITEMS:
- Gear bag
- Girls competition shorts
- 1 x Polo Shirt
- 1 x Hat
The clothing coordinator will be solely responsible for organising all orders and will have clothing available at the NBB Championships for correct sizing. If for any reason a competitor withdraws from the NBB team after clothing orders have been placed and are unable to be cancelled the competitor will be invoiced the full amount.
11.GENERAL
- At least one training team bonding day to be held in Bowenat a location to be decided.
- After SLSQ releases water safety and official’s requirements, each club competing will be asked to provide for these positions based on their number of competitors.
- Each club competing to provide tents and water containers based on their number of competitors.
- All competitors and team management be present at the commencement of the days events, and remain with the team until the conclusion of their events.
