Officers’ Report for the year ended 31st December 2017
The trustees present their report and accounts for the year ended 31st December 2017.
Trustees
Appointment of committee members, who in case of the RAF Association are also Branch Trustees, is governed by the Standard Branch Regulations. Trustees who served during the year were.

Trustees who served during the year were R Lobley (Chairman until Oct 17), V Taylor (Chairman), A Smith (Deputy Chairman), I Hone (Secretary), H Thompson (Honorary Welfare Officer), G Turner (Treasurer until Aug 17) and K McClean (Treasurer).
Constitution, objects and policies
The object of the Association is to promote, through comradeship engendered by its members, the welfare by charitable means of all serving and former members of our Air Forces, their spouses and dependants together with the widows and widowers and dependants of those who died whilst serving or subsequently.
The Association shall be democratic, non-sectarian and non-party shall not be affiliated, directly or indirectly, to any sectarianorganisation or to any political part or organisation or trade union, employers’ organisation or staff organisation. In no circumstances shall the Association or any of the Area Councils, Regional Committees or Branches publicly express any views in connection with any political or industrial dispute or engage in any activities in connection therewith.
The Branch operates from its offices at 41 Belle Vue Road, Swindon under the charity number of The RAF Association (231643).
Development, activities and achievements
The Branch continued to provide services and facilities to members as in the past.
Financial review
The attached financial statements comply with the Charities Act 1993 and the charity’s governing document. The results for the year show a surplus of £5,243,which increases the available reserves to £159,140
There were no other gains or losses other than those disclosed within the financial statements.

Statement of Trustees’ responsibilities
Law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the Branch’s financial activities during the year and of its financial position at the end year. In preparing financial statements giving a true and fair view, the trustees should follow best practice and:
(a)select suitable accounting policies and apply them consistently;
(b)make judgements and estimates that are reasonable and prudent;
(c)state whether applicable Accounting Standards and Statements of Recommended Practice have been followed, subject to any departures disclosed and explained in the financial statements;
(d)prepare the financial statements on a going concern basis unless it is appropriate to assume that the charity will not continue in business.
The officers are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the Branch. It is also responsible for safeguarding the assets of the Branch and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

Independent Examiner’s Report to the Members of the Swindon Branch of the RAF Association
I report on the accounts of the Swindon RAFA branch for year ended 31 December 2017
The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:
- examine the accounts under section 145 of the 2011 Act;
- to follow the procedures laid down in the general Directions given by the Charity
Commission under section 145(5)(b) of the 2011 Act; and
- to state whether particular matters have come to my attention.
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual item or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a true and fair view and the report is limited to those matters set out in the statement below.
In connection with my examination, no matter has come to my attention:
(1) which gives me reasonable cause to believe that in any material respect the requirements:
- to keep accounting records in accordance with section 130 of the 2011 Act, and
- to prepare accounts which accord to the accounting records and comply with the
accounting requirements of the 2011 Act
have not been met; or
(2) to which, in my opinion, attention should be drawn in order to enable a proper
understanding of the accounts to be reached.

- Accounting Policies
1.1Basis of preparation of accounts
The accounts have been prepared in accordance with applicable accounting standards and the Statement of Recommended Practice, Accounting by Charities, October 1985.
1.2Incoming resources
Incoming resources are reported gross.
1.3Donations
Donations are accounted for when the resources are receivable or when the charity’s entitlement is legally enforceable.
1.4Direct charitable expenditure & other expenditure
Direct charitable expenditure comprises all expenditure directly relating to the objects of the charity.
1.5Tangible fixed assets
Tangible fixed assets are stated at cost.
Depreciation is provided on the following basis –
Fixtures & Fittings- 15% reducing balance
Equipment - 10 years straight line
Freehold property is not depreciated. Property is maintained to ensure that its value does not diminishover time. The maintenance costs are charged to the statement of financial activities in the year incurred. In the committee’s opinion, depreciation would be immaterial and has not been charged.
