The Annual Organizational Meeting for the Mt. San Jacinto Community College Board of Trustees will be held Thursday, December 8, 2005, 3:30 p.m., San Jacinto Campus, Room #200.

The next regular meeting of the Board of Trustees is scheduled for Thursday, December 8, 2005, 3:30 p.m., San Jacinto Campus, Room #200.

RESOLUTION

It is recommended the Board of Trustees of the Mt. San Jacinto Community College District approves transfer of the attached budget appropriations.

BACKGROUND:

The 2005-2006 adopted budget represented the best estimates in both income and expenditures. As the year progresses we find some accounts with surplus funds and some under-budgeted. This agenda item provides the authorization to accomplish the needed transfers.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended the Board of Trustees approves the transfers of appropriations.

BACKGROUND:

The District has been advised it will receive additional revenues for the general fund restricted in the amount of $3,000 for the Target Community Giving program, $14,554 for the TANF-CDC program, $6,500 for the Non-Credit Matriculation program, $317 for the Staff Diversity program, and $90,299 for the EOPS program. There will be a reduction in the amount of $4,000 for the Child Development Training Consortium program.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATIONS:

Whereas, the governing Board of the Mt. San Jacinto Community College District has determined that income in the amount of $110,670 is assured to said District in excess of amounts previously budgeted, and

Whereas, the governing Board of the Mt. San Jacinto Community College District can show just cause for the expenditure of such excess funds,

It is recommended that such excess of funds be appropriated according to the schedule on the attached page.

BUDGET IMPLICATIONS:

The adoption of this resolution will increasethe general fund restricted by $110,670 (fund 12). A budget for the above programs will be filed with the Riverside County Office of Education and administered according to the state Budget and Accounting Manual, the Education Code, and Board Policy.

The first quarterly report for the 2005-2006 fiscal year is attached.

BACKGROUND

Due to the financial condition of several community college districts, the State Legislature in 1986 enacted Education Code section 84043 which mandates a quarterly review of each community college district based upon criteria established by the Chancellor’s Office. Furthermore it requires that the District governing board review the report at a regular meeting and enter the report into the minutes. The report must then be filed with the CountySuperintendent of Schools and the State Chancellor’s Office for their review.

SUPERINTENDENT/PRESIDENT’S RESOLUTION

It is recommended the Board of Trustees of the Mt. San Jacinto Community College District hereby receives this quarterly report of the financial condition of the District and in accordance with Education Code section 84043, orders the report filed with the CountySuperintendent of Schools and the state Chancellor’s Office.

BUDGET IMPLICATIONS

At this time the vice president of business services acting as chief fiscal officer hereby makes the declaration that the District did not have significant fiscal problems for the first quarter of fiscal year 2005-2006.

BACKGROUND:

It is recommended that the Mt. San Jacinto Community College District Board of Trustees authorizes the Vice President of Business Services to execute an agreement with Fairbank, Maslin, Maullin & Associates, Inc., to provide public opinion research services on behalf of the District. These services will provide a complete survey of 500 registered voters averaging 20 minutes per interview within the Mt. San Jacinto CCD District.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended the Mt. San Jacinto CCD Board of Trustees authorizes the Vice President of Business Services to execute an agreement with this firm.

BACKGROUND:

Trustee Motte has requested that this item be placed on the agenda for consideration.

State funded construction projects should be planned and executed according to the budget and contingency provided by the state. Effective planning in this manner will minimize the need for a local contribution. Planning for and budgeting a local contribution prior to completion construction documents and bidding is not a prudent use of local funds and it sends the wrong message to the architect and project management.

Not all projects can be completed using only state funds, however in the interest of the taxpayers; projects should be planned within the budget provided by the state.

Therefore the following proposed policy is submitted for action:

For State Funded capital construction projects it shall be the policy of the Mt. San Jacinto Board of Trustees that the projects be developed and designed according to the budget provided by the state. The architect and the project management shall be directed accordingly. To the extent this is not possible or disadvantageous, the administration shall report to the Board the facts and circumstances which will require a local contribution to be considered by the Board.

It is recommended that the Board of Trustees direct the Superintendent/President based on their determination.
