Role Overview:
CSIRO Business & Infrastructure Services (CBIS) is responsible for providing support to scientific staff by developing, maintaining and managing the buildings, laboratories and other research infrastructure across CSIRO owned and leased sites. CBIS also manages procurement, fleet, engineering workshops and a number of associated services enabling the efficient and effective operations of CSIRO’s research activities.
This role will be working within the Category and Panel Management section and will be primarily responsible for the administration of CSIRO’s Office Products and Freight contracts. The role also provides a range of procurement and corporate travel support activities to ensure the section achieves its objectives. The role requires good technical, stakeholder management, influencing, organisational, and problem solving skills.
Key interactions will be with internal CSIRO business units, and external stakeholders being government agencies, and a range of services providers to CSIRO in the office products, freight and travel sectors.
Your strong customer focus, excellent communication and interpersonal skills will be augmented by your working knowledge of government procurement policies and how they apply to a Corporate Commonwealth Entity (CCE).
Duties and Key Result Areas:
The position will be required to work autonomously on some tasks, and the occupant will be expected to identify improvement opportunities and display sound decision making skills.
The occupant will be required to participate effectively as a team member to achieve team objectives and outcomes.

Sound problem solving skills and sound judgement to ensure consistent decision making in accordance with government and CSIRO policy
Contract management and reporting:
  • Contract management and administrationsupport for office products andfreight contracts.
  • Analyse data and developexecutive reports from contract data and identify areas of contract improvement, efficiencies, savings and opportunities to increase client satisfaction from contract reporting.
  • Resolve contract operational issues that arise.
  • Account reconciliation and other contract maintenance.
  • Lead small projects to finality and implement initiatives that will provide benefits to the organisation.
  • Assist with management of panel procurementsin order to provide additional capacity to meet periods of high workload demand.
CSIRO Travel (Domestic and International) support:
  • Answering questions from staff, resolve questions,in relation to international travel and domestic travel.
  • Provide technical advice on government travel in accordance with CSIRO’s travel policy which comply with the Commonwealth Procurement Rules.
  • Identify areas for improvement and draft changes to update or develop new policy.
  • Implement small projects including the effective communication of changes and collaboration with stakeholders
Relationship Management:
  • Provide support to delivering government policy and CPR compliant Procurement Strategies within complex multi-tiered stakeholder groups.
  • Assist with the management of Vendors to deliver agreed business outcomes.
  • Supports CSIRO and our collaboration partner team members.
  • Contributes to a collaborative partnership approach between internal stakeholders and Vendors.
  • Assist in the resolution management of contractual issues in a timely manner to minimise the impact on the business.
  • Works as part of the team and supports team objectives set by Management

Selection Criteria:

Pre-Requisites:
1.Education/Qualifications: A relevant Certificate or tertiary qualification, such as Procurement, Government, Administration or Travel and/or relevant work experience.
2.Communication: The ability to clearly convey information and ideas, select the most appropriate method of communication, and establish effective interpersonal relationships with key internal and external stakeholders.
3.Behaviours: A history of professional and respectful behaviours and attitudes in a collaborative environment.
4.Adaptability: Demonstrated ability and willingness to change ideas, try different approaches and maintain professionalism and flexibility.
5.Problem Solving: Proven ability to investigate routine problems by identifying and considering the implications of a range of available alternative solutions.
Essential Criteria:
1.Working experience in supporting government policy and provision of quality technical advice.
2.Business and service improvement oriented - identifies improvements to current processes, and communicates alternative and improved practices to support CSIRO’s position as a Commonwealth Agency actively managing its travel and contract management requirements.
3.Demonstrated ability to identify opportunities and take responsibility for managing small projects to achieve results and respond positively to change.
4.Well-developed communication skills with a demonstrated capability in establishing and maintaining productive working relationships with a variety of stakeholders including Commonwealth departments, external and internal stakeholders.
5.Commitment to continuous personal development and integrity, including demonstrated public service professionalism, and adopt a balanced approach to work.
Desirable Criteria:
1.Relevant qualifications in procurement, government, administration or travel are desirable.
2.Demonstrated commitment to the CSIRO values or similar organisational values.
