The NHS England Urgent and Emergency Care Vanguard Programme and South Devon and Torbay Clinical Commissioning Group are looking for a Patient Representative
Purpose of the role:
· To ensure the voice of people who use or would like to use health services is included in decisions about the development of urgent care services
· To participate in the oversight of the implementation of the urgent care strategy and the Vanguard work programme and associated work streams
NHS England expects that:
“The patient representative will ensure that the discussion has the patient at the heart of it and they will provide insight into the local patient perspective … They will encourage thinking and debate on the impact of the new care model on local people and patients. They will also pick up on how local feedback is captured.”
Brief Role description:
South Devon and Torbay CCG is one of eight national Vanguard sites who will lead on early testing and implementation of the vision for urgent and emergency care as laid out in the NHS England urgent and emergency care review.
You will be responsible for enabling a credible and effective patient and public voice to be part of our Vanguard process.
This role is a voluntary public appointment and you’ll be required to observe the terms of reference of the System Resilience Group (SRG), who oversee the Vanguard.
Between events, you’ll need to liaise with other members of the CCG’s patient and public engagement network to ensure that you are able to relay the voice of the community at a strategic level.
You’ll also need to be committed to equality and diversity principles and practice.
This role will be reviewed by the CCG on an annual basis.

· Knowledge and understanding of urgent and emergency care services (training and briefing can be given) (D)
· Understanding of the NHS urgent and emergency care Vanguard (training and briefing can be given) (D)
· Ability to comprehend strategic and contractual frameworks from the perspective of patients and the public (E)
· Confident in speaking at meetings (E)
· Experience of taking part in strategic decision making processes (E)
· Willing to engage and network with communities (E)
· IT literate - access to a computer, the internet and email (E)
Time commitment:
The Vanguard is a new programme and the commitment may change. However, it is expected at present to be at least one whole day meeting each quarter in London. This will be in addition to attending the SRG on a monthly basis when it oversees the Vanguard programme.
In between meetings, the successful candidate will need to make time to read papers, and effectively liaise with other patient networks to ensure intelligence is made available to amplify the community voice on the committee. This liaison can be supported by the CCG engagement team and Healthwatch.
Training and Support:
The Vanguard team will make specific patient representative information available. Training can also be provided in other areas as required including:
“Effective Representation” as well as Diversity and Equality and Information Security/Data Protection.
All reasonable out of pocket expenses to enable you to participate will be reimbursed, including carer’s and babysitters fees.
