This Addendum forms part of and modifies Proposal Documents dated,
December 13, 2013, with amendments and additions noted below.
ADDITIONAL QUESTIONS
1.What is the earliest date you can schedule this work?
It can be scheduled immediately after the contract is awarded.
2.Are all permits and fees associated with Center Point will also be UT’s responsibility? Are we responsible for Switching the main power and coordinating the shutdown with Centerpoint?
Answered previously on Addendum 1-Part 1-B
-Contractor shall subcontract Center Point Energy for any activities involving the Center Point switches.
- Medium Voltage Paralleling Gear – Per conversations on site, I believe it was determined that we will bring in Russelectric to perform maintenance on their master control section indicated in Part 3 Item 3.5 and 3.6. The electrical testing contractor will need to provide Russelectric assistance while they are on site.

-Contractor shall subcontract the local Russ electric factory authorized representative for any work associated with the 5kV paralleling switchgear MVPS.
- Part 7 Feeder Cables – It was discussed on site whether or not to perform insulation resistance testing of the feeder cables. Please clarify if this is still a requirement for the MV and LV cables. If it is a requirement, please specify the minimum size feeder cable to include.
Use PD offline testing for all 5kv cables per IEEE 400.3. Use Megger test for 600V conductors rated #2 and above. See one line diagrams for conductor sizes.
- Part 8 MV transfer switch – Per the discussions on site, the PM of this will be performed by the electrical testing contractor and Russelectric. Please confirm.
Correct.
- Part 9 B - 5KV HVL Switch – The specifications call for AC Hi Pot test. The manufacturer also accepts DC Hi Pot test as well per their instruction leaflet. Will a DC Hi Pot test be acceptable?
This is acceptable.
- Part 10 B - Dry Type Transformers – Per the specifications, it indicates to perform a Doble insulation test. Per conversation on site, it was indicated to perform the following tests – winding resistance, TTR, Polarization Index testing only – Please confirm.
This is acceptable.
- Part 11 B – Power / Molded Case breakers – Please clarify that we will only be performing primary injection testing on breakers 800 amps and above. Per the spec, it indicates the breakers are rated from 800 to 3200 amps. If there is other breakers that are to be tested, please specify the minimum trip rating to test to. Such as all breaker 400 amp trip and above.
All breakers with an 800A frame or greater should be tested.
- Per conversations on site we were to include performing maintenance and testing on the MV cap banks. Please clarify.
Yes, test per manufacturers recommendations.
- Please clarify we are using NETA MTS and not NETA ATS as the testing spec criteria.
Use NETA MTS.
- Is it possible to schedule one additional site visit?
Yes. It will be Thursday, January 9, 2013 at 2pm CST. Please see Addendum 3 for details.
- The Bid requires the following from Page 11. Part 1. General. A
Contractor must be factory trained with a minimum of 5 years of experience performing similar work on specified equipment.
Our company is a NETA certified company with a little over 3 years of work experience. Many of our techs have much more than 5 yearsof work experience. Will this be sufficient?
This does not apply to newly formed companies. It is the employees performing the work must have 5 years’ experience.
- The Bid also states contractor must be factory trained. We are a third party NETA CertifiedContractor. We are not affiliated with a manufacturer direct ie. Square D, GE, Siemens, etc. We are NETA certified though. Will this be sufficient?
NETA certified contractors may bid on this work but must disclose this information in their proposal. The University reserves the right to select a factory trained contractor regardless of the cost difference.
