The CalACES Portfolio, which includes the C-IV and LRS applications, is recruiting for Migration Project positions. The Migration Project is scheduled to begin on January 8, 2018. Most positions will be located in the north, at the C-IV Project office with some positions available at the southern office in Norwalk.
These short-term positions are expected to begin on or about January 8, 2018, and are expected to last about 2 1/2 years.
The recruitment closes Friday, October 27, 2017. Interviews will be held immediately following the close of the recruitment.
Background
Effective September 2017, a new Statewide Automated Welfare System (SAWS) consortium was formed. This consortium includes the 40 counties which formerly comprised the C-IV and LRS consortia.

Note: This recruitment may create short term vacancies within the existing M & O projects should an existing M & O staff member be selected for one of the New positions. There may be a back fill of the M & O position as a short-term assignment from this recruitment.

This is an open recruitment, however, strong knowledge of the SAWS application (C-IV, LRS and/or CalWIN) is required for anyone applying for these positions.
Any approved travel related costs will be managed through the selected candidate’s employing entity’s travel policy.

Frequently Asked Questions

1.  Who may apply for these positions?

a.  Current C-IV and LRS M & O Project staff may apply for either LEVERAGED or NEW position.

b.  Anyone may apply for the NEW positions, provided they have strong experience with one of the SAWS (C-IV, LRS and/or CalWIN).

2.  What if I don’t work for a CalACES county or my county is not able to support me on the Project should I be selected?

a.  We certainly appreciate when counties are able to support their staff in these projects outside of the county, but we also understand that it’s not always possible for counties to provide staff to the Project.

The Consortium contracts with Regional Government Services (RGS) to provide the personnel administration for a number of the current C-IV Project staff. This is available for candidates in case staying with the county would not be an option if selected.

3.  Tell me more about the RGS option, if I leave county service.

a.  RGS is a Joint Powers Authority that provides human resources and personnel administration for public agencies and municipalities. C-IV has contracted with RGS since 2009.

b.  RGS offers comparable pay and benefit packages for employees including a retirement contribution and 401k offerings.

4.  Please explain more about the travel policy.

a.  For county employees, travel costs are managed through your county’s travel policy. Questions regarding travel should be directed to your county for consideration. The Consortium can also work with your county to help explain how the allocation for travel is covered.

b.  For non-county RGS employees, long-term payments, such as for rent of an apartment are not typically covered, however short-term travel is covered, such as a flight for a meeting or meals when working offsite.

5.  If I am selected for a position, will I be able to return to the county at the conclusion of my assignment?

a.  We encourage you to discuss this with your county before applying for a position. Counties handle these assignments in different ways.

6.  Why isn’t salary listed on the job descriptions?

a.  The Project can help provide guidance to the counties on what we have allocated to each position, however, it is mostly up to the county to decide what county position and salary range for the position. Counties vary in how they manage these assignments.

b.  For potential RGS employees, the salary range can be discussed as part of the interview process or by email to the primary contact of this CIT.

7.  What positions are available?

8.  What is the difference between NEW and LEVERAGED positions?

a.  New staff – These are new Migration only positions. They are short-term in nature and will roll off at the conclusion of Migration. Strong knowledge of the C-IV, LRS and/or CalWIN applications is necessary and it is an open recruitment.

b.  Leveraged staff – Existing C-IV or LRS M & O Project staff may apply for either new or leveraged positions. A leveraged position means that the position managed through the allocation for M & O but will be assigned to the Migration Project.

LONG-TERM POSITION

Administrative Assistant to Executive Director

Job Summary

The Administrative Assistant will be assigned to primarily support the Executive Director and Migration Project Director. This long-term position may also provide some support to other management level positions within the portfolio, as needed. Support includes correspondence, meeting logistics, agenda preparation and minutes, and file maintenance. The position may require overnight travel and/or work on weekend/evenings.

