1.PURPOSE
1.1 This report is for information and provides an update on the implementation of the following works in relation to:
- The replacement of the pay on foot and barrier equipment in the multi-story car parks, and
- Barriers at Sandbanks and Sainsbury’s supermarket surface car parks
- The replacement of pay and display machines on street and in some off street car parks

3.BACKGROUND INFORMATION
3.1 Members considered a report at a meeting of the Transport Advisory Group on 8 November 2007, at which the following recommendations were approved:
(a)The replacement of pay on foot machines and barriers in the borough’s multi-story car parks, and barriers in Sainsbury’s and Sandbanks car parks in 2008/2009 and 2009/2010,
(b)The replacement of some pay and display machines in 2009/2010 and 2010/2011
(c)Recommendation was made to Full Council to use Prudential Borrowing to fund the purchase of the equipment in accordance with the Council’s Financial regulations.
3.2 Following a procurement process that took place in 2008, ZEAG UK Ltd was appointed as the contractor to undertake the installation of the pay on foot equipment and barriers in the borough’s four multi-story car parks and barriers at the Sandbanks and Sainsbury’s car parks.
3.3The replacement of the pay and display machines for on-street parking and surface car parks is planned for 2009/2010 and 2010/2011 phased on the basis of the age and condition of the current equipment. In order to stay within budgetary constraints and given that not all machine are life expired, it was agreed at the Transportation Advisory Group meeting on 8 November 2008 that only 71 of the current 124 machines be replaced.
4.UPDATE OF PROGRESS
4.1Pay on Foot and Barrier Replacement
4.1.1Work to replace the barriers and pay on foot equipment commenced in February 2009. The installation of new payment machines and barriers in four multi-story car parks, and barriers at Sainsbury’s and Sandbanks car parks, is now complete.
4.1.2Whilst the new payment machines have the facility to accept payment by credit and debit card, because of the complexity of the processing arrangements this is not yet activated. However subject to ICT approval, payment by credit and debit card is expected to be available by July 2009 in readiness for the height of the Summer season.
4.1.3The installation of the new equipment is already showing benefit. The reliability of the tickets has significantly improved and all machines are accessible by wheelchair users and provide instructions in languages in addition to English.
4.2Pay and Display Machines
4.2.1In accordance with the Council’s procurement rules, arrangements will be made to appoint a suitably qualified contractor to replace the pay and display machines on-street and in off street car parks. The time-table for this is September 2009 with an equipment installation date of 2009/2010.
4.3Merck Multi Story Car Park
4.3.1This car park remains operational under the old operating system until an agreement is reached between the Council and the car park owner with regards to its future management.
5.0FINANCIAL IMPLICATIONS
5.1Expenditure relating to the replacement pay on foot and barrier equipment and the pay and display machines is covered by Prudential Borrowing as outlined in the report that was presented to the Transportation and Advisory Group at its meeting on 8 November 2007.
6.0LEGAL IMPLICATIONS
6.1The tendering for the new pay and display machines will be undertaken in accordance with the Council’s procurement rules.
7.0RISK MANAGEMENT IMPLICATIONS
7.1There is the risk that the tender submissions for the replacement of the pay and display machines may exceed that allocated under Prudential Borrowing.
8.0EQUALITIES IMPLICATIONS
8.1The recently installed payment machines in the multi-story car parks are DDA compliant and accessible by wheelchair users. They also offer operating instructions in other languages in addition to English including, Spanish.
8.2The exit and entry points of the car park have been fitted with hearing loops to assist customers with hearing difficulties.
9.0CONCLUSION
9.1The replacement of the equipment was considered necessary to protect the Council’s important car parking revenue stream with escalating maintenance cost of existing equipment and the increasing number of unreliable machines, which had approached the limit of their serviceable life.
9.2Following the successful implementation of the pay on foot machines and barriers, arrangements will now be put in place to procure the services of a contractor to install new pay and display machines during 2009/2010.
9.3Subject to tender prices further replacement, if affordable within the originally approved budget, could be considered for future recommendation of the Group.
