JOB TITLE : Coordinator (part time 26 hrs per week, permanent subject to regular funding review and paid review)

Salary : £20,995

RESPONSIBLE TO : ECESA Executive Committee

CLOSING DATE : Friday 25th March 2016

INTERVIEW DATE : Friday 8th April 2016

The objects of the Association are to relieve poverty, further the health, and advance the education of persons within the Elderly Chinese Community in the area of benefit, and to promote good relations within the wider community in Lothian.

The Coordinator will have day-to-day responsibility for all aspects of the management and financial monitoring of the organisation and the supervision of staff and volunteers to ensure the successful and effective running of the organisation.

Accountability is to the Executive Committee.

MAIN TASKS

The particular responsibilities for the Coordinator will be negotiated with the Board of Directors but will include the following:

To take responsibility for the running of the organisation in consultation with the Executive Committee, funders, local authority, staff, volunteers, members and service users.

To ensure that the strategic development of the organisation maintains a perspective that is well informed about issues relating to “Older People” in the Chinese community. (Older refers a person over the age of 65, but also includes people between the ages of 50 and 64 with a particular assessed need.)

To coordinate and oversee the provision of direct services such as Lunch Club, Day Care Services, Meals on Wheels, Hospital and Home Visiting, Welfare Benefits, Information, Advice and Advocacy.

To manage budgets along with the Treasurer and Administrative Worker in consultation with the Executive Committee, funder(s) and the auditor.

To monitor and report fully to the Executive Committee on all issues relating to the organisation and its finances.

To produce reports and materials to support existing funding agreements with the organisation e.g. Funding Agreement with the City of Edinburgh Council.

To take a lead role in the recruitment and selection of full-time, part-time and voluntary staff.

To ensure the provision of good quality induction as well as on going support and supervision that is meaningful and effective to part-time, sessional staff, volunteers and students.

To be responsible for the day to day running of the organisation and the organisational resources in accordance with the appropriate legislation, policies, strategies and guidelines.

To coordinate team meetings including development sessions for staff and volunteers.

To coordinate the evaluation processes within the organisation.

To promote and publicise the work of the organisation. To encourage opportunities to have the voices of older Chinese people heard

Decisions relating to the delivery of the service within the organisation.

Contributing to budget management decisions.

Participation in the recruitment and selection of part-time staff and volunteers.

Support and supervision of the staff team.

Overseeing the administrative and other aspects of the day to day running of the organisation.

ENVIRONMENT –Work demands

Flexibility to meet service requirements including evenings, weekend working and overnight stay if necessary.

Ability to prioritise and allocate staffing issues.

Meeting deadlines as required.

Meeting targets as agreed by the funder(s).

SUPERVISION RECEIVED

Support and supervision of the Coordinator will be provided by an Executive Committee Member who has skills and experience in Support and Supervision.

PERSON SPECIFICATION

Essential Criteria

1.  A recognised qualification in social work, community education/development, nursing or other relevant qualification is essential. (Successful candidate must agree to acquire SVQ4 qualification and register with the Chartered Management Institute.)

2.  Fluent in English and Cantonese Chinese, both spoken and written.

3.  Experience of working in voluntary/statutory agencies and with the ethnic minority communities.

4.  At least 2 years of paid/unpaid experience in working directly with the Chinese community

5.  Budget management experience

6.  Good communication and listening skills.

7.  Understanding of issues and needs encountered by the older Chinese community.

8.  Ability to work on own initiative and also be an effective member of the staff team.

9.  Sound IT skills and knowledge including word processing, emails, Excel, PowerPoint.

10. Ability to use Chinese Input Method.

11. Flexibility to work evenings and weekends and travel outwith Lothian including overnight stay.

Desirable Criteria

1.  SVQ4 or management qualification

2.  Driving licence

3.  Ability to speak in Hakka and/or Mandarin

4.  Fund Raising experience

5.  Experience of working with mainstream organisations in order to improve Older People’s Service’s to the Chinese community.
