CHILD PROTECTION POLICY

The Department of Education aims to improve the enrolment in every school by decreasing the number of pupils or students to drop out from classes. Several studies had been conducted on why school children drop out from the school. These studies reported that pupils leave schools because they feel that they do not belong to the school. Moreover, they experience anxiety from their classmates, teachers, and community. Lack of fund was also a great factor of drop outs. These conditions thwart learning. They are made worse when learners have incompetent teachers to guide them, no textbooks to learn from or exercise books to write in, or if they have textbooks, they are of inferior quality that reinforces damaging stereotypes. Learning is further stymied when schools have no toilets, running water or electricity. (CFS manual, 2009)

The result of those problems encountered by our pupils led to the adaptation of Child Friendly Schools by the Philippine Government. A child-friendly school is one that is a child-centred and child-seeking school. It is actively looking for children not in school - girls, the poor, those with disabilities or who speak a different language - instead of simply waiting for pupils to enrol and trying to develop a programme that will keep each of them in school. It is a school that is, first of all, inclusive of all children.

The government of the Philippines and UNICEF signed an agreement for a new five - year Country Program for Children (CPC V). The program wants to improve the quality of education and accessibility to basic education of disadvantaged children through the strategy of building models of a Child Friendly School System (CFSS) that will meet the basic learning needs of families. A CFSS is one which recognizes the rights and responsibilities of children, provides the schools environment to realize children’s rights and help ensure that such environment extends to the community and households.

Three interrelated projects had been identified to bring about the establishment of the CFSS. The first project was on Early Childhood Education focused on equipping families and caregivers to meet emotional, psychosocial, and intellectual needs of children. The second sought to meet the learning needs of the whole family and the third created the support system and enabling policies building and sustaining Child- Friendly Schools.

Child- Friendly School System was implemented and adapted bySuben Elementary School. Its objective is to apply the approach of CFFS on how to handle or motivate the pupils who are enrolled and to make activities in the classroom more enjoyable, safe, and non violent. In the process of its implementation, teachers were confused in imposing of discipline to certain attitudes of pupils. Hence this CPC program will guide the teachers on how to handle the unruly behaviors of pupils positively.

The School Policy

SUBEN Elementary School acceptsresponsibilities in giving child protection.

The school policy applies to all teachers, pupils, and parents in the school.

The school composes four elements of policy:

  1. Teachers/Pupils awareness about the child protection policy to equip them the knowledge they need.
  2. Build committee that identify and report the cases of child abuse.
  3. Have linkages to other government agencies to support pupils who have been abused.
  4. Develop safe and conducive learning for our children in school environment

Being a multitasked person, handling children from different families and races, children with different behaviors can sometimes affect teachers behavior and loose of control that leads them to have violent reaction against children, with this situation the school therefore:

  1. Establish and maintain safe, conducive environment for learning.
  2. Ensure children’s feelings that they are safe and know the right person to go with when they feel they are abuse.
  3. Maintain child friendly atmosphere, teacher must understand children’s behavior and consider individual differences.

We will implement the DepED Order No. 40 Series 2012:

  1. Create Child Protection Committee, (CPC) for child protection.
  2. Ensure every members of the committee knows their functionsand responsibilities being aware to any sign of child abuse to for children’s protection.
  3. Explain to the parents their responsibility and counterpart in helping the school for implementing the Child Protection Policy.
  4. Notify MSWD and other government and non - governmentalagencies if there is an unexplained absence of pupil who is on the child protection hotlist.
  5. Keep records of concern school children even no need to refer to other agencies immediately. Separate from the main and keep it in the different office
  6. In case the teacher or other school authorities violate the rule, CPC member follow the correct procedures.

It is hard to be with school children who had experienced abuse or violence. They developed low self – esteem or they may find difficulties in developing sense of belongings or importance. They may feel unworthy and humiliated. In lieu with this, the school will give the support to the pupil through:

  1. The content of the curriculum.
  2. The school promotes a safe, conducive, friendly,and happy environment.
  3. The value of sense of belongingness implied to all teachers which aims to give support to the pupils even their behavior is unruly.
  4. Other agencies that support pupils such as Barangay Social Welfare, Municipal Social Welfare Development, Bantay Bata and others GO and NGO.
  5. When pupils transferred to other school, the schools transferred with were immediately informedabout the pupil’s records.
