IEEE Std 1159-1995
Working Group on Monitoring Electric Power Quality
IEEE Std. 1159-1995
Meeting Minutes
IEEE PES Summer Meeting, Edmonton, CA
Monday, July 19, 1999, 1:00 – 5:30 PM
The meeting was called to order by Randy Collins, Chairman.
Attendees were asked to identify themselves and sign the attendance list indicating their status as member or guest. One attendance list was used for Std 1159 as well as the three task forces. Attendees were requested to indicate their task force attendance on this sheet as well.
It was noted that all correspondence with the Working Group is by email and Web postings. For this reason it was requested that the listing of email addresses be checked carefully. A significant number of undeliverable emails were returned subsequent to the meeting announcement mailing.
The minutes of the February 1, 1999 meeting were approved as posted.
Status report from Task Forces

· 1159.2 - Draft 2 is posted on the web. IEEE edit review is the next step. SCC22 will be requested to form a Balloting group.
· 1159.3 - Draft 2 is posted on the web. CD's of the draft will be distributed during the meeting.
Old Business:
a. Std 1159 is due to run out in October 2000. There are two options at this point; extend the time out and perform revisions, or reaffirm the existing document. Reaffirmation requires that the document be resubmitted through the balloting process. This activity should be started by the end of the year or at the latest in the spring of 2000. Gil Hinsley moved that Std 1159-1995 be reaffirmed. The motion was seconded by Erich Gunther and was carried unanimously.
AI Reaffirmation paperwork will be submitted to IEEE.
New Business:
· The new liaison with IEEE is N. Ahmad His email is and his telephone number is 732-562-3931.
· It was determined that there is now a four year window from the date of the original PAR, for submittal of the Task Force Drafts for Balloting. The new deadline is March 31, 2001. This means that a ballotable document must be submitted to IEEE by June 15, 2000 in order to meet the 2001 deadline.
· A show of hands was requested indicating who would be able to attend the Singapore meeting in January. Only one person expects to attend. It was proposed that 1159 meet in Las Vegas in conjunction with several other Working Groups that are planning to meet there the week after the Singapore meeting. It was M/S/C unanimously to meet in Las Vegas in February 2000. The dates, location and time will be posted on the web as soon as it is available.
There being no further business, the meeting was adjourned at 1:25 PM.
