Currently, Indonesia (KPK) is in the process of proposing the budget for the workshop to the Secretary General. The decision on the exact amount of the budget will be made available by October 2017.

Currently, the draft agenda has been developed. Host economies have exchanged ideas for several rounds. Once the host economies have reached consensus, the draft agenda will be circulated to co-sponsors and other economies for input.
- Evaluation: What are the indicators developed under the project to measure progress/success? Has baseline information or evaluation results been collected? How will any potential impacts on gender be measured? If relevant please provide details.
- What information will be collected to assess progress and impact (e.g. stakeholder feedback, website hits, participant stats)? How will gender impacts be measured?

In order to collect the progress and impact of the workshop, 2 surveys will be conducted before and after the workshop.
- Pre- Test survey.
The purpose of the pre-survey is to know the level of knowldge (baseline) of the participant before the training is conducted. The content of the survey will be very practical and related to issues that will be discussed in the training, such as asset tracing, asset freezing, etc. This assessment will also identify major challenges faced by the participants in tracing and recovering the stolen assets. The participant will need to fill this survey on the day 1.
- Post-Test survey
The purpose of the post survey is to measure the improvement of the level of knowledge after they are attending the workshop. This survey will be conducted after the training workshop (on day 3).
These surveys are a common practice in evaluating training programs in terms of knowledge improvement of the participants. Identical tests may be used for pre and post tests to compare scores before and after the training.The workshop will achieve its objectives if the participants understandthe key aspects of effective asset recovery and the step by step process in asset recovery.
An evaluation form also will also be circulated in the end of the workshopto seek feedback on the quality and relevance of materials and the level of technical knowledge of presenters.
There is no immediate nexus between the subject matter and the issue of gender, any assessment of direct impact may not be possible. Pre-post workshop survey will be used to assess the impact of the seminars on all participants, including women. Gender-specific data on the participation in the workshop and evaluation of the seminar will be made available.
The project will be monitored against the milestones identified in the aforementioned Work Plan. The follow up and progress of the workshop also will be tracked through the ACT-NETmeeting. APEC member economies are expected to update the group on their effort and achievement in asset recovery, including capacity building, policy improvement and cooperation in asset recovery.
- Challenges: If not covered in Q1, describe any issues which impacted (or might still impact) on the effective delivery of the project. How have these affected the objectives, deliverables, timeline or budget? What are the risk management strategies in place to manage potential or real risks
- Lack of attendance from APEC Economies:
Host economies will present the project in the upcoming ACTWG meeting to provide sufficient information on the draft agenda of the training workshop. An invitation also will be made months prior to the workshop to ensure participation from the relevant agencies. The host economies, China and Indonesia, will also provide funding for travel-eligible economies.
- Participation of expert:
There is a possibility some experts may not be able to attend the workshop. This risk will be mitigated by sending invitation months prior to the workshop to ensure participation from experts. The host economies will secure expert’s attendance by sending the invitation to the organization. It would be easier to liase with organization than individuals, because organization can appoint other experts from their organization.
- Securing the availability of venue and accommodation in high season period
The training workshop will be held on 6-8 December 2017 which is part of high season period in Bali. Host economies will try to book an international standard venue based on the budget available and as early as possible and will try to find location with many accommodation alternatives
- Engagement: Describe the engagement and roles of stakeholders in the implementation of the project, including other APEC fora, experts and participants.
The presenters in this training workshop are expected to share their knowledge and skills on anti-money laundering and asset recovery regime, including their experience on repatriation asset from overseas. Presenters will consistof law enforcement officials, academics, and experts from relevant international organizations and authorities to cover international standard of asset recovery regime, practical knowledge and substantial matters to achieve a success asset repatriation, and the obstacles/challenges might faced on the of asset recovery process. However, the success of this training workshop not only defined by the presenters, but also by the active participation from the participants. Therefore, it is important to have participants who work or having background on relevant sectors.
The knowledge gained from this workshop will be beneficial for law enforcement officials dealing with the investigation and prosecution of corruption, money laundering, as well as terrorist financing cases. The PO will invite and encourage economies to send participant who actively involved ACTWG and CTWG (Counter Terorism Working Group) to attend this workshop. Outcomes also will be reported to the CTWG and be made available in the APEC Publication Database for further dissemination.
Anti-corruption authorities and law enforcement agencies from BRICS, ASEAN, ADB/OECD Anti-Corruption Initiative and other interested economies will also be invited as participants to share best practice, improve capacity building and enhance collaboration on asset recovery.
In order to avoid duplication to other asset recovery initiatives, Indonesia and China will seek members input to identify speakers and to develop draft agenda for the training workshop to achieve optimum outcomes.
