newspaper make a conscious decision that they wish to be informed
about local news and therefore are more likely and possibly interested in
reading statutory notices. It is recognised that a combination of both
would reach the widest audience, however it would result in an overlap
of readership that would not necessarily give rise to a greater response.
It would also give rise to an additional cost implication. The council
use a list of local papers upon which to base its selection of newspapers
depending on the location of the development.
The Council has very limited information about parish magazines
within the County. What information it does have, shows that there is
variation in how often they are published and also whether they are free
or have to be paid for. As the Council consults parish councils as a
matter of course with regard to planning issues, it would seem
appropriate for that parish council to include the relevant information in
its magazine. As parish magazines appear to be published monthly or
quarterly it would be unhelpful to use them given the consultation
periods for planning applications (3 weeks) and policy documents ( 6
weeks) would mean it unlikey that interested persons would be able to
respond within the period.
If the parish coucil could inform the County Council of the most
appropriate newspaper to use it would be able to consider adding it to
the list of local newspapers.