Responsibilities

The Administrative Assistant will be responsible for:

·  Developing, maintaining, and answering correspondence for the Executive Director;

·  Organizing meetings and appointments;

·  Making travel arrangements, as necessary.

·  Recording and distributing minutes of management and staff meetings as required;

·  Implementing and maintaining a project contact list and log, and a document control system;

·  Establishing and maintain the migration library;

·  Word processing, photocopying and filing duties for Executive leadership and team.

Qualifications

The qualified candidate should:

·  Have the ability to effectively manage competing priorities and ability to meet deadlines and expected outcomes;

·  Exhibit detailed analysis and prioritization capabilities;

·  Have knowledge of operating standard office equipment;

·  Have a demonstrated ability to schedule appointments and meetings;

Migration Position Descriptions

Migration Project Manager

Job Summary

The Migration Project Manager will be assigned to the LRS/C-IV Migration D&I Team. The Application Development/Implementation Project Team will be responsible for ensuring that the project results in the successful development of the requirement application changes and associated conversion and is completed on time and within budget. The position may require overnight travel and work on weekend/evenings.

Responsibilities

The Migration Project Manager will be responsible for:

·  Managing the project to successful completion;

·  Planning for and directing the allocation of Consortium resources;

·  Oversight of all Contractor performance, including the evaluation of work plans, staffing plans and progress measured against the plans;

·  Coordinating with Contractor project management to provide direction, decisions and approaches;

·  Assessment of proposed contract changes and associated impacts;

·  Ensuring appropriate County representatives participate in planned activities and key decisions;

·  Facilitating timely resolution of issues raised by project participants;

·  Reporting project status and issues to all stakeholders; and

·  Ensuring the system design meets applicable county, state and federal requirements.

Qualifications

The ideal candidate:

·  Has large-scale, information system design and development experience preferably in a managerial assignment;

·  Has the ability to manage projects to completion, on time and on budget;

·  Has a working knowledge of public assistance programs in areas such as Medi-Cal, CalWORKs, CalFresh, Foster Care and other state eligibility programs;

·  Has knowledge of state policy as it relates to the Statewide Automated Welfare Systems (SAWS);

·  Has experience coordinating, collaborating and/or negotiating with a wide variety of staff;

·  Exhibits management and leadership skills;

Application Lead

Job Summary

The Application Lead will be assigned to the LRS/C-IV Migration D&I Application Team. The Application Team will be responsible for providing administrative and technical support for C-IV, LRS and CalACES. This position assists with the analysis, recommendations for corrective actions, and resolutions of problems within the software application. The position will work oversee the daily work of the Application Lead Analyst and Application Analysts and provide direction and guidance. The Application Lead will provide reporting, plans and schedules, deliverables to the other leads and Executive Leadership when necessary. The position will act as the point of contact for design-related tasks and issues. The Application Lead will work with the Vendor’s Application Development and Test Team Lead. The position may require overnight travel and work on weekend/evenings.

Responsibilities

The Application Lead will be responsible for:

·  Working with the contractor, manage the teams and work associated with the application development and test tasks;

·  Evaluating work plans, staffing plans, and schedules and coordinating the work assignments of the Consortium Application Development and Test Team;

·  Reviewing Vendor work products and deliverables related to the additional application functionality;

·  Collaborating with the Lead Analysts and Analysts to identify issues that may affect the design/development of other application areas;

·  Providing guidance and input regarding the design and development of specific functionality in requirements validation and design sessions;

·  Reviewing Vendor work products and deliverables related to the additional application functionality;

·  Working with the Vendor’s Team Leads to coordinate Consortium staff input into the design of the key system changes;

·  Providing direct supervision to consortium staff, including project personnel actions, evaluations, interaction with sponsoring county personnel or contractor;

·  Actively participating in Project meetings, providing feedback to the Project Director and Deputy Project Director regarding issues affecting staff;

·  Resolving or escalating issues as needed;

·  Providing updates at various meetings with counties or state agencies; and
