Dear Organizer,
Thank you for your interest in staging a U.S.A. Badminton (USAB) Trials event. Accompanying this letter you will find a Bid Application Form which should be completed and returned to the address indicated before the deadline stated on the form. The USAB Tournament Advisory Group (TAG) will evaluate submitted bids and after discussion will announce the winning bid that best serves the needs of USAB for this particular event.
Background information and some basic criteria that are expected of a bid are given below. These include specific requirements for the host site of the 2019Pan-Am Games Team USA Trials and for the host site of the 2019 Sudirman Cup / Pan-Am Championships Team USA Trials. Requirements for 2019 Team USA Trials
Venue and Dates: Generally a four court venue for the period of the three days (Friday – Saturday – Sunday) pre-determined by USAB (see Bid Application Form) is expected to be sufficient to play all matches in the Trial. At the time of submitting the bid the venue should be confirmed to be available for these dates. Note that if the number of entries is low, then the Trials may be abbreviated to the two day Saturday – Sunday period. Given the importance of these National Level Trials the hosting facility is expected to meet basic requirements (height, lighting etc.) as indicated in the “Facilities Details” section of the Bid Application Form. Ideally, the facility should have been used previously to stage badminton events (please provide details in the space provided).
Organizers Experience: Since this is a USAB elite-level event, the organizers of the winning bid should have a proven track record of organizing quality badminton tournaments. Please provide details where indicated on the Bid Application Form. Groups with a suitable facility wishing to host a Trials event but who feel they lack the organizing experience and expertise to do so by themselves may wish to try and recruit onto their organizing team a Tournament Director with proven experience of successfully running similar events in the past. Upon request USAB can provide names of such persons that you may wish to contact. Any key persons such as these recruited onto your organizing team should be listed in the “Organizers” section of the Bid Application Form.
Officials: USAB will appoint a Referee for the Trials, up to three suitably qualified out-of-town USAB-certified umpires, and optionally a Deputy Referee. USAB will fund the travel of these officials. It is the responsibility of the host site to recruit local umpires (USAB can provide names) to ensure that the total number and combined experience of the complete umpiring team is sufficient to meet the needs of the Trials. This number of qualified umpires will be provided by the USAB Court Officials Advisory Group (COAG) but a minimum requirement of 8 umpires available at all times can be expected. If COAG and the Referee decide that additional non-local umpires are required beyond the two or three USAB-travel funded umpires and locally recruited umpires in order to meet the minimum number or suitable experience criteria, then the host site will be responsible for the travel funding of these additional umpires. The host site is responsible for providing hotel accommodation (2 officials per room) for all of the non-local officials that require it (including the travel-funded officials specified by USAB) and for providing a daily per diem of $40 to all out-of-region umpires and a daily per diem of $60 to the Referee and Deputy Referee (if appointed) at a minimum. It is recommended that a per diem be paid to all umpires (local and non-local) if the tournament’s budget allows for it. The host site is also responsible for recruiting line judges for at a minimum the semi-finals and final stage matches. The minimum of number of line judges that the host site must commit to having available and at which times will be specified by the Referee, but a minimum requirement of 9 line judge volunteers can be anticipated.
Entry Forms, Draws, General Logistics etc.: The Referee and Director of the Trials will be expected to work together ahead of time and during the event concerning all logistical aspects of the Trials. The Prospectus/entry form compiled by the Trials organizers must be approved by USAB prior to publication. All player entries will be submitted to the USAB National Office who will verify player eligibility etc. The Referee or other COAG-designated official will conduct an opendraw at a time and place specified by the Referee and COAG. The Referee will be responsible for overseeing match scheduling. Note that the Referee must approve the final schedule and is solely responsible for making any changes to the published schedule and for answering questions about or making changes to the draw. USAB Tournament and Trials Regulations will be followed throughout.
Finances: Please attach an outline of your budget along with your completed Bid Application Form. Additional financial items to those described above that are also the responsibility of the Trial organizers are listed in the “Budget” section of the Bid Application Form. Please note that there is no bid fee associated with bidding for these trials beyond the regular USAB sanction fee of $400. USAB will provide a sufficient quantity of shuttles for all matches in the Trial at no cost.
Additional Requirements for 2019 Team USA Trials
1. The host club must accept and cover expenses for a USAB-approved tournament desk team if the organizers cannot provide a desk team of sufficient experience.
2. The host club must provide for a doctor or Athletic Trainer to be on the field of play and available during all playing hours of the Trials. The doctor / Athletic Trainer must not have any other responsibilities during the Trials e.g., player, coach, parent etc.
3. The host club must have the capability to have a rest room dedicated for USADA purposes in the event that drug testing occurs i.e., a rest room independent from those that will be used by players/staff/spectators.
4. The host club must be amenable to working with official USAB sponsors.
