/ Pam Alderman called the meeting to order at 9:30 AM and conducted introductions of board members.
Cyndi Persily provided a brief history of the WV Center for Nursing and pointed new board members to orientation resources.
Chancellor Paul Hill welcomed and administered the Oath of Office to new and reappointed board members.

VI. Adjournment / Ending cash balance as of February 28, 2016 was $526,577.
Non personnel expenses January – February 2016 were $1,201. Copier lease has been reallocated to correct a mistake, and the Center will receive a $2,585 credit. Moving forward, the Centerwill be charged $74.65 per month.
Drema reported that there were thirty four awards for Spring 2016 totaling $72,000. There are 45 applications so far for Summer 2016 to date and the deadline is April 1. The Summer scholarship allocation is $50,000, and there is a $28,000 carry over from the Spring cycle.
Discussion ensued regarding the Nursing Scholarship’s prohibition onMSN and Doctoral scholarships being awarded to students enrolled in out of state programs.
Drema reported that beginning with the Fall award cycle, applicants will be able to complete the Nursing Scholarship Program application through an online portal.
Recipients of the Nursing Scholarship Program who have completed their education have been contacted to provide employment verification to document their compliance with the service obligation to work in West Virginia. ECSI, the servicing vendor used by HEPC, will track graduates and set up repayment with the recipient to the Center if the service obligation is not met.
Drema shared an article about a recent scholarship recipient that will be published in the next issue of The WV Nurse and noted is the article will be good exposure for the Center and the Nursing Scholarship Program.
Drema will be attending the National Nursing Workforce ForumConference

April 27 – 29 in Fla. Cyndi encouraged members to visit the link/web site provided and contact Drema if interested in attending.
Future of Nursing: Ron Moore chairs the Education Committee and discussed the tool kit being developed to inform and assist school counselors to work with students interested in a health care profession. Drema is on the committee and said the WVCN Nursing Career Handbook has been revised and will be part of the tool kit.
Nurse Unity Day, Drema attended and did a display for the WVCN on February 17, 2016. She reported good networking with students and faculty and positive feedback as evidenced by the WV Nurse article and an increase in Summer scholarship applications.
Outreach Opportunities:
Drema requested members direct her to opportunities to present the Center and the Scholarship Program. Cyndi suggested the upcomingAssociation of Deans and Directors of Nursing Education (ADDNE) meeting.
Drema will attend the annual Student Success Summit on July 27 & 28, 2016 and will have a display to introduce the tool kit Ron Moore discussed.
The conference is in Morgantown and is sponsored by the HEPC.
RN/LPN Renewal Data Analysis
The datasets have been cleaned up by a staff member in the HEPC Division of Policy and Planning. Drema is exploring contracting with a WVU MPH intern to work with workforce data.
Updated Workforce Survey
The survey was distributed by theWest Virginia Hospital Association last week.
Dan Page with the WV Health Care Association will be sending to its membership soon.
Health Workforce Technical Assistance Center

Drema participated in a recent teleconference and reported that the nursing workforce shortage model is funded by a HRSA grant and the principal investigators are seeking states to upload specific minimum data sets from renewal data for
analysis and shortage predictions through 2020.
Cyndi said the Center only has a user agreement with the RN Board of Nursing for the data and that the Board of Nursing will need to approve and upload the requested data.

Members were encouraged to forward their bio and/or photo if they have not yet done so. Drema also took headshots at the meeting.
Web Hosting:
Drema met with WVNET. It is capable of hosting the current web site and updating the clinical scheduling program.
Clinical Scheduling Program
The current clinical scheduling system is in jeopardy as the web host is no longer available.
Drema reported that she met with WVNET in Morgantown on Monday and they are able to upgrade the current system to be easier to use and capable of expanding to accommodate programs state wide.
They can also host the current web site.
Cyndi suggested a user group to evaluate and help with design and requested an overview of the project.
Nursing Faculty Survey/Data
The survey has been updated and is ready to be announced at the next ADDNE meeting May 18 & 19 in Bridgeport, WV. Cyndi asked Shelia Kyle to introduce Drema to Rose Beebe the chair to discuss the survey and the Center’s participation.
Board Bylaws
A draft of revised bylaws adapted to conform with the 2014 changes to the West Virginia Code governing the WVCN and the Nursing Scholarship program was presented for review and feedback. Cyndi requested that a red lined version be sent out again along with the Code and draft.
Legislative Oversight
Commission on Education Accountability report
Laura Boone provided an update on recent legislative activity. She explained the process for updating the legislative rule governing the Nursing Scholarship. The rule is in the final stages of approval to expand eligibility at the doctoral level to include doctoral education programs (previously was limited to doctoral nursing programs), and at the master’s level to include all master’s nursing programs (previously was limited to master’s in nursing education).
