Ø  ONE ACCUSED BINU KUMAR @ VINAY IS INVOLVED IN THREE MORE CASES OF VEHICLE THEFTS IN DELHI.

INTRODUCTION:-

Crime branch arrested two desperate carjackers namely Binu Kumar @ Vinay (28 years) s/o Tajender Singh r/o RZ A2/27, Gali No.3, Durga Park, Sagar Pur, Delhi and Md. Altaf (23 years) s/o Maqsood Ali r/o RZ–82, T-Huts Pkt-8, Ph-1 Palam Village, Delhi and worked out five sensational cases of carjacking registered at various police stations of Delhi and Gurgaon, Haryana. One robbed Toyota Innova car has been recovered from their possession.

INCIDENTS:-

On 14.02.2014, one Swift Dzire car No.DL-1N-4162 was robbed from the area of T-3 Terminal of IGI Airport. As soon as the driver opened the door of car, he was overpowered by one person and his associates entered into his car from rear doors. The driver was robbed of his car and mobiles on the gun point.

In another incident, again a Swift Dzire car was robbed from the area of PS IGI Airport on the night of 26.03.2014 using the same modus operandi. Several other such incidents took place in Gurgaon (Haryana) also.

On 08.03.2014, Mr. Ishmeet Singh was coming from Ludhiana, Punjab and going to Lucknow alongwith his wife in his Ford Ecco Sports car bearing No. UP-78DH-2376 and driver Deep Chand Sharma. The couple went to Ambience Mall, Vasant Kunj for dinner and the driver went to park the car towards DLF Mall where his car was hit from back side by a Swift Dzire car. As soon as he opened the door of car, he was overpowered by one person and his associates entered into his car from rear doors. They beat him up and tied his limbs. After taking his purse and mobile phone, he was thrown out of car around the jungle area on Mehrauli- Gurgaon road.

INFORMATION AND TEAM:-

During the last couple of months, several car robbery incidents took place in the areas of Delhi and NCR. Keeping in view the modus operandi of the criminals, efforts were made to crack the robber’s gang and nab the culprits. Anti Robbery Cell of Crime Branch was specially assigned the task to crack the desperate group of car robbers as the team had earlier nabbed two such gangs active in the area of Delhi Cantt. and Naraina of South West Delhi. On the same pattern, teams were assigned specific tasks to collect the information about possible gangs.

On the specific information that two robbers with a robbed car would visit Delhi Cantt. area to make a deal of the car, a team led by Inspr Kuldeep Singh and comprising of SIs Raj Malik, Vijay, Neeraj, HC Sushil Kumar, Cts Satish Kumar, Ranbir, Subash, Nitin, Amit, Parwinder and Ravinder was promptly constituted for swift action under the close supervision of ACP KPS Malhotra and overall guidance of DCP Bhisham Singh.

OPERATION:-

On the basis of the information developed, a trap was laid near IOC traffic signal on main Delhi Cantt.-Dwarka road where two persons came in a silver colour Toyota Innova No.DL-7CL-9151 from Palam Airport side. They stopped in waiting area alongside the main road and the police team apprehended two persons who were identified as Binu Kumar @ Vinay (28 years) s/o Tajender Singh r/o RZ A2/27, Gali No.3, Durga Park, Sagar Pur, Delhi and Md. Altaf (23 years) s/o Maqsood Ali r/o RZ–82, T-Huts Pkt-8, Ph-1 Palam Village, Delhi. Interrogation revealed that the car was robbed from the area of PS DLF Phase-2, Gurgaon vide case FIR No. 102/14, u/s 392/397 IPC & 25/54/59 Arms Act.

INTERROGATION:-

Interrogation of accused persons revealed that both the accused persons Binu Kumar @ Vinay and Md. Altaf had robbed the said Toyota Innova from Gurgaon DLF Ph-3 with the help of their other associate Aamir. The duo were interrogated thoroughly during which it came to light that they used to target vehicles as per the orders/demand from the receivers of the vehicle. For doing this, used to follow the targeted vehicle in which driver is alone. They used to keep new “gamchas” and firearms for committing the offence. They would force the driver to open the door of vehicle after which they took control of the vehicle and by showing the firearm, they force the driver to come on rear seats of the vehicle. Thereafter, the other members would tie limbs of driver with the help of ‘gamcha’ and cover his eyes with a cloth. If the driver resist, they would give beatings to the driver to keep him mum. After getting control over the vehicle, they threw out the driver at some isolated place after taking his valuables and other belongings.

On the basis of the interrogation and recovery, the accused persons were handed over to Gurgaon Police, who also arrested one other member of the gang, namely Aamir s/o Anwar Ali. The accused persons have also disclosed their involvements in a couple of more such incidents in Gurgaon area.

