In mid-2012 Warwickshire werelooking to develop a 3 year strategy for adults with Autism in Warwickshire in response to the Autism Act 2009. During the scoping process for the draft strategy, it was highlighted that an all age approach would provide a clearer, more consistent and joined up pathway to services and support throughout a person’s life.
The objective of this project is to provide a robust analysis of the quantitative and qualitative data available on autism in Warwickshire, in order to inform the Autism Strategy and the wider Warwickshire JSNA. This should allow commissioners to maximise the skills and expertise of both children’s and adults services in developing a smarter approach to designing and commissioning support and services for children and adults with autism.
Itsscope is:
- Adults and children of all ages who are on the autism spectrum.
- to include data collection on:
national and local:
- supply and demand
- need/prevalence
to include historical data, where it is available
trend information on those data, where possible
forecasting for the next five years, where possible
The intended users of the project’s products are expected to include:
- Strategic commissioning professionals, including the Service Managers for Learning Disabilities (LD) & mental health
- Adult Autism and Asperger Service
- Integrated Disability Team (Autism team)
- Customer Engagement Team
- Learning & Achievement Commissioning professionals
- Customers, Carers and Providers
The project and its products will interface with:
- The on-going Autism consultation and its findings
- The Shadow Autism Strategy
- The Children & Young People’s Plan 2009-12
- Learning Disability Strategy 2011 -2014
- The Carers’ Strategy
- The Mental Health Strategy (in development)

Yes, Warwickshire need to develop an Autism Strategy in order to comply with national guidance and legislation(Autism Act 2009), as well as build upon the strategic approach to autism suggested in the Children & Young People’s Plan 2009-2012.
Does the topic tie in with any of the existing Warwickshire JSNA priorities identified in the 2011 Annual Review? If so, which and where can they be found? Yes: ☒ No: ☐
Key priorities from the JSNA Annual Review 2011 include:
- Education and Attainment - Transitions between settings and from children's to adult services are well managed (page 6),
- Vulnerable Communities (page 14)
- Disabilities (page 19)
- Safeguarding adults whose circumstances make them vulnerable and protecting fromavoidable harm (page 16)

2Outline Business Case(why you think we need to do it)
The project is required because Warwickshire need to develop an Autism Strategy in order to comply with national guidance and legislation(Autism Act 2009).
The driver for this needs assessmentis the production of that strategy. In order to develop such a strategy, service commissioners require the best available informationon the needs of people with autism in Warwickshire, along with a view as to how these might change in the future.
There are the followingoptions:
- Provide no new assessment of the needs of people with autism in Warwickshire
- Provide a limited and static assessment of prevalence of people with autism
- Provide a comprehensive analysis of the needs of people with autism
Both of the first two options may result in the production of a strategy that does not effectively address the needs of those with autism. This may damage Warwickshire’s credibility & reputation in not being seen to responding to its customers’ needs. Consequently, the production of a comprehensive needs analysis is the recommended option with the benefitsbeing:
- The production of a strategy that effectively describes how Warwickshire will meet the needs of its residents with autism.
- An opportunity to work collaboratively across the People Group, encompassing adult and child social care.
- Improved collection of data relating to autism and a more comprehensive JSNA in Warwickshire
3Project Product Description(what you physically want to receive)
The project will produce:
- A succinct report document of 4 to 5 pages of A4 text in the main body – seamless address of children’s and adults.
- A supporting presentation to Amanda Burn and ASD Steering Group
- An ‘easy read’ version of the report and presentation
Expectations are that:
- The projects products are to be completed by 30th June 2013
- Charts and tables and any accompanying information either in addition to the text or to be added as appendices
- Charts and tables to be presented in a format agreed in advance
- All the outputs will be suitable to be public facing
- The outputs will avoid or explain acronyms
- Endnote and footnotes will be utilised to keep the main text succinct
Acceptance of the project’s products will involve initial approval from the Senior User, Amanda Burn, followed by final approval by the Autism Strategy Project Group.
4Project Approach(how we will go about doing it)
The project will be delivered under Warwickshire’s JSNA and managed under its project management arrangements. However, the Autism Strategy Project Group will provide the ‘programme’ or ‘corporate’ management. The final products will also go via the JSNA Commissioning Group for inclusion in Warwickshire’s JSNA.
The qualitative information will be taken from the separate consultation, already underway and involving internal and external suppliers. The desk based, research, quantitative data collection, its analysis and the production of the project’s products will be conducted by the Business Intelligence Team.
5Project Team Structure & Roles(who is involved)
The Project Board will consist of a JSNA Project Manager. The Project Executiveand Senior Userfor the project will be the Service Re-design Officer (currently Amanda Burn). The Supplier interests will be represented by the members of the Business Intelligence Team.