5.  FIR No.62/14, u/s 379 IPC, PS Sushant Lok, Gurgaon, Haryana.

PROFILE OF ACCUSED PERSONS:-

1)  Binu Kumar @ Vinay (28 years) s/o Tajender Singh r/o RZ A2/27, Gali No. 3, Durga Park, Sagar Pur, Delhi has studied upto 9th standard from a Govt. School of Dashrath Puri, Delhi. His father works as a security guard. He used to work as a commercial taxi driver with some hotels. During this work, he came in contact with one Sachin and started stealing cars and was arrested by police, in three theft cases. Previous involvements are:-

a)  FIR No 230/11 PS Kapashera, Delhi.

b)  FIR No. 275/11 PS Dwarka North, Delhi.

c)  FIR No. 84/10 PS Vasant Kunj South, Delhi.

2)  Mohammad Altaf (23 years) s/o Maqsood Ali r/o RZ–82, T-Huts Pkt-8, Ph-1 Palam Village, Delhi has studied upto 5th standard. His father has expired and mother works as house maid. He has learnt chicken embroidery work and used to work with some company. When he was short of money and under debts, he came in contact with Binu and to earn easy and quick money, he started committing crimes.

RECOVERY:-

One silver colour Toyota Innova car bearing registration No.HR-26BY-2787 with original key.

Further investigation is underway to recover the rest of vehicles. Concerned police stations have been informed accordingly.

SOUTH DISTRICT

On 17.04.14 at 2:30PM, three students of JNU studying MA Korean language, all three aged mid twenties, were riding on a motorcycle, which collide with divider of road and then a tree. They were rushed to hospital, one of the injured to AIIMS Truma Centre and other two to Safderjung Hospital. One of the students died on the spot and other two succumbed to their injuries. A case has been registered u/s 279/304-A IPC PS Vasant Kunj North.

NOTORIOUS FEMALE BOOTLEGGER ARRESTED

The Staff of Police Station Mundka, West District has done an excellent piece of work by arresting one female bootlegger namely Soni and seized 12 bottles and 48 quarters of illicit liquor from her possession.

NAME & PROFILE OF ACCUSED PERSON

Soni R/o Sultan Puri Delhi (age -42 years). Husband of the accused is a drug addict. To run her family, she started selling liquor in the area. She had previously been arrested in 7 cases under the Excise Act.

RECOVERIES

1.12 Bottles of Masaledar Santara ( Country liquor for sale in Haryana only – 750 ML each).

2.48 quarters ( Impact Grain Whisky 180 ml each ( for sale in Haryana Only)

INCIDENT AND TEAM

In view of the input that liquor would be smuggled from Haryana, a watch is being kept on the activities of all known bootleggers. Special watch is being kept at the adjoining borders of Haryana from where liquor is illegally smuggled into Delhi. On 17.04.2014, HC Jagbir No 952/West and Ct Chandraraj No 3361/West were performing their duty at Tikri Bahadurgarh Border. They noticed a lady crossing the border with a luggage bag on her head. On suspicion, the staff stopped the lady and checked the bag and recovered 12 Bottles of Masaledar Santara (Country liquor for sale in Haryana only – 750 ML each) & 48 quarters of Impact Grain Whisky 180 ml each ( for sale in Haryana Only). Accordingly, a case vide FIR No 178/14 dated 18.04.2014 u/s 33 Delhi Excise Act was registered at Police Station Mundka and investigation was taken up by local police.

The staff involved in good work is being rewarded suitably.

The staff of PS Mayapuri, West District has done a good work by arresting two Proclaimed Offenders namely Nitin Sami and Rajesh Kumar @ Leelu.

1. Nitin SamiS/o Sh. Deewan Chand Sami R/o 3462, No. 9, Old-6, Khalapur Mohalla, Sirhind (Roper) Punjab, Age -23 Years.

(Declared P.O. on 05.02.13, in CC No. 90/01, u/s 138 N. I. Act, PS Hari Nagar, Delhi).

2.Rajesh Kumar @ LeeluS/O Ram Chander R/O Vill- Dahishera, PS-Kundli, Distt.- Sonipat, HR,Age 37 Years.

(Declared P.O. on 16.04.14, in case FIR No. 88/12, u/s 33/38 Delhi Excise Act. PS Mayapuri, Delhi).

INCIDENT, TEAM AND ARREST

On 17.04.14, HC Vikrant No. 347/W, Ct. Mohkam No. 3113/W and Ct. Krishan No. 2703/W of PS Mayapuri, on the basis of developed intelligence and arrested two Proclaimed Offender namely 1. Nitin Sami 2. Rajesh Kumar @ Lilu. PO Nitin Sami was declared P.O. on 05.02.13, in CC No. 90/01, u/s 138 N. I. Act, PS Hari Nagar, Delhi, P.O. Rajesh Kumar @ Lilu was declared P.O. on 16.04.14, in case FIR No. 88/12, u/s 33/38 Delhi Excise Act. PS Mayapuri, Delhi. Both the accused were avoiding their appearance in the Court and hence were declared P.O. after due process of 82, 83 CrPC by the Hon’ble Court. Arrested P.Os. have been produced before the concerned courts and have been remanded to judicial custody.

The staff involved in arresting the P.Os. is being suitably rewarded.
